HomeMy WebLinkAboutCommissioners Proceedings - Commissioners - 20 (333)COMMISSIONERS' PROCEEDINGS Week of August 9, 2004 The Grant County Commissioners session was called to order at 9:00 a.m. with all the Commissioners in attendance with the Deputy Clerk of the Board. The Commissioners appointed Stan Conklin to the Grant County Mosquito District No. 2 Board. As of this date the Board by a majority vote does approve for payment those vouchers as presented by the grant County Health District: Payroll Vouchers #1 — 4, and General bund Vouchers #5 — 69, in the amount of $143,342.27, as recorded on a listing and made available to the Board. As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amount of $545,397.96 as recorded on a listing and made available to the Board. The Commissioners approved the recommendation of Angie Clark, Human Resources Director, for the step change for Anna Hirz of the Prosecutors Office. The Commissioners approved the recommendation of Angie Clark, Human Resources Director, for the hire of Michelle Angell to New Hope. The Commissioners approved the request for transfer of funds in the Juvenile Department 2004 budget in the amount of $2045.00 to cover cost of increased youth transport trips. The request for transfer was forwarded to the Accounting Department for processing. The Commissioners signed a Resolution No. 04 -106 -CC, authorizing the establishment of a new fund to be named Grant County Sheriff s Office #117, Department #114 for the establishment of a Motorcycle Patrol. The Commissioners approved the recommendation of Angie Clark, Human Resources Director, for the hire of Daphnie Martin to PARC. As there was no farther business to come before the Board the session was continued until August 10, 2004. August 10, 2004 The Grant County Commissioners session was called to order at 9:00 a.m. with all the Commissioners in attendance with the Deputy Clerk of the Board. Page 1 of 4 COMMISSIONERS' PROCEEDINGS Week of August 9, 2004 The Commissioners signed a resolution 04 -103 -CC provided by the Strategic Infrastructure Program Prioritization Process for funding for City of Grand Coulee and Port of Royal Slope. The Commissioners held a Bid Opening on Northlake Rd. NE/Neppel Rd. NE Guardrail. No bids were received. A motion was made by Commissioner Snead, seconded by Commissioner Allison, to refer the bids to Public Works for their review and recommendation. The motion carried. The Commissioners signed Resolution No. 04 -107 -CC in the matter of support including Lincoln County as a cooperating member of the Columbia Basin Ground Water Management Area. The Commissioners approved the out of state travel for Deputy Gary Mansford and Deputy Mickey Pearson of the Grant County Sheriff's Office to attend the ATV Safety Institute Instructor Preparation Course. The Commissioners signed an Impact & Mitigation Fee Agreement with Lee Gordon Iverson and Doreen Barlow Iverson. The Commissioners signed an Impact & Mitigation Fee Agreement with Gary Suko. The Commissioners approved Grant No. G0400351 issued between the Noxious Weed Control Board of Grant County and the State of Washington Department of Ecology. The Commissioners signed the Authorization to Call for Bids Northlake Rd. NE, CRP 03-04 and Neppel Rd NE Guardrail, CRP 03-24h, STPR-13DE (001), TA #2654. Bids are to be opened August 24, 2004 at 1:30 p.m. An open record public hearing was held regarding an ordinance relating to amendment of Grant County Zoning Map changing approximately 1.28 acres owned by Jerry and Judy Butler in a portion of Section 3, Twp. 18 N. Rng. 28 E WM., from Agriculture to Urban Residential lI to reflect the change in Comprehensive Plan land use designation as a result of the 2002 amendment process. Commissioner Snead motioned to uphold the Planning Commission's recommendation to allow the zone change. Commissioner Moore seconded the motion. All Commissioners were in favor and the motion passed unanimously. A Closed Record Public Hearing was held regarding an ordinance relating to the amendment of the Grant County Zoning Map change approximately 10+- acres owned by Tim Cowin/TEC Homes located in a portion of Section 18, Township 20 N., Range 23 E.W.M., Crescent Bar, in Government Lot 3, from Recreation Development to Master Planned Resort. Page 2 of 4 COIV MISSIONERS' PROCEEDINGS Week of August 9, 2004 Commissioner Moore motioned to uphold the Planning Commission recommendation of the minor zone change from Recreational Development to Master Planned Resort recognizing the five (5) Conditions of Approval and ten (10) Findings of Fact. Commissioner Snead seconded the motion. All Commissioners voted in favor of the motion and it passed unanimously. As there was no further business to come before the Board the session was continued until August 11, 2004. August 11, 2004 The Grant County Commissioners session was called to order at 9:00 a.m. with all the Commissioners in attendance with the Deputy Clerk of the Board. The Commissioners approved the recommendation of Angie Clark, Human Resources Director, for the hire of: Tess Grant, Sarah Ponzzo, District Court; and Barbara J. Vasquez as Clerk of the Board/Administrative Assistant, Commissioners Office. The Commissioners approved the request of Sharon Kiehn, Executive Director, Grant Mental Healthcare, for a budget extension in the amount of $20,313.52 for a copier and other miscellaneous items. A public hearing was set for September 7, 2004 at 10:00 a.m. The Commissioners appointed Mindi Finke of Superior Court to the Health Insurance Committee (HIC) board as the representative for the non-represented/non-management employees. The Commissioners approved the recommendation of Angie Clark, Human Resources Director, for the step change for: Katherine Ogle, District Court and Megan Smith, Assessor's office. The Commissioners signed the Public Works Claims Fund Voucher Approval No. 08-1 through No. 08-147 in the total amount of $1,442,154.16, as recorded on a listing and made available to the Board. As there was no further business to come before the Board the session was continued until August 16, 2004.
