RESOLUTION No. 05-D 9 -CC
A RESOLUTION relating to a supplemental extension in the 2005 budget of the Grant
County Emergency Management Fund #102, Department #144, due to unanticipated state and/or
federal funds
WHEREAS, it has been brought to the attention of the Board of County Commissioners that
unanticipated state and/or federal funds have been made available for the 2005 budget of the Grant
County Emergency Management Fund #102, Department #144, in the amount of $1,457.00; and
WHEREAS, RCW 36 40 100 authorizes supplemental appropriations from unanticipated
state and/or federal funds after publications of notice of the time and date of a public hearing at
which the supplemental appropriations resolution will be adopted, and the amount of the
appropriation, once each week, for two consecutive weeks prior to such public hearing in the official
newspaper of the county; and
WHEREAS, publication of the requisite legal notice was made in the Quincy Valley Post
Register newspaper of Grant County on December 8 and 15, 2005, and said public hearing was held
in the Grant County Commissioners Office, Grant County Courthouse, Ephrata, Washington,
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF GRANT COUNTY, STATE OF WASHINGTON, that the 2005 budget
of the Grant County Emergency Management Fund #102, Department #144, supplemented and
extended in the sum of $1,457 00 due to unanticipated state and/or federal funds according to the
following schedule of categories and items.

Ref: Budget Extension
This letter is to request a budget extension for program; Project 057, for Grant Contract
Number 5070-04 The Office of Domestic Preparedness awarded these grants through the
Office of Domestic Prepaiedness awarded these grants through the Governors Office or
WA Commission foi Community Services rather than the Emergency Management
Division of the WA State Military Dept This grant was awarded for the development and
to conduct Citizen Corps Councils and Community Emergency Response Tearns for the
counties of Homeland Security, Region Seven.
Activities conducted for this grant were extremely poor in the period of the grant.
Training was an issue and volunteers were not abundant. Since training was difficult to
obtain from the State or Federal government activities were delayed And paper work at
the State office was also delayed.
In December of 2004 we submitted a claim for two invoices for Douglas County which
totaled 1,487.00 In December of 2004 we were aware that this grant would not be
extended into 2005 so we did not seek at that time an extension of the project budget for
2005. We ieceived the reimbursement claim for Douglas Co in late January of 2005 anc
in turn issue a check for the funding to Douglas County The ti ansaction was completed
howevei we overlooked that we had not sought a budget for 2005 for these funds.
We request this extension to the original contract; and project budget 057 in the amount
of 1,457.00 to properly account for the funding and transfer of funds to Douglas County
