RESOLUTION NUMBER 2001 -70 -CC
Strategic Infrastructure Program
Award Policies
WHEREAS, the Grant County Commissioners have agreed to fund projects with
a Strategic Infrastructure Program (SIP) Loan or a Strategic Infrastructure Program
Grant, and
WHEREAS, the SIP Loans or Grants will be given as a reimbursement for
qualified project expenses that were requested in the application, and
WHEREAS, all requesting entities must show that total project funding is in place
prior to receiving SIP funds unless project is a multi -phased project, in which case
complete funding for current phase must be in place prior to receiving SIP funds, and
WHEREAS, during the next audit of the requesting entity by the Washington
State Auditor's Office, the entity shall request an emphasis audit of the SIP Grant/Loan
Project, and
WHEREAS, an official or officer of the entity must certify that an amount equal
to or greater than the SIP Loan/Grant request has been expended toward the project, and
WHEREAS, the certification should read as follows:
I, the undersigned do hereby certify under penalty of perjury, that the
materials have been furnished, the services rendered or the labor performed as described
in the SIP Project Proposal Application, and that the claim is a just. due and is an unpaid
obligation against the County of Grant and that 1 am authorized to authenticate and
certify to said claim, and
WHEREAS, if the funds awarded are not utilized within one year of the award
they must be returned to the fund for use by other recipients,
NOW THEREFORE, BE IT HEREBY RESOLVED, that the above requirements
must be met by any entity -receiving SIP funds from Grant County Government.
