Grants, PIC - 15 - Commissioners - 20COMMISSIONERS' PROCEEDINGS Week of May 15, 2006 The Grant County Commissioners session was called to order at 9:00 a.m. with Commissioners Stevens and Allison in attendance with the Deputy Clerk of the Board Commissioner Moore and the Clerk of the Board were out and excused. The Commissioners held a closed record public hearing regarding a preliminary plat request from Eddie and Shirley Smith, for a preliminary subdivision of 4.67 acres into 8 lots located in the Shoreline Development 4 (SD4) Zone of Grant County. Property is located in a portion of the SE V4 of the NW %4 of Section 12, Township 18 N., Range 22, E. WM., Grant County Washington, Assessor's tax parcel 415-0008-000. Commissioner Allison moved to uphold the Planning Commission's recommendation to approve the Smith Preliminary Subdivision as presented, recognizing the nine Conditions of Approval and ten Findings of Fact and subject to the City granting its redevelopment plan. Commissioner Stevens seconded and the motion passed with two Commissioners in attendance. The hearing adjourned The Commissioners approved the request of the Juvenile Department's Youth Services Administrator for a budget transfer within Fund No 001, Department No. 117 in the amount of $3,960 00 to cover expenses incurred during the State v. Savoie trial. As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42 24.090, in the amount $2,860,447 48, as recorded on a listing and made available to the Board The Commissioners held a Bid Opening for Roof Sealing. Only one bid was submitted A motion was made by Commissioner Allison, seconded by Commissioner Stevens, to refer the bids to the Grant County Facilities and Maintenance Department for their review and recommendation. The motion carried As there was no further business to come before the Board the session was continued until May 16, 2006. May 16, 2006 The session was continued at 9:00 a.m. with all the Commissioners in attendance with the Clerk of the Board The Commissioners approved the recommendation of the Human Resources Director to classify the Data Management Analyst position at Band 13 of the Compensation Plan, effective July 1, 2006. Page 1 of 4 COMMISSIONERS' PROCEEDINGS Week of May 15, 2006 The Commissioners held a public hearing regarding a budget extension for the Grant County Sheriff's Office to allow for a donation received from the Columbia Basin Traffic Safety Task Force in the amount of $3,412.50 to purchase a ProLaser III Speed Measuring Device. Commissioner Allison moved to close the public comment portion of the hearing, Commissioner Moore seconded and the motion passed unanimously. Commissioner Allison moved to approve the budget extension as presented, Commissioner Moore seconded and the motion passed unanimously. The hearing adjourned. A motion was made by Commissioner Allison, seconded by Commissioner Moore, that Resolution No. 06 -163 -CC, a resolution relating to a supplemental extension in the 2006 budget of Grant County Sheriff's Office Fund #117, Dept #158 due to a donation received from the Columbia Basin Traffic Safety Task Force in the amount of $3,412.50, be passed The motion carred. The Commissioners held a public hearing regarding a budget extension for the Grant County Auditor's Office to purchase a Binding Machine in the amount of $3140.04. Commissioner Allison moved to close the public comment portion of the hearing, Commissioner Moore seconded and the motion passed unanimously. Commissioner Allison moved to approve the budget extension as presented, Commissioner Moore seconded and the motion passed unanimously. The hearing adjourned A motion was made by Commissioner Allison, seconded by Commissioner Moore, that Resolution No. 06 -161 -CC, a resolution in the matter of approving a plat alteration of Lot 1 of Pelican Point Addition #5, located in a portion of Section 3, Township 18 North, Range 23 East, WM, Grant County, WA, be passed. The motion carried. The Chair of the Board was authorized to sign a County Program Agreement Amendment between Grant County and the State of Washington Department of Social and Health Services (DSHS) in the amount of $14,800.00, for the Grant County Developmental Disabilities' contract, adding additional Day Program Transition Proviso funding. The Chair of the Board was authorized to sign a County Program Agreement Amendment between Grant County and the State of Washington Department of Social and Health Services (DSHS) to transfer funds among line item budget categories for the Grant County Domestic Violence Emergency Shelter and Advocacy Department. The Commissioners met with the Public Works Director regarding resolutions initiating CRP No 06-07, Maple Drive, and No. 06-08, Airport Street (Port of Ephrata); personnel; Gravel to Oil program; Solid Waste Comprehensive Management Plan Public Meeting; and the Compost Workshop. Page 2 of 4 COMMISSIONERS' PROCEEDINGS V Week of May 15, 2006 A motion was made by Commissioner Allison, seconded by Commissioner Moore, that Resolution No. 06 -160 -CC, a resolution in the matter of initiating county road project designated as CRP No. 06-07, Maple Drive, be passed. The motion carried A motion was made by Commissioner Allison, seconded by Commissioner Moore, that Resolution No. 06 -159 -CC, a resolution in the matter of initiating county road project designated as CRP No. 06-08, Airport Street (Port of Ephrata), be passed. The motion carried The Chair of the Board was authorized to sign the Paul Bemsen (Sandcastle Estates 4 Phase 2) Final Plat Submission and Review, File 402-3433-01. As there was no further business to come before the Board the session was continued until May 17, 2006. May 17, 2006 The session was continued at 9:00 a.m. with Commissioners Stevens and Allison in attendance with the Clerk of the Board. Commissioner Moore was out and excused The Commissioners approved the March 27, 2006 Commissioners' Proceedings. The Chair of the Board was authorized to sign the William Bierlink (Bierlink Short Plat) Final Plat Submission and Review, File 904-3801 The Commissioners approved for distribution to Elected Officials and Department Heads Administrative Policy 02-10 Revised, Cellular Telephones. The Commissioners signed an Amendment to Geographic Information Interlocal Agreement between Grant County and the Multi Agency Communications Center for shared services.
