HomeMy WebLinkAboutResolution 01-072-CCBOARD OF COUNTY COMMISSIONERS GRANT COUNTY, WASHINGTON RESOLUTION NUMBER 2001- 72 -CC Coordinator and Facilitator Consultant WHEREAS, at the monthly meeting of the Columbia Basin Ground Water Management Area (GWMA) Executive Board held on April 26. 2001, Paul Stoker submitted his resignation as Chairman of the Executive Board effective May 1, 2001, and WHEREAS, Mr. Stoker has devoted a considerable amount of his time over the past several years on GWMA issues, and WHEREAS, he is hesitant to sever his connection with GWMA, particularly at a critical juncture when the GWMA Plan is being prepared for submission to the County Commissions, and to the Washington Department of Ecology, and WHEREAS, the Executive Board reluctantly voted to accept Mr. Stokers resignation, and WHEREAS, in order to continue Mr. Stokers involvement with GWMA, the Executive Board voted to engage Mr. Stokers services as a "Coordinator and Facilitator Consultant, an to offer him a Professional Services Agreement which would compensate him for his time and expenses, and WHEREAS, Grant County would be the contracting agency responsible for administrating the Professional Services Agreement with Mr. Stoker, and WHEREAS, the term for this Agreement will be one year, during which GWMA expects to have the Plan submitted and certified, anc WHEREAS, Mr. Stokers help will be essential in that process, and will accomplish most of the duties formerly assumed h} the Project Manager, NOW THEREFORE, IT IS RESOLVED, that the Grant County Commissioners take action to approve the Professional Seri ices agreement with Paul Stoker. Dated this 21" day of May, 2001 BOARD OF COUNTY COMMISSIONERS ATTEST: GRANT C01 INTY, WASHINGTON Clerk e Board Y Chairman PROFESSIONAL SERVICES AGREEMENT FOR COORDINATOR AND FACILITATOR CONSULTANT PROJECT: COLUMBIA BASIN GROUND WATER MANAGEMENT AREA THIS AGREEMENT (the "Agreement") is made and entered into by and between the following: GRAN'r COUNTY, WASHINGTON (the "COUNTY"), a political subdivision of the State of Washington, and PAUL STOKER R ASSOCIATES, a Washington sole proprietor ("CONSULTANT"). for the express purposes scl forth in the following provisions of this Agreement. WHEREAS, the protection of local and area -wide groundwaters is essential to the preservation of, infer alia., agricultural, business and communities, and WHEREAS, the formation of the Columbia Basin Ground Water Management Area (GWMA) by the boards of county commissioners for Adams, Franklin and Grant counties was necessary to protect local and area -wide groundwaters; and WHEREAS, a successful GWMA requires coordination and facilitation support; and WHEREAS, none of the counties participating in the GWMA process and GWMA as currently staffed has the personnel to absorb this additional workload; and WHEREAS, the COUNTY desires to obtain an independent contractor to perform coordination and facilitation of GWMA activities and services required to successfully participate in the GWMA process; and WHEREAS, the purpose of this Agreement is for the retention of a temporary coordinator and facilitator consultant for the GWMA process, and all matters properly relating thereto. NOW, THEREFORE, in consideration of the terms and conditions contained herein, or attached and incorporated and made a pan hereof, the COUNTY and CONSULTANT mutually agree as follows: 1. SCOPE OF WORK A. The decision-making authority for the Columbia Basin Ground Water Management Area (GWMA) resides with the boards of county commissioners for Adams, Franklin and Grant counties. The COUNTY is the contracting authority for a Coordinator and Facilitator Consultant for the GWMA. The COUNTY desires to retain the services of CONSULTANT, on the following terms and conditions for providing the communication services described in the Scope of Work attached as Fxhibit A and incorporated as part of this Agreement. B. CONSULTANT represents that it has available and offers to provide qualified personnel and facilities as may be necessary to accomplish the coordination and facilitation work required for the GW MA project. CONSULTANT will provide the following services, and as set forth in the text of this Agreement instrument: Perform coordination and facilitation work for the GWMA under the direction of the COUNTY and as defined in the Scope of Work, attached as F;xhibit A. In order to continue Paul's involvement with GWMA, the Executive Board voted to engage Paul's services as a "Coordinator and Facilitator Consultant", and to offer him a Professional Services Agreement which would compensate him for his time and expenses. A request was made to have t e ounty Commissions accept this motion as a Resolution. Grant County would be the contracting agency responsible for administrating the Professional Services Agreement. The term for this Agreement will be one year, during which GWMA expects to have the Plan submitted and certified. Paul's help will he essential in that process. A copy of the front page of the proposed "Professional Services Agreement" is attached below for reference purposes. The position will essentially accomplish most of the duties formerly assumed by Deanna Clarkson in her role as Project Manager.
