HomeMy WebLinkAboutCommissioners Proceedings - Commissioners - 20 (354)COMMISSIONERS' PROCEEDINGS Week of July 5, 2005 The Grant County Commissioners session was called to order at 9:00 a.m. with all the Commissioners in attendance with the Clerk of the Board. The Commissioners signed the Payroll Final Register for the month of June, 2005. The Commissioners signed the Public Works Claims Fund Voucher Approval No. 06-1 through No. 06-125 in the total amount of $684,686.90, as recorded on a listing and made available to the Board. The Commissioners approved the request of the Juvenile Court and Youth Services Administrator for a budget extension to Fund #001, Department #117, in the amount of $4,000.00. The Chair of the Board was authorized to sign a new License Application of Wahluke Wine Company, 23934 Road T.l NW, Mattawa, WA 99349, from the Washington State Liquor Control Board. Applicants: Don and Jerry Milbrandt. The Chair of the Board was authorized to sign an application for added privilege for Midway Beverage, 5347 Patton Blvd. NE, Moses Lake, WA 98837, from the Washington State Liquor Control Board, Applicants: Rosalie and Scott Ramsden. The Commissioners met with the Pubic Works Director regarding: Bid Opening for Stratford Road NE; Notice of Hearing Resolution for Declaring Surplus Property; Authorization to Call for Bids for Ephrata Landfill Gas Well & Probe Installation; Franchise Hearing for Chris' Excavation; Quincy Shop Punch List (Appliances); D & L Foundry. The Commissioners held a bid opening for the Stratford Road NE, CRP 04-14 project. A motion was made by Commissioner Moore, seconded by Commissioner Stevens, to refer the bids to Public Works for their review and recommendation. The motion carried. The Commissioners signed the Authorization to Call for Bids on Ephrata Landfill Gas Well and Probe Installation. Bid opening to be held July 26, 2005 at 1:30 pm. The Commissioners approved the recommendation of the Public Works Director to award the bid for the Stratford Road NE, CRP 04-14 project to Desert Rock Exc., Inc., Moses Lake, WA. The Commissioners signed an award letter to Desert Rock Exc. Inc., Moses Lake, WA for the Stratford Road NE, CRP 04-14 project in the amount of $693,440.25. Page 1 of 6 COMMISSIONERS' PROCEEDINGS Week of July 5, 2005 The Commissioners held a public hearing regarding a franchise application from Chris's Excavation Inc. to construct, operate and maintain a waterline on certain county roads for a back up water source. Public Works staff noted errors on the original application, the map directions noting north, east and west are to be corrected before signing. The franchise period is also to be lessened from fifty (50) years to two (2) years. Chris Jacobson stated that he is the spokesman for Encana and discussed the franchise application. Commissioner Stevens moved to close the public comment portion of the hearing, Commissioner Moore seconded and the motion passed unanimously. Commissioner Stevens moved to approve the franchise application noting the corrections, Commissioner Moore seconded and the motion passed unanimously. The hearing adjourned. The Commissioners signed an Order Granting Franchise to Chris' Excavation, Inc. to construct, operate and maintain a waterline south of Road 24 SW and running north 2250 feet along the north side of Road L -SW. A motion was made by Commissioner Stevens, seconded by Commissioner Moore, that Resolution No. 05 -244 -CC, a resolution in the matter of declaring certain county -owned property surplus and ordering the sale thereof, be passed. The motion carried. The Commissioners signed an Express Scripts, Inc. Plan Change Request Form to change the current days supply for Member Submit COB claims from the current limit of up to 30 days to up to 90 days. The Commissioners signed a County Program Agreement Amendment No. 0363-37859 between Grant County Directions in Community Living and DSHS. The Commissioners approved the recommendation of the Human Resources Director for Grant Mental Healthcare to revise the Director of Quality Improvement job description. The Commissioners approved the request of the Human Resources Director and the Facilities and Maintenance Manager for a budget extension/capital request to purchase Atomic clocks for County offices in the amount of $625.00. The Commissioners approved the hire date of June 