HomeMy WebLinkAboutCommissioners Proceedings - Commissioners - 20 (386)COMMISSIONERS' PROCEEDINGS Week of May 29, 2006 May 30, 2006 The Grant County Commissioners session was called to order at 9:00 a.m. with all the Commissioners in attendance with the Clerk of the Board. The Commissioners signed a Community Development Block Grant Contract No. 05- 64005-024 Sub -Recipient Agreement between Grant County, the Beverly Water District, and the State Department of Community, Trade and Economic Development for funding assistance The Commissioners approved the request of the Grant County Juvenile Department for a budget extension in the amount of $10,000.00 for a grant award from the DSHS Division of Operations Support Services for Juvenile Accountability, for training of personnel, materials for programming and intervention incentives. The hearing was set for June 27, 2006 at 3:00 pm. The Commissioners held a public hearing regarding a budget extension for Grant County PARC to allow for a grant award from the WA Mentoring Partnership in the amount of $20,000 00. Commissioner Allison moved to close the public comment portion of the hearing, Commissioner Moore seconded and the motion passed unanimously Commissioner Allison moved to approve the budget extension as presented, Commissioner Moore seconded and the motion passed unanimously. The hearing adjourned. A motion was made by Commissioner Allison, seconded by Commissioner Moore, that Resolution No. 06 -168 -CC, a resolution relating to a supplemental extension in the 2006 budget of PARC Fund No 001, Department No 116, in the amount of $20,000 00, be passed The motion carried. The Commissioners approved the hire date of May 30, 2006 for Reagan Smith, Human Resources Director. The Commissioners met with the Public Works Director regarding- personnel — Fran Woods last day; overlay projects, and TranCo Meeting The Chair of the Board was authorized to sign the comment sheet submitted to the Department of Ecology regarding the Columbia River Management Plan as passed by the legislature as ESSHB 2860, from the Columbia Basin Ground Water Management Area. The Commissioners signed the Public Works Payroll Journal for the month of May 2006. The Commissioners received and approved for distribution a request to initiate the Sick Leave Donation Policy for an employee of Public Works. Page 1 of 3 COMMISSIONERS' PROCEEDINGS Week of May 29, 2006 The Commissioners held a public hearing regarding a Minor Zone Change application from Familigia LLC / Columbia River Reserve (AKA Sage Cliff). The request is to change the zoning from Agncultural, Rural Remote, and Recreational Development to Master Planned Resort, in order to make the zoning consistent with the land use designation Location of the proposal is south of the Gorge Amphitheater west of Silica Rd and north of Baseline Rd; a portion of S 36 and 32, T 19 N, R 22 E, WM. (Portions of parcels 150028000, 150574000, 150574010, 150572000, 150573000, 150576002, 150576003, 201525000, and 201526000). The Grant County Planning Commission forwards this request with a recommendation of approval. Commissioner Moore moved to approve the application as presented recognizing the 10 Findings of Fact Commissioner Allison seconded. Discussion ensued. The motion passed unanimously and the hearing adjourned. As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42 24 080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amount $285,409 45, as recorded on a listing and made available to the Board The Commissioners approved the request of the Grant Mental Healthcare Interim Executive Director, to occupy a county building and to provide residential services to people with persistent and chronic mental illness. The Chair of the Board was authorized to sign the Jeromy McKean (Jeromy McKean Short Plat) Final Plat Submission and Review, File #04-3808-03. As of this date, the Board, by a majority vote does approve for payment those vouchers as presented by the Grant County Public Works: Vouchers No 1 — 5 and Vouchers No. 05 — 148, in the total amount of $348,365.25, as recorded on a listing and made available to the Board. The Chair of the Board was authorized to sign the proposal from Johnson Controls to upgrade the master controllers and operator interface for the HVAC unit in the Law and Justice Center at a cost of $35,717 00 plus tax. The Commissioners approved the recommendation of the Facilities and Maintenance Director to award the District Court Office and Courtroom Ceiling Replacement contract to Gale Contractors Services, in the amount of $14,830 00 The Chair of the Board was authorized to sign approval of the Special Occasion License Application of the St. Rose of Lima Catholic School, 520 SE Blvd., Ephrata, WA 98823, from the Washington State Liquor Control Board. As there was no further business to come before the Board the session was continued until May 31, 2006. The Chair of the Board was authorized to sign the Lesa Allred -Buster (Less Allred -Buster Short Plat) Final Plat Submission and Review, File #06-4413-01. The Chair of the Board was authonzed to sign the 2006 DAYdnve Guide Contract between the Grant County Tourism Commission and Day Tours, Inc for the production of a tourism brochure map for the County. The Commissioners approved the request of the Building Department/Fire Marshall Director for a budget extension in the amount of $300 00 for a training scholarship from the Region Six Training Council. The hearing was set for June 27, 2006 at 3:15 pm. As there was no further business to come before the Board the session was continued until June 5, 2006. Signed this Id day of 12006.
