M01-15 cc RESOLUTION APPROVING A PLAT ALTI.RATION Gary and Andi Vincent WHEREAS, the Board of County Commissioners of Grant County have been advised by the Grant County Planning Commission that an open record public hearing was conducted at their regular monthly meeting on ,January 3. 2001 in the matter of re -platting a boundary line between lot 2 of the Eiters short plat and lot 3 of the Stierlen short plat. Subject site located at 5554 NE Panorama Drive in a portion of Section 36, Township 20 Xorth. Range 27 East w NI (_irant County, Washington; and, WHEREAS, the Grant County Planning Commission on January 3, 2001 made a recommendation to the Board of Counyy, CO III II)ISSloners to approve this proposed plat alteration, with conditions; and, WHEREAS, the Grant County Board of Commissioners held a closed record public meeting on January 22, 2001; and, WHEREAS, the Board of County Commissioners have made a decision to uphold the recommendation to approve the oroposL'd plat alteration; and, WHEREAS, the Board of County C onnnissioners have been advised by the Grant County Planning Department that the proposed plat alteration application was processed in accordance with the requirement, of I D( Chapter 2.5 04 "Permit Application Review Procedures'% and, WHEREAS, the Board of County Connnissioners have been advised by the Grant County Planning Department that the proposed plat alteration application was processed in accordance with the requirement; of t Dt ' Chapter 24.04 "State Environmental Policy Act"; and, WHEREAS, the Board of County Commissioners have foLmd that the proposal is consistent with the Grant County ('omprehcnsrye Plan; and, WHEREAS, the Board of Counth Commissioners have found that the public use and interest xill be served by the p at rlrcixion; and, Page 2 of 3 IN THE MATTER OF REPI.AT'r[NG A Gary and Andi Vincent BOUNDARY LINE BETW LEN LOT 2 OF THE EILERS SHORT PLAT AND LOT 3 OF THE STIERLEN SHORT PLAT WHEREAS, the Board of County Commissioners have found that the proposal will not adversely effect the health, safety. and general welfare of the public in the vicinity of the proposal: NOW, THEREFORE, BE IT RESOLVED, that the Board of County Commissioners for Grant County, Washington approv c by this Resolution, with the following eight conditions, a plat alteration in the matter of re -platting a boundary line between lot 2 of the Eilers Short Plat and lot 3 of the Suerlcn Short Plat, which is located in aportion of Section 36, Township 20 North. Range �_'7 F.ast. Willamette Meridian, Grant County, Washington, with the followinL, coni?itwii� CONDITIONS: 1. The Proposal shall be in compliance with the Grant County Comprehensive Plan, the Growth Management Act, The Washington State Environmental Policy Act, the Grant County Unified Development Code .aid all applicable federal, state, and local regulations, rulings or requirements. 2. Proposal shall comply with all requirements deemed necessary by the Grant County Health District, the Washington State Department of Health, and the Washington State Department of Ecology regarding domestic water supply, sewage systems and stone water control and treatment including, but not limited to; RCW 90.48.080 Discharge of Polluting WaterProhubited; WAC 1. 3-'_01, Surface Water Standards; WAC 173-201 A, Ground Wjter Quality Standard,. and. WAC 246-272, On -Site Sewage Systems. 3. Proposal shall comply with all requirements of the Grant County Fire Marshal and shall comply with the Grant County Fire Floe Guidelines, the Uniform Building Code, Uniform Fire Code and all other applicable requirements for fire protection and life safety. 4. Proposal shall comply with all requirements of the grant County Public Works Department, including, but not limited to the lollo\v ing: 1) Provide a Re -plat check fee of'$100.00 2) Show 5' utility easement along all lot h nc5 3) Locate all features: permanent buildings, \�ell,_ overhead/ underground utilities. 4) Show proof of access permits. 5. Proposal shall comply with all requirements of the grant County Auditor. If any Native American Grave site(s) or archaeological/cultural resources (Indian Artifacts) are found on the proposed site all construction activity shall stop and the owner/developer shall immediately notify the Colville Confederated Tribes and the Washington State Office of Archaeology and Historic Preservation. 7. Approval of the plat alteration shall be contingent upon conformance with all applicable land use rules and regulations it effect as of November 27, 2000, S.
