HomeMy WebLinkAboutCommissioners Proceedings - Commissioners - 20 (353)COMMISSIONERS' PROCEEDINGS Week of June 20, 2005 The Grant County Commissioners session was called to order at 9.00 a.m. with all the Commissioners in attendance with the Clerk of the Board. As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amount of $482,555.27, as recorded on a listing and made available to the Board. A motion was made by Commissioner Stevens, seconded by Commissioner Moore, that Resolution No. 05 -240 -CC, a resolution stating that Mary Mikell Zimmerman, MS, qualifies as a Designated Mental Health Professional and is employed by Grant Mental Healthcare, be passed. The motion carried. The Commissioners signed the Third Amendment to the Agreement between North Central Washington Regional Support Network and Grant County dated July 31, 2004. The Chair of the Board was authorized to sign the State of Washington Invoice Voucher, Department of Community, Trade and Economic Development, CDBG Contract No. 05-64005- 002, Payment Request #2 ("NCCAC"). The Commissioners approved the May 16, 2005 session minutes. The Commissioners approved the recommendation of the Human Resources Director for Grant Mental Healthcare to implement staffing changes of the Crisis Response function by eliminating one Crisis Stabilization Specialist and adding one Crisis Response Specialist. A motion was made by Commissioner Stevens, seconded by Commissioner Moore, that Resolution No. 05 -240 -CC, a resolution joining Grant County into the Washington Rural Counties Insurance Program (WRCIP), be passed. The motion carried. The Commissioners approved for distribution to Elected Officials and Department Heads Policy Memo 05-04, Documentation of Alternate Schedules to Accounting. As there was no fiuther business to come before the Board the session was continued until June 21, 2005. Page 1 of 4 COMMISSIONERS' PROCEEDINGS Week of June 20, 2005 June 21, 2005 The session was continued at 9:00 a.m. with all the Commissioners in attendance with the Clerk of the Board. The Commissioners approved the recommendation of the Human Resources Director for PARC to revise their Secretary job description. The Chair of the Board was authorized to sign the Kerwin Hirz (Hirz Short Plat No. 2) Final Plat Submission and Review, bile #04-3930; and the Bastian Koole (Bastian Koole Short Plat) Final Plat Submission and Review, File #043915. The Commissioners met in executive session for 15 minutes with legal counsel regarding litigation. The Commissioners met with the Public Works Director regarding: Bid Opening for Neva Lake/Dodson Road; Authorization to Call for Bids for Stratford Road NE; Execution of Contracts for Road E -SW; Wilson Creek; Compost Study; CPG - 194k vs. 220k; and GIS. The Commissioners signed the authorization to call for bids for Stratford Rd. NE, CRP 04-14. Bids are to be opened July 5, 2005 at 1:30 pm. The Commissioners held a Bid Opening on Neva Lake Road NW, CRP 04-12 and Dodson Road NW, CRP 04-23. A motion was made by Commissioner Stevens, seconded by Commissioner Moore, to refer the bids to Public Works for their review and recommendation. The motion carried. The Commissioners approved the recommendation of the Public Works Director, that the following project be awarded: Neva Lake Road NW, CRP 04-12 and Dodson Road NW, CRP 04-23 to Tommer Construction, Ephrata, WA. The Commissioners signed an award letter to: Tommer Construction, Ephrata, WA, for the Neva Lake Road NW, CRP 04-12 and Dodson Road NW, CRP 04-23 projects in the amount of $466,971.35. The Commissioners signed a contract for Road E SW, CRP 05-04 between Tommer Construction, Ephrata, WA and Grant County. The Commissioners received and approved for distribution a request to initiate the Sick Leave Donation Policy for an employee of Public Works. Page 2 of 4 COMMISSIONERS' PROCEEDINGS Week of June 20, 2005 The Commissioners signed an Agreement to Use County Property for Public Purpose between Grant County and the Ephrata Chamber for the Music Festival and Wine Tasting on July 15 and 16, 2005. The Commissioners appointed Kevin Goetz, Ray Bechtol, and Rosie Restine to the South Banks Lake Mosquito Control District #3 Board. The Commissioners approved the hire date of June 20, 2005 for Mary Mikell Zimmerman, Grant Mental Healthcare. The Commissioners approved the salary, wage, and/or position changes as recommended by the Human Resources Director for Cecilia Garza, PARC; and Kevin Pennel, Jail. The Commissioners signed Resolution No. 05-1111 regarding a "test exercise" of a disaster area in Grant County. The Commissioners approved the recommendation of the Human Resources Director for Emergency Management to hire Joy Reese for the Project Coordinator position. As there was no further business to come before the Board the session was continued until June 22, 2005. June 22, 2005 The session was continued at 9:00 a.m. with all the Commissioners in attendance with the Clerk of the Board. The Commissioners approved the hire date of June 16, 2005 for Joy Reese, Emergency Management. The Commissioners approved the separation date of June 17, 2005 for Amber N. Wadsworth, Juvenile Court and Youth Services. The Commissioners approved the salary, wage, and/or position changes as recommended by the Human Resources Director for: Valerie K. Tempel, Richard P. Cole, Stacie L. Woodell, and Jennifer L. Ratigan, Juvenile Court and Youth Services. A motion was made by Commissioner Moore, seconded by Commissioner Stevens, that Resolution No. 05 -242 -CC, a Resolution distributing the PUD Privilege Tax funds, be passed. The motion carried.