28, 2005 for Gracey R. Farahbakhsh, Interfund Communications. The Commissioners approved the recommendation of the Human Resources Director for the starting rate of pay for Gracey R. F'arahbakhsh, Interfund Communications. The Commissioners approved the request of Pete McMahon, Captain, Grant County Jail, to award the bid for the malfunctioning Heating/Air Conditioning unit at the Work Release Center to Polhamus Heating and Air. A hearing for the budget extension has been set for August 2, 2005 at 11:15 am. Page 2 of 6 COMMISSIONERS' PROCEEDINGS Week of July 5, 2005 The Commissioners approved the request of Pete McMahon, Captain, Grant County Jail for a budget extension to purchase one 8' x 12' storage shed in the amount of $1,150.03. The hearing has been set for August 2, 2005 at 11:00 am. A motion was made by Commissioner Stevens, seconded by Commissioner Moore, that Resolution No. 05 -243 -CC, an Ordinance/Resolution imposing an additional county -wide excise tax of one quarter of one percent (.25%) on real estate transactions for purposes of capital improvements and, other matters properly relating thereto, be passed. The motion carried. The Commissioners held a public hearing regarding an amendment to Landscaping Standards located in the Uniform Development Code Chapter 23.12 — Development Standards, application # 05-4038. Location of this proposal includes all County lands. Commissioner Stevens moved to close the public comment portion of the hearing, Commissioner Moore seconded and the motion passed unanimously. Commissioner Stevens moved to uphold the Planning Commission recommendation to approve the proposal recognizing the 5 Findings of Fact and changing 23.12.170 under C.2.b removing "provided good cause is established", Commissioner Moore seconded and the motion passed unanimously. The hearing adjourned. As there was no further business to come before the Board the session was continued until July 6, 2005. July 6, 2005 The session was continued at 9:00 a.m. with all the Commissioners in attendance with the Clerk of the Board. As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amount of $30,745.91, as recorded on a listing and made available to the Board. The Commissioners approved the salary, wage, and/or position changes as recommended by the Human Resources Director for: Cynthia Cochran and Nicole Cisneros, New Hope; Eddie Gonzales and John Hoyer, Grant Mental Healthcare; Becky Garcia, Arqi Morales, Noemi Amezcua, and Rosita Castillo, PARC. The Commissioners approved a request from the Chief Accountant for a budget transfer within Fund #105, Department #147 to allow for the purchase of Atomic Clocks in the amount of $625.00. Page 3 of 6 COMMISSIONERS' PROCEEDINGS Weep of July 5, 2005 The Commissioners held a public hearing regarding the 2004 Comprehensive Plan Amendments. Planning Department staff put into the record a Grant County Planning Commission meeting minutes from May 4, 2005 and a Determination of Non -significance and adoption of Existing Environmental Documentation. The amendments are as follows: Pile #2004-07, Stuart O'Byrne and Carmel Galloway O'Byrne, Moses Lake, WA The proposal is an Urban Growth Boundary Change and Site -Specific Land Use Re -Designation. The subject property involves approximately 157 acres zoned "Rural Residential I and 2" with a Comprehensive Plan Land Use Designation of "Rural Residential". The applicants have submitted an application requesting the project area be included within the boundary of the City of Moses Lake's Urban Growth Area (UGA) and a land use re -designation to "Residential -Low Density or UR -2". Historically, the property has been used for Agriculture and Residential uses. It is marginal crop ground and more recently, surrounding properties have been subdivided into 5, 10, and 15 -acre rural lots. Adjoining property to the north and east (within the Moses Lake UGA) is fully developed at allowable urban densities. Location of the property is located in the northwest and northeast quarter section of Section 19, Township 19 N, Range 28 E, WM, adjacent to Westshore Drive and Winesap Road in Mae Valley and contains Parcel Nos. 170749000, 170751000, 141702000, 170752000, 170750000, 141700000, 170753000, 141699000, and 141695000. The Planning Commissions recommendation is to approve this proposal. Commissioner Moore moved to close the public