HomeMy WebLinkAboutCommissioners Proceedings - Commissioners - 20 (335)COMMISSIONERS' PROCEEDINGS Week of August 23, 2004 The Grant County Commissioners session was called to order at 9:00 a.m. with all the Commissioners in attendance with the Deputy Cleric of the Board. Board was in executive session with representatives from the Prosecuting Attorney's office from 2:10 p.m. until 2:35 p.m. regarding litigation. As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by R.CW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amount of $313,056.38, as recorded on a listing and made available to the Board. The Commissioners approved the Auditor's request that the Reserve Officer's Board of Trustees be updated to include David Firebaugh to replace Margaret Dawson, and Tim Snead as designated Commissioners Office Alternate. A Public Hearing for the City of Grand Coulee Franchise Application was called to order by the Chair of the Board, LeRoy Allison. Derek Pohle, PE, Director/County Engineer, Public Works Department stated the applicant is applying for a 16" Potable Water Transmission Main. This will go under and along certain County roads, namely Alcan Road, Spokane Blvd. and Nucoulee. Mr. Pohle stated that their department sees no problem with this franchise application. A motion was made by Commissioner Snead, seconded by Commissioner Moore, to close public comment portion of the hearing. The motion carried. A motion was made by Commissioner Snead, seconded by Commissioner Moore, to approve the 16" Potable Water Transmission Main. The motion carried and the hearing adjourned. The Commissioners approved the separation date of August 16, 2004 for Danielle Alvarado, Prosecutor's Office; and Mike Boyd, DCL -DD Residential. The Commissioners approved the salary, wage, and/or position changes as recommended by Angie Clark, Human Resources Director, for Erich Leeser, Prosecutors Office. The Commissioners approved Resolution No. 04 -111 -CC relating to a supplemental extension in the 2004 budget of Grant County Tourism Fund #114, Department #156 from unanticipated state and/or federal funds. As there was no further business to come before the Board the session was continued until August 24, 2004. August 24, 2004 The Grant County Commissioners session was called to order at 9:00 a.m. with all the Commissioners in attendance with the Deputy Clerk of the Board. Page 1 of 4 COMMISSIONERS' PROCEEDINGS Week of August 23, 2004 The Commissioners held a Bid Opening on 5 NE Rd., CRP 02-14. A motion was made by Commissioner Snead, seconded by Commissioner Moore, to refer the bids to Public Works for their review and recommendation. The motion carried. The Commissioners signed a contract with Tommer Construction Company, Inc. for the work and furnishing of tools, materials, and equipment necessary to improve and complete 5 NE Rd., CRP 02-14. The Commissioners approved the request for Transfer of Funds in the Emergency Management Fund #102, Department #144, in the amount of $1500.00 due to unforeseen expenditures. The Commissioners approved the hire date of September 1, 2004 for Debbie Gonzalez and Dawn West -Hurley, New Hope DV/SA; and August 16, 2004 for Kimberly Paulson and Amy Lochow, Clerk's Office. The Commissioners approved and signed Resolution No. 04 -113 -CC relating to the transfer of funds within the Auditor's O&M Fund # 124, Department #166 to integrate the recording CRIS Plus Software with the ImageSource Optika Acorde Software. The Commissioners approved the salary, wage, and/or position changes as recommended by Angie Clark, Human Resources Director, for Rick Bomar, Esmeralda Hernandez, Mary Vannoy, District Court; Dorothy Black, Planning Department; and Misty Bowman, Miranda Bridges, DCL — DD Residential. The Commissioners approved the request of Angie Clark, Human Resources Director, for a new position in the Developmental Disabilities/Directions in Community Living department. Specifically for a .75FTE Financial Services Coordinator. The Commissioners approved the request by Angie Clark, Human Resources Director, for an exception to the hiring freeze for one (1) regular full time position in the Building Department/Fire Marshal's Office, specifically for a full-time Plans Examiner. The Commissioners approved the request of Angie Clark, Human Resources Director, an exception to the hiring freeze the request from the Prosecuting Attorney's Office for (1) regular full-time Legal Secretary position and to deny the request for an exception to the hiring freeze for a second Legal Secretary position. The Commissioners approved the request from District Court for an exception to the Bid Process based on a Sole Source Exception to purchase software for their FTR Gold Digital recording system. August 25, 2004 The Grant County Commissioners session was called to order at 9:00 a.m. with all the Commissioners in attendance with the Deputy Clerk of the Board. The Commissioners approved the request from Angie Clark, Human Resources Director, for the full-time temporary employment for: Brandon Holland, Traci Steinbock, Michelle Cavier, Jeff Estes, Pat Meier, Debbie Hintz, Jody Arbuckle and Pat Andrews, Fairgrounds The Commissioners approved the separation date of September 3, 2004 for Anna Hirz, Prosecutors Office; and August 20, 2004 for Guillermo Romero. The Commissioners approved the salary, wage, and/or position changes as recommended by Angie Clark, Human Resources Director, for Karla Krantschied, Prosecutors Office. As there was no further business to come before the Board the session was continued until August 26, 2004. August 26, 2004 The Grant County Commissioners session was called to order at 9:00 a.m. with all the Commissioners in attendance with the Deputy Clerk of the Board. The Commissioners approved the request the hire date of September 1, 2004 for Barbara J. 'Vasquez, Commissioners Office. As there was no further business to come before the Board the session was continued until August 30, 2004.
