The Commissioners signed the Working Agreement By and Between Grant County/Sheriff s Office and the Grant County Deputy Sheriff's Association -- January 1, 2004 to December 31, 2006. The Commissioners signed Resolution No. 04-116 -CC regarding Grant County Sheriffs Office Maintenance and Operation authorizing applications for funding assistance for a Nonhighway and Off -Road vehicles Activities Program (NOVA) project to the Interagency Committee for Outdoor Recreation (IAC). The Commissioners signed Resolution No. 04 -117 -CC regarding Grant County Sheriffs Office Education & Enforcement authorizing applications for funding assistance for a Nonhighway and Off -Road vehicles Activities Program (NOVA) project to the Interagency Committee for Outdoor recreation (IAC). The Commissioners approved the minutes of the August 9, August 16, August 23, August 30, and September 6, 2004 sessions. The Commissioners signed a Geographic Information interlocal Agreement between Grant County and Moses Lake Irrigation & Rehabilitation implementing a GIS process. The Commissioners approved the salary, wage, and/or position changes as recommended by Angie Clark, Human Resources Director, for Bruce Moore and Rick Chapman, Grant Mental Healthcare; and Gloria Ponozzo, New Hope Domestic Violence/Sexual Assault. The Commissioners approved the recommendation of Angie Clark, Human Resources Director, for the hire of Jennifer Stuart to Grant Mental Healthcare. As there was no further business to come before the Board the session was continued until September 14, 2004. September 14, 2004 The Grant County Commissioners session was called to order at 9:00 a.m. with all the Commissioners in attendance with the Clerk of the Board. The Commissioners signed Resolution No. 04 -118 -CC relating to a supplemental extension in the 2004 budget of Grant County Mental Healthcare & Developmental Disabilities Fund #108, Department #150 from unanticipated state and/or federal funds. Page 1 of 3 COMMISSIONERS' PROCEEDINGS Week of September 13, 2004 The Commissioners signed Resolution No. 04 -119 -CC relating to a supplemental extension in the 2004 budget of Traffic Safety Fund #117, Department #158 from contributions and donations from private sources in the amount of $5,000.00. The Commissioners approved a request to the County Road Department for Reimbursable work pursuant to terms of an agreement between the County and Desert Aire Airport -Grant County Airport District #1. The Chair of the Board was authorized to sign approval of the liquor application of Dan and Linda Adair for Stratford Road Espresso & Smoke Shop, 4871 Stratford Rd. NE, by the Washington State Liquor Control Board. The Commissioners approved the listing made available by the Washington State Liquor Control Board, of presently operating establishments in our jurisdiction whose licenses expire on December 31, 2004. The Chair of the Board was authorized to sign the State of Washington Invoice Voucher, Department of Community, Trade and Economic Development, CDBG Contract No. 04-64004- 004, Payment Request #8 (NCCAC). As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amount of $1,258,323.69, as recorded on a listing and made available to the Board. The Commissioners signed the Public Works Claims Fund Voucher Approval No. 09-1 through No. 09-168 in the total amount of $2,068,630.92, as recorded on a listing and made available to the Board. The Commissioners signed the Authorization to Call for Bids on Dodson Rd. NW Overlay, CRP 04-23, bids are to be opened September 28, 2004 at 1:30 pm; and Quincy Area Shop, bids are to be opened October 19, 2004 at 1:30 pm. The Commissioners approved and signed 2004 Wage Increase for the Deputy Association, Chief Deputy & Undersheriff Positions as made available by Angie Clark, Human Resources Director. The Commissioners approved the recommendation from Angie Clark, Human Resources Director, the following for Facilities and Maintenance: • an exception to the hiring freeze, specifically for F&M to fill one 50% FTE part-time Maintenance I position; Page 2 of 3 COMMISSIONERS' PROCEEDINGS Week of September 13, 2004 an addition to staff, specifically for one 50% part-time Maintenance I position, if and only if it is determined that PARC and HD begin to pay for services received; retroactive benefits for one full-time "shared" employee for F&M and GMH.
