The Chair of the Board was authorized to sign the State of Washington Invoice Voucher, Department of Community, Trade and Economic Development, CDBG Contract No. 04-64004- 004, Payment Request #7 (NCCAQ. The Commissioners approved the amendment to Resolution No. 04 -094 -CC brought forth by David Firebaugh, Chief Accountant, to the Emergency Management Fund # 102, Department #144. The Commissioners approved the request from Angie Clark, Human Resources Director, for the hire of: Shane Starnes, Superior Court Bailiff/Security Officer; and Randy Nichols, Emergency Management. The Commissioners approved the request from Angie Clark, Human Resources Director, for the step change for: Tonya Price, Todd Taylor, and Larry Ledeboer, Sheriff's Office; Amy Sperline-Knighten, Clerks Office. The Commissioners approved the request from Angie Clark, Human Resources Director, for the Voluntary Separation of Brian Reese, Grant Mental Healthcare; and Sarah Ponozzo, District Court. The Chair of the Board signed an Employee status form for a length of service increase for Dawn Geiger of NCW Regional Support Network As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amount of $1,922,349.02 as recorded on a listing and made available to the Board. As there was no further business to come before the Board the session was continued until August 17, 2004. August 17, 2004 The Grant County Commissioners session was called to order at 9:00 a.m. with all the Commissioners in attendance with the Deputy Clerk of the Board. The Board of County Commissioners was in executive session from 10:35 to 10:55, and from 11:00 to 11:10 with representatives from Prosecuting Attorney's office, regarding litigation. Pagel of 3 COMMISSIONERS' PROCEEDINGS Week of August 16, 2004 An open record public hearing was held regarding adding a footnote to Minimum Setbacks listed on Tables 1,2 & 3, Density, Dimensions and Open Space Standards, stating that the front yard (road side) building setback shall be changed from twenty (20) feet to two (2) feet in that the development known as the Crescent Bar Recreation Vehicle Park (North and South), in the Recreation Development zone, located in a portion of Section 19, Township 20 N., Range 23 E.S.M., Grant County, WA 98823. Commissioner Allison opened the floor for public comment. No public was in attendance so Commissioner Snead motioned to close the public comments portion. Commissioner Allison seconded the motion. The motion passed with two (2) commissioners in attendance. Commissioner Snead made a motion to pass the Planning Commissions recommendation to amend the UDC with the four (4) Findings of Fact. Commissioner Allison seconded motion. The motion passed unanimously with two (2) commissioners in attendance. The hearing adjourned. Ordinance No. 04 -109 -CC was implemented and signed. A Closed Record Public Hearing was held regarding a Minor Zone change application from Maier's Enterprises, LLC requesting a change from Public Facilities and Urban Light Industrial to Urban Residential -2. The 27 -acre parcel is located between Highway 17 and the shoreline of Moses Lake, west/northwest of the Larson Subdivision. The Public Hearing was called to order by the Chair of the Board, LeRoy Allison. Agencies were notified of this Minor Zone change. Comments were requested from those agencies and the WSDOT recommendations the following: 1. Warranty deed to the WSDOT for access rights only on Randolph Road/Grandview Drive lying northwesterly of SR 17; 2. A formal access break from the WSDOT to Grant County for the Randolph Road/Grandview Drive grade intersection lying northwesterly of SR -17; 3. A deed from the owners to Grant County for the Randolph Road/Grandview Drive right of way lying northwesterly of SR -17. Commissioner Snead motioned to uphold the Planning Commission recommendation for this Minor Zone change recognizing the 10 Findings of Fact. Commissioner Allison seconded the motion. The motion passed with only two (2) commissioners in attendance. The hearing adjourned. As there was no further business to come before the Board the session was continued until August 23, 2004.
