Adoption of the Joint County
Watershed Management Plan
Moses Coulee & Foster Creek
Watersheds WRIA 44 & 50
A Resolution of Grant County commending the WRIA 44/50 Watershed Management Plan and
approving the WRIA 44/50 Watershed Management Plan recognizing that implementation is
contingent upon available funding.
Grant County Commissioners make the following findings of fact:
1. The county supports the collaboration among the WRIA 44/50 Watershed
Management Planning Unit members to implement a comprehensive strategy for
balancing competing demands for water, while at the same time preserving and
enhancing the integrity of the Moses Coulee and Foster Creek community; and
2. The Washington State Watershed Management Act (RCW 90.82) establishes the
framework for water resource management in the State of Washington focusing on
water availability and quality, and protecting habitat for fish and wildlife; and
3. Participation in the development of the WRIA 44/50 Watershed Management Plan
was voluntary; and
4. The lead agency in the planning process for the WRIA 44/50 Watershed Management
Plan was the Foster Conservation District; and
5. The WRIA 44/50 Watershed Management Planning Unit met regularly for over 5
years in the development of the WRIA 44/50 Watershed Management Plan; and
6. The WRIA 44/50 Watershed Management Planning Unit held monthly informational
meetings, and over 4,000 hours devoted to seek public input on the scope of the plan;
and
7. The WRIA 444/50 Watershed Management Planning Unit held public informational
meetings on the draft WRIA 44/50 Watershed Management Plan at Waterville, WA,
on September 23, 2004 to gather public comment on the plan; and
8. The WRIA 44/50 Watershed Management Planning Unit approved the WRIA 44/50
Watershed Management Plan unanimously by recorded vote on September 23, 2004;
and
9. The Washington Watershed Management Act (RCW 90.82.130(b) requires once the
planning unit approves the watershed plan it is to be submitted to the counties within
the watershed; and
10. The Washington Watershed Management Act (RCW 90.82.130(2)(a) requires that the
legislative authority of each county shall provide public notice of and conduct at least
one public hearing on the proposed plan; and
11. Grant County held a work session to review and comment on the WRIA 44/50
Watershed Management Plan; and
12. Douglas County held a public hearing on November 15, 2004 to receive public
testimony on the WRIA 44/50 Watershed Management Plan; and
13. Grant County held a public hearing on November 9, 2004 at 11:00 am in Ephrata,
WA to receive public testimony on the WRIA 44/50 Watershed Management Plan;
and
14. Grant County adopted the WRIA 44/50 Watershed Management flan per Resolution
04 -138 -CC; and
15. Okanogan County opted out for the WRIA 44/50 Watershed Management Plan
because they are less than 5%; and
16. The Washington Management Act (RCW 90.82.130(2)(a) requires that after the
public hearings, the legislative authorities of these counties shall convene in joint
session to consider the proposal. The counties may approve or reject the proposed
watershed plan for the management area, but may not amend it. Approval of such a
proposal shall be made by a majority vote of the members of each of the counties with
territory in the management area; and
17. A Determination of Significance and Adoption of Existing Environmental Document
was prepared and issued on September 30, 2004, for the WRIA 44/50 Watershed
Management Plan; and
NOW, THEREFORE, the Board of Grant County Commissioners do resolve as follows:
Section 1. The Grant County Commissioners unanimously approve the WRIA 44/50
Watershed Management Plan dated September 23, 2004 as shown in Exhibit A attached hereto
and incorporated herein by reference.
Section 2. Implementation of the Request for Clarification on Watershed Planning Issues
dated November 2, 2004.
Section 3. Implementation of the WRIA 44/50 Watershed Management Plan is contingent
upon adequate available funding and staff resources.
Section 4. Implementation of the WRIA 44/50 Watershed Management Plan will require the
continued participation of the WRIA 44/50 Watershed Management Planning Unit.
ADOPTED, this 15th day of November 2004 in Ephrata, Washington.
