RESOLUTION ADOPTING THE WA -CERT RESOLUTION No. 054Zz/ -CC
RECOMMENDED PRIORITY LISTING
WHEREAS, the Board of County Commissioners appointed the Grant County WA -
CERT Advisory Committee; and
WHEREAS, the Grant County WA -CERT Advisory Committee has established and
addressed five criteria for reviewing applications; and
WHEREAS, the five critena made it possible for the committee to review project
applications and assign a point score for prioritization purposes; and
WHEREAS, the Board of County Commissioners have approved the prioritized listing
of projects submitted by the Grant County WA -CERT Advisory Committee,
NOW THEREFORE BE IT HEREBY RESOLVED THAT THE BOARD OF
COUNTY COMMISSIONERS APPROVED THE COMMITTEE PRIORITIZATION AS
DESCRIBED ON THE ATTACHED LIST ENTITLED Recommended WA -CERT Priority
Listing for Grant County as of December 9, 2005.

Subject: 2005 Year End Prioritized listing of Grant County WA -CERT applications
Dear Commissioners:
December 9, 2005 the Grant County WA -CERT Advisory Committee met to review all
current Grant County WA -CERT proposals, this includes proposals that were listed on the
February 2005 Grant County WA -CERT Adopted Priority Listing as well as one new
proposal received since that dale As you may recall, Grant County is no longer obligated
prioritize a local WA -CERT list because Washington State Department of Community Trade
and Economic Development has ended the WA -CERT program
Six of the eight appointed Grant County WA -CERT Advisory Committee members were
present at the project review meeting Prior to the meeting, we sent a notice of the meeting to
all project applicants and invited them to the meeting to appear before the committee and
present their project and answer any questions that the committee nvght have about the
project There were far fewer applicants present at this meeting than there were at previous
prioritization meetings.
After hearing the presentations the committee reviewed the projects on our list that were not
represented in petson The committee then began the task of prioritizing the projects based
on locally recommended and adopted criteria. The task was not easy, particularly because
there are several projects on the list that were not represented in person by the applicant at
our meeting
Because there is not longer a state WA -CERT program that requires a local prioritized
listing, the Grant County WA -CERT Advisory Committee would like to recommend a
change of practice for this program. The committee agrees with the need to maintain a local
prioritized list of active or proposed pubic projects However, without the committee having
an tip to date project proposal form and or being able to interview the applicant it was
difficult to objectively prioritize the complete list.
Therefore we are suggesting that you adopt a prioritized list of Grant County Top Ten Public
Projects The remainder of all projects proposed will be listed as unranked projects The
committee does feel that it would be best in the future to have a discussion with the Board of
County Commissioners about the intent of this program and how it can be used to serve thio
interests and needs of the jurisdictions or agencies who have submitted project prop�A,�

The attached listing is the result of our efforts The Grant County WA -CERT committee
unanimously recommends that you adopt this listing by resolution as soon as possible. A
copy of your signed resolution and the adopted prioritized listing should then be forwarded to
We also request that you forward a copy of that resolution to the Grant County EDC for
record keeping purposes Following our receipt of your resolution, we will forward a copy of
the newly adopted Grant County Public Projects Priority Listing to all local applicants
