HomeMy WebLinkAboutCommissioners Proceedings - Commissioners - 20 (336)COMMISSIONERS' PROCEEDINGS Week of August 30, 2444 Corrected The Grant County Commissioners session was called to order at 9:00 a.m. with all the Commissioners in attendance with the Deputy Clerk of the Board. The Commissioners signed resolution number 04 -115 -CC regarding the replat of Lot #414 of the Larson Subdivision plat for the subdivision of three existing duplexes. The total land area is approximately 1.5 acres located in the Urban Residential 3 Zoning District of Grant County. A Public hearing regarding S.L. Investment Properties Replat was called to order by Commissioner Snead. Billie Sumrall went through the Planning Department Staff Report, stating the proponent is seeking to replat Lot #414 of the Larson Subdivision plat for the subdivision of three existing duplexes. The total land area is approximately 1.5 acres located in the Urban Residential 3 Zoning District of Grant County. The replat will contain three lots. The Planning Department recommends approval of the replat. Commissioner Moore recommended upholding the Planning Department's recommendation to approve the replat with the 8 Conditions of Approval and 6 Findings of Fact. Commissioner Snead seconded the motion. All were in favor and the motion passed with 2 Commissioners in attendance. The hearing adjourned. The Commissioners signed Ordinance No. 04 -116 -CC relating to amendment of the UDC regarding 1) the addition of definitions for "Oil and Gas Testing" and "Oil and Gas Operations" to UDC Ch. 25.02.30; 2) the addition of "Oil and Gas Operations" as a conditional use in UDC Ch. 23.04, Table 4; and 3) the addition of "Oil and Gas Operation Standards" as UDC Ch. 23.04.460. The Commissioners approved the out of state travel for Sergeant Michael Shay to attend "Homeland Security's Drug Task Force Supervisors School". The Commissioners approved the request from Angie Clark, Human Resources Director, for the County's salary and classification consultant (Owen -Pottier, Inc.) recommendation to classify PARC's Treatment Coordinator/Assistant position in the Compensation Plan at Band 6. This is a new position classification. The Commissioners approved the request from Angie Clark, Human Resources Director, for an exception to the hiring freeze for one (1) Legal Secretary position in the Prosecuting Attorney's Office due to employee resignation. As there was no further business to come before the Board the session was continued until August 31, 2004. The Commissioners signed resolution number 04 -114 -CC regarding the budget transfer of funds within the Solid Waste Fund #401. The Commissioners signed the Final Payroll Register for the month of August, 2004. The Commissioners were authorized to sign an Interlocal Agreement between Grant County and the Upper Grant Conservation District implementing a GIS process. The Commissioners signed the Public Works Payroll Journal for the month of August 2004. The Commissioners approved the recommendation by Angie Clark, Human Resources Director, for the Building Department/Fire Marshal's Office request for organizational changes within the department. As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amount of $266,228.46, as recorded on a listing and made available to the Board. The Chair of the Board was authorized to sign a Local Agency Agreement between Grant County Public Works and the Washington State Department of Transportation regarding Bridge #114, U Rd. NE, to replace the existing bridge with a pre -stressed concrete Tri -Deck bridge. The Commissioners signed the Public Works Claims Fund Voucher Approval No. 08-1 through No. 08-126 in the total amount of $418,279.06, as recorded on a listing and made available to the Board. The Commissioners approved the recommendation of Derek Pohle, PE, Director/County Engineer, Public Works Department, that Northlake Rd. NE, CRP 03-04 & Neppel Rd. NE Guardrail, CRP 03-24h, be awarded to North Central Construction, Inc, Moses Lake, WA. The Commissioners approved the minutes of the July 26 and August 2, 2004 sessions. September 1, 2004 The Grant County Commissioners session was called to order at 9:00 a.m. with all the Commissioners in attendance with the Clerk of the Board. Commissioner LeRoy Allison signed a Professional Services Agreement between New Hope Domestic Violence/Sexual Assault Services and Community Counseling Services of Adams County who will provide counseling services to primary and secondary victims of sexual assault. The Commissioners signed Resolution number 04 -117 -CC regarding name changes to certain county roads. The Commissioners approved the request of Angie Clark, Human Resources Director, the hire of: Nora Shipman, Andrew Matson, Pamela Law, Joel Koch, Kevin Westenskow, Shani Law, Vicky Walker, Fairgrounds; Ross Miller, Grant Mental Healthcare. The Commissioners approved the salary, wage, and/or position changes as recommended by Angie Clark, Human Resources Director, for Belinda J. Thompson, Juvenile. The Commissioners approved the request of Angie Clark, Human Resources Director, the voluntary separation of: Andrew Matson, Pamela Law, Joel Koch, Kevin Westenskow, Shani Law, Vicky Walker, Cecilia Rojas, Brandon Holland, Robert McCkay, Traci Steinbock, Jody Arbuckle, Pat Meier, Patricia Andrews, Fairgrounds. As there was no further business to come before the Board the session was continued until September 6, 2004.
