HomeMy WebLinkAboutCommissioners Proceedings - Commissioners - 20 (359)COMMISSIONERS' PROCEEDINGS Week of February 14, 2005 The Grant County Commissioners session was called to order at 9:00 a.m. with all the Commissioners in attendance with the Clerk of the Board. The Chair of the Board was authorized to sign a Vendor Agreement between Grant County Developmental Disabilities and Moses Lake Community Health (Host Agent) and Parent to Parent to provide assistance to parents with developmentally disabled children. A motion was made by Commissioner Moore, seconded by Commissioner Stevens, that Resolution No. 05 -1$0 -CC, a resolution relating to a budget extension in the 2005 budget of the Grant County Juvenile Court and Youth Services fund# 001, department #117 from a Washington State DSHS Juvenile Rehabilitation Divisions of Community Programs Grant in the amount of $15,562.00. The Commissioners signed an agreement between Grant County and the Town of Hartline, for the Grant County Sheriff s Office to provide protection and law enforcement within the corporate limits of the Town. The Commissioners approved the request of Warren R. Swanson, Administrator, Juvenile Court and Youth Services, for a budget transfer in the amount of $1,350.00 for two surveillance cameras and monitors; and $6,920.00 for cement beds and security light fixtures. The Commissioners approved the request of Angie Clark, Human Resources Director, to award the ADA Project consultant services to Collaborative Writing Solutions totaling $27,096.00 noting that this project will be completed in 2 phases, through 2006. The Commissioners approved the recommendation of Angie Clark, Human Resources Director, for the revision of the Grant Mental Healthcare Executive Director job description, and not to perform a salary re-evaluation on this position. As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amount of $601,510.59, as recorded on a listing and made available to the Board. The Commissioners signed the Public Works Claims Fund Voucher Approval No. 02-1 through No. 02-169 in the total amount of $1,230,657.75, as recorded on a listing and made available to the Board. The Commissioners met in executive session for 1 hour with the County Labor Attorney regarding Negotiations. February 15, 2005 The session was continued at 4:00 a.m. with all the Commissioners in attendance with the Clerk of the Board. The Commissioners signed a 2005 Spirituous Liquor Agreement between Grant County Sheriff s Office and ARAMARK Entertainment Inc., for the Sheriffs office to provide law enforcement to the 2005 Gorge Amphitheater concert season and ARAMARK will serve spirituous liquor a the Cliffhouse and Plaza Lounge. A motion was made by Commissioner Moore, seconded by Commissioner Stevens, that Resolution No. 05 -181 -CC, a resolution relating to the transfer of funds within the 2005 budget of the Auditor's O&M Fund #124 in the amount of $30,000.00, be passed. The motion carried. The Commissioners met with Derek Pohle, PE, Director/County Engineer, Public Works Department, regarding: 1:40 p.m. Bid Opening: Fuel Purchases 2005/2007; 2:00 p.m. Bid Opening: Culvert Pipe; Execution of Contracts: Western Power & Equipment (Power Broom) and Equipment Sales Co. (12,000 lb. 2 -Post Auto Lift); Resolution Decreasing Revolving Cash Fund for Solid Waste; Reimbursable Work Request: Town of Wilson Creek; EDA Grant; Dodson & 12 -SW; Sheriff's Totaled Vehicle; District No. 3 Supervisor Interviews; Community Litter Clean-up Program; Adco Drop Box Site; and Free Dump 2005. The Commissioners held a Bid Opening on Culvert Pipe. A motion was made by Commissioner Stevens, seconded by Commissioner Moore, to refer the bids to Public Works for their review and recommendation. The motion carried. The Commissioners held a Bid Opening on Fuel Purchases — 2005/2007. A motion was made by Commissioner Moore, seconded by Commissioner Stevens, to refer the bids to Public Works for their review and recommendation. The motion carried. A motion was made by Commissioner Moore, seconded by Commissioner Stevens, that Resolution No. 05 -182 -CC, a resolution in the matter of decreasing the revolving fund for Solid Waste management to $450.00, be passed. The motion carried. The Commissioners approved the recommendation of Derek Pohle, PE, Director/County Engineer, Public Works Department, to complete work for the Town of Wilson Creek as outlined on the Request to The County Road Department for Reimbursable Work. Page 2 of 4 COMMISSIONERS' PROCEEDINGS Week of February 14, 2005 The Commissioners approved the recommendation of Derek Pohle, Director/County Road Engineer, Public Works Department, to award the following contracts: 1) Equipment Contract 2005-06 award to: Equipment Sales Co. Woodinville, WA; and 2) ER&R 2005-10 award to: Western Power & Equipment Spokane, WA. The Chair of the Board was authorized to sign a Local Agency Agreement Supplement between Grant County Public Works and the Washington State Department of Transportation for Bridge #219, W -SE Rd. The Commissioners approved the recommendation of Derek Pohle, PE, Director/County Engineer, Public Works Department, that the Bridge #219, W -SE Rd, CRP 04-42 contract, be awarded to Copenhaver Construction, Inc., Creston, Washington. The Commissioners approved the request of David Firebaugh, Chief Accountant, for the budget transfer for the Grant County Fairgrounds in the amount of $163,000.00. The Commissioners approved the request from Sharon Kiehn, Executive Director, Grant Mental Healthcare and Developmental Disabilities, for the out of state travel for a Directions in Community Living employee to transport a resident to Hermiston, OR on March 1, 2005. The Commissioners approved the request from Warren R. Swanson, Administrator, Juvenile Court and Youth Services, for the out of state travel for Linda Whitaker and Terry Hake to attend a National CASA Facilitator Training Course in Lincoln, NE in March 2005. The Commissioners held a public hearing regarding a franchise application for Riverview at Crescent Bar LLC for the purpose of constructing, operating, and maintaining a Communal Water facilities along certain county roads located in Crescent Bar, Commissioner Moore moved to close the public comment portion of this hearing. Commissioner Stevens seconded and the motion carried. Commissioner Stevens moved to approve the franchise application noting that the word "over" be stricken in the application, Commissioner Moore seconded and the motion carried. The hearing adjourned. As there was no further business to come before the Board the session was continued until February 16, 2005. February 16, 2005 The session was continued at 9:00 a.m. with all the Commissioners in attendance with the Clerk of the Board. Page 3 of 4 COMMISSIONERS' PROCEEDINGS Week of February 14, 2005 The Commissioners approved the recommendation of Angie Clark, Human Resources Director, for Grant Mental Healthcare to: 1) hire Edith Medina as part-time Outstation Assistant at Band 5, Step 4; 2) hire Ruth Alvarado as an Initial Services Specialist at Bank 13, Step 3; 3) hire Barbara Jackson as an Initial Services Specialist at Band 13, Step 5; and 4) to revise the Employment Connections Manager job description. The Commissioners approved the request of Courtney Conklin, Sheriff's Office, to purchase a GPS depth finder in the amount of $921.67, noting that this is $12.00 over the budgeted amount and that the balance will come from the regular boating budget so no budget extension hearing will be needed. The Commissioners approved the salary, wage, and/or position changes as recommended by Angie Clark, Human Resources Director, for Leiza Tobin and Guadalupe DelaRosa, Grant Mental Healthcare; and Becky Morris, Human Resources. The Commissioners approved the separation date of February 28, 2005 for Carol A. Crater, District Court; and Donald Norwood, Maintenance. The Commissioners approved the hire date of February 10, 2005 for Eileen Beckwith, Fairgrounds. As there was no further business to come before the Board the session was continued until February 21, 2005. Signed this % day of 2005.