comment portion of the hearing, Commissioner Stevens seconded and the motion passed unanimously. Commissioner Stevens moved to uphold the Planning Commissions recommendation to approve the proposal recognizing the 9 findings of Fact. Commissioner Moore seconded and the motion passed unanimously. Commissioner Allison put on the record that the Planning Commission recommendation #2 should state "contiguous", not single. File #2004-08 City of Moses Lake representing Larry and Diane Campbell The subject property involves approximately 303.12 acres zoned "Rural Heavy Industrial" with a Comprehensive Pan Land Use Designation of "Agriculture". The applicants, City of Moses Lake, representing property owners Larry and Dianne Campbell, have submitted an application requesting the project area be included within the boundary of the City of Moses Lake's Urban Growth Area (UGA) and a land use re -designation to "Urban Heavy Industrial". Property is located on parcel #19054 -Farm Unit 105, Block 41 is Tax Numbers Section 21, Township 19, Range 29; 190506 -Farm Unit 106 Block 41 is 5900' in S %Z Section 21, Township 19, Range 29; 190677 -Farm Unit 233 Block 41 is Tax Numbers Section 21, Township 19, Range 29; 190476 - Farm Unit 85 Block 441 in Section 21, Township 19, Range 29; and 19051 -Farm Unit 103 Block 41 less Tax Numbers Section 21, Township 19, Range 29. The Planning Commission recommendation is to approve the proposal. The Commissioners had questions of the proponent who was not in attendance, namely why he states the land is not farmable. Commissioner Moore moved to continue this application to July 20, 2005 at 2:00 pm, Commissioner Stevens seconded and the motion passed unanimously. Page 4 of 6 COMMISSIONERS' PROCEEDINGS Week of July 5, 2005 File #2004-09, City of Quincy, WA The subject property involves 165 acres zoned presently as Agriculture with a Comprehensive Plan Land Use Designation of "Master Planned Industrial". The applicant has submitted an application requesting the subject property be included within the boundary of the City of Quincy Urban Growth Area (UGA) and a land use re -designation to "Urban Industrial". Location of property is in a portion of Section 9 and 10, Township 20 N, Range 24 E, WM, northeast of the City of Quincy. The Planning Commission recommendation is to approve the proposal. Commissioner Moore moved to close the public comment portion of the hearing, Commissioner Stevens seconded and the motion passed unanimously. Commissioner Moore moved to uphold the Planning Commissions recommendation to approve the proposal recognizing the 9 Findings of Fact. Commissioner Stevens seconded and the motion passed unanimously. File #2004-10 Cily of Soaip Lake and Samis Land Company The subject property involves 39 acres zoned "Rural Residential 1" with a Comprehensive flan Land Use Designation of "Rural Residential I". On July 5, 2004 Planning Department Staff received paperwork that part of the property had been sold to a private individual. After discussion amongst the Board, Commissioner Stevens moved to continue the hearing until July 20, 2005 at 2.00 pm, Commissioner Moore seconded and the motion passed unanimously. File #2004-11 City of Soap Lake Pro oral has been withdrawn File #2004-12 Town of Coulee Ci WA The subject property was annexed into the Town of Coulee City in 1997 and involves 69.23 acres zoned "Industrial" by the Town of Coulee City with a Comprehensive Plan Land Use Designation of "Industrial". The applicant has submitted an application requesting the subject property be included within the boundary of the Coulee City Urban Growth Area (UGA). The land to be included in the urban growth area is the area on which are located two 6 -acre treatment lagoons and one 12 -acre storage and evaporation lagoon. The property was not included in the original UGA boundary as adopted in the Grant County Comprehensive Plan. Property is located in a portion of the south half of Section 3, Township 24 N, Range 28 E, WM, southeast of the Town of Coulee City. Commissioner Stevens moved to close the public comment of the hearing, Commissioner Moore seconded and the motion passed unanimously. Commissioner Stevens moved to uphold the Planning Commissioner recommendation to approve this proposal recognizing the 9 Findings of Fact, Commissioner Moore seconded and the motion passed unanimously.
