The Commissioners signed the Public Works Claims Fund Voucher Approval No. 07-1 through No. 07-72 in the total amount of $179,178.53, as recorded on a listing and made available to the Board. As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amount of $28,976.12 and $705,585.94, as recorded on a listing and made available to the Board. The Chair of the Board was authorized to sign the Washington State Department of Social & Health Services ("DSHS") County Program Agreement 0463-54480 between the DSHS and Grant County for a Working Capital Advance. The Chair of the Board was authorized to sign the Interlocal Agreement between Grant County (the "County") and the City of Quincy (the "City") for shared Geographical Information System (GIS) services. The Commissioners signed the Community Mobilization Against Substance Abuse (CMASA) contract from the Department of Community Trade and Economic Development. This is funding to prevent substance abuse. The Commissioners approved the request to transfer funds for the Grant County Tourism Board. Funds will be transferred from Transient Rental Income/Special Tax Fund to Expenditures in the amount of $14,000.00. This is for a video production to promote tourism and development in Grant county. The Commissioners approved the recommendation of Angie Clark, Human Resources Director, for the hire of Marsha Neihart to the Clerk's Office and Jon K. McWilliams to the District Court. As there was no further business to come before the Board the session was continued until August 3, 2004. The Commissioners signed the Payroll Final Register for the month of July, 2004. The Commissioners held a Bid Opening on Equipment Contract 2004-12 for a 1-10 CY Body Sander. No bids were received. A motion was made by Commissioner Moore, seconded by Commissioner Snead, that Public Works would seek vendors for the purchase of the equipment. The motion carried. The Commissioners approved the recommendation of Derek Pohle, PE, Director/County Engineer, Public Works Department, that the 5 NE Rd., CRP 02-14 Bid be awarded to Tommer Construction Co., Inc., Ephrata, WA, as their bid appears to be more comprehensive and in the best interests of Grant County. The Commissioners signed the Public Works Payroll Journal for the month of July, 2004. The Commissioners approved the recommendation of Angie Clark, Human Resources Director, for a step change for; Arin Swinger, Joseph Hall, Peter Gourley, Heidi Gephart, Kathy Gardner, and Amanda Alvarez, Grant Mental Healthcare; Leslie C. Kliphardt, Donald J. Colson, Kelly L. Desgrosellier, Kimberley A. Thompson, Juvenile Court and Youth Services; Tamara Cardwell, Superior Court. A public hearing was held regarding an Ordinance Relating to the Re -adoption and Extension of Ordinance 2004 -025 -CC, Interim Official Controls temporarily amending the residential development densities in Rural Residential 2 (RR2), Rural Residential 3 (RR3), Rural Community (RC), Agriculture Service Center (ASC), Recreational Development (RD), Shoreline Development 1 (SDI), Shoreline Development 2 (SD2), Shoreline Development 3 (SD3), Shoreline Development 4 (SD4), Rural Village 1 (RVR1), Rural Village 2 (RVR2), and limiting non-agricultural industrial development and commercial development in Rural General Commercial (RGC), Rural Neighborhood Commercial (RNC), Rural Freeway Commercial (RFC), Rural Recreational Commercial (RRC), Rural Light Industrial (RLI), and Rural Heavy Industrial (RHI), Rural Residential 2 (RR2), Rural Residential 3 (RR3) Rural Community (RC), Agriculture Service Center (ASC), Recreational Development (RD), Rural Village Commercial (RVC), Rural Village Industrial (RVI), Shoreline Development 1 (SDI), Shoreline Development 2 (SD2), Shoreline Development 3 (SD3), Shoreline Development 4 (S'D4) zoning districts, and other matters properly relating thereto. Commissioner Snead motioned to pass the ordinance, seconded by Commissioner Moore, the motion passed unanimously. Ordinance No. 04 -101 -CC passed Page 2 of 4 COMMISSIONERS' PROCEEDINGS Week of August 2, 2004 Corrected A public hearing was held regarding a minor zone change for a 2.31 --acre parcel zoned Urban Residential 3 (R-3) with a Comprehensive Plan Land Use Designation for Low Density Residential (R-2). The applicant desires a zone change to Urban Residential -2 in order to make the zoning consistent with the R-2 land use designation. Commissioner Snead motioned to uphold the Planning Commission's recommendation for the Minor Zone Change. Commissioner Moore seconded the motion and the motion passed unanimously. A public hearing was held for an Amendment to the UDC Code: (1) to add a new definition to UDC 25.02.030 "Oil and Gas Operations", and to amend the definition of "Utilities"; (2) to add "Oil and Gas Operations" as a regulated land use in UDC Ch. 23.04, Table 4; and (3) to add a new UDC 23.04.450, "Oil and Gas Operations Standards". As proposed, oil and gas operations would be allowed in the Rural Remote and Agriculture zones as a Discretionary use. After some discussion the motion was passed unanimously to uphold the Planning Commission's recommendation on this UDC amendment with the 6 (six) modifications recognizing the 4 (four) Findings of Fact. The Commissioners appointed Anabel Romero -Juarez to the Grant County PARC Community Advisory Board commencing August, 2004 through August, 2007. As there was no further business to come before the Board the session was continued until August 4, 2004. August 4, 2004 The Grant County Commissioners session was called to order at 9:00 a.m. with all the Commissioners in attendance with the Deputy Clerk of the Board. The Commissioners approved the exception to the hiring freeze as recommended by Angie Clark, Human Resources Director, for Clerk's office to fill one Clerk position due to employee resignation and the Sheriff's Office to hire one part-time hourly Cook. The Commissioners approved the request from PARC to create one regular full-time Treatment Coordinator/Assistant position as recommended by Angie Clark, Human Resources Director. As there was no further business to come before the Board the session was continued until August 5, 2004. Specifically for one part-time temporary hourly employee to work 6-8 hours per day for 60-75 calendar days. The Commissioners approved the separation date of July 30, 2004 for LeAnne Symonds, Clerks office. The Commissioners signed an Ordinance No. 04 -102 -CC relating to an amendment of the Grant County Zoning Map changing approximately 2.31 -acres owned by Dennis Rudek at 8301 Scott Rd., Moses Lake, in the Cascade Valley area, and in the southeast quarter of Section 16, Township 19 N., Range 28 E., WM., from Urban Residential 3 to Urban Residential 2.
