Week of October 4, 2004
The Grant County Commissioners session was called to order at 9:00 a.m. with all the
Commissioners in attendance with the Clerk of the Board.
The Commissioners approved the recommendation of Vern Cummings, Facilities
Manager, to award the bid for the sewer system at the new Sheriff's Office to Jahns Pipe
Construction, Inc. in the amount of $2,474.80.
The Chair of the Board was authorized to sign an Interagency Agreement Amendment #1
between the State of Washington Department of Transportation and Grant County regarding the
right to use WSDOT's Electronic Document Workflow and Management System Software and
Service Contract with ImageSource, Inc., Contract No. DP00539.
The Chair of the Board was authorized to sign the interlocal Agreement between Grant
County (the "County") and the Grant County EDC (the "Participant") for shared Geographical
Information System (GIS) services.
The Chair of the Board was authorized to sign the Interlocal Agreement between Grant
County (the "County") and the Town of Coulee City (the "Participant") for shared Geographical
Information System (GIS) services.
The Chair of the Board was authorized to sign the Washington State Military Department
Contract E05-038, Amendment No. A for E911. This amendment increases the overall contract
amount by $3000.00.
The Chair of the Board was authorized to sign the Washington State Military Department
Contract E05-039, Amendment No. A for E911. This amendment increases the overall contract
amount by $2000.00.
The Commissioners signed the Public Works Payroll Journal for the month of September.
The Commissioners approved the hire date of September 23, 2004 for Ryan Clark, and
September 28, 2004 for Cassandra Botello, Direction in Community Living — Developmental
Disabilities Residential; and September 22, 2004 for Becky Morris, Superior Court.
The Commissioners approved the Military Leave of Absence end leave date of
September 30, 2004 for Tina Gee, Direction in Community Living — Developmental Disabilities
Residential.
The Commissioners approved the salary, wage, and/or position changes as recommended
by Angie Clark, Human Resources Director, for Lesa Plaisted, Direction in Community Living —
Developmental Disabilities Residential; and Karla Krautsheid, Prosecuting Attorney's Office.

The Commissioners approved the recommendation of Angie Clark, Human Resources
Director, for the exception to the hiring freeze for the Sheriff's Office to hire one (1)
temporary/hourly employee to provide assistance in the records division.
The Chair of the Board was authorized to sign Agreement No. 0302GRANT by and
between Grant County and the North Central Washington Regional Support Network.
NCWRSN will provide services in support of older adults who are seriously mentally ill.
The Commissioners approved the request for transfer from the Prosecuting Attorney's
office in the amount of $10,000.00 from Salaries & Wages to Professional Services for
temporary help.
The Commissioners signed Resolution No. 04 -126 -CC relating to the establish of a new
fund to be named Economic Enhancement Rural County # 133, department #184.
The Commissioners signed the Payroll Final Register for the month of September, 2004.
The Commissioners signed the Public Works Claims Fund Voucher Approval No. 09-1
through No. 09-114 in the total amount of $198,607.24, as recorded on a listing and made
available to the Board.

The Grant County Commissioners session was called to order at 9:00 a.m. with all the
Commissioners in attendance with the Clerk of the Board.
As of this date, the Board, by a majority vote, does approve for payment those vouchers
certified by the auditing officer as required by RCW 42.24.080, and those expense
reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the
amount of $30,353.92 and 895,939.57, as recorded on a listing and made available to the Board.
The Chair of the Board was authorized to sign a CDBG Housing Enhancement Project
Summary, Applicant Jurisdiction: Grant County; Sub recipient Organization: Northwest Estates
811, for a 14 unit, 6 duplex affordable housing development for developmentally and mentally
disabled individuals.
The Chair of the Board was authorized to sign a Certificate of Eligibility for Contracted
City Attorney/Public Defender Access to RS -bink for Brett W. Hill, Attorney.

The Commissioners met with Derek Pohle, PE, Director/County Engineer, Public Works
Department, regarding Execution of Land Sale Contract: Bureau of Reclamation; Execution of
Contracts: A -SW Road; Dedication Certificate; RFQ Process Discussion; Crushing of
Stockpiling Project.
The Commissioners signed the A SW Rd., CRP 02-13 contract between Selland
Construction, Inc., and Grant County.
The Commissioners signed a 20 Year Dedicated Service Award to Robert M. Spence,
Public Works.
The Commissioners signed the 2004 Health Services Agreement Addendum's between
Chrystine L. Leonard, RN, Mary Lou Delp, LPN, and Annie S. Miller and Grant County to
resolve any dispute as to who is responsible for paying Labor and Industries, industrial insurance
premiums.
The Chair of the Board was authorized to sign the Authorization of Canvassing
Board Representatives, Auditor's Staff, appointing representative personnel to assist with the
Election, to be held November 2, 2004, and appointing Commissioner Deborah Moore to serve
as Delegation of County Legislative Authority to Serve on Canvassing Board.

The Grant County Commissioners session was called to order at 9:00 a.m. with all the
Commissioners in attendance with the Clerk of the Board.
The Commissioners signed a Land Sale Contract between the United States of America
and Grant County for Non -Irrigable Land located in Grant County.
The Commissioners approved the minutes of the September 20, 2004 session.
As there was no further business to come before the Board the session was continued
until October 11, 2004
