The Grant County Commissioners session was called to order at 9:00 a.m. with all the
Commissioners in attendance with the Clerk of the Board.
The Commissioners approved the request from Sharon Kiehn, Executive Director, Grant
Mental Healthcare, Developmental Disabilities and New Hope, for Out -of -State travel for Lisa
Cordova to attend the Joint Commission training in Portland, Oregon.
As of this date, the Board, by a majority vote, does approve for payment those vouchers
certified by the auditing officer as required by RCW 42.24.080, and those expense
reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the
amounts of $28,498.68, $85,140.62 and $642,360.89 as recorded on a listing and made available
to the Board.
The Commissioners approved the recommendation of Angie Clark, Human Resources
Director, for the Prosecuting Attorney's Office to clarify the Administrative Assistant job
description and have it be effective September 1, 2004. The Board also approved the request that
this position be forwarded to the County's consultant for salary re-evaluation and any resultant
salary adjustment also be effective September 1, 2004.
The Commissioners approved the "out -of -class" pay for Lance Urwin and Richard Reno,
Jail.
The Commissioners approved the salary, wage, and/or position changes as recommended
by Angie Clark, Human Resources Director, for Sharon Moore and Dianne Ray, Jail.
As there was no further business to come before the Board the session was continued
until November 9, 2004.

The Grant County Commissioners session was called to order at 9:00 a.m. with all the
Commissioners in attendance with the Clerk of the Board.
The Commissioners met with Derek Pohle, PE, Director/County Engineer, Public Works
Department, regarding: Execution of Contracts: Road District No. 3 Shop,
Loring/Owen/Harris/Westover; and Bid Opening: 2004/2205 Crushing & Stockpiling.
The Commissioners signed a contract/agreement between Grant County and T.W. Clark
Construction, LLC, for the work and furnishing of all tools, materials, and equipment necessary
to improve and complete the Road District No. 3 Shop project.
The Commissioners signed a contract/agreement between Grant County and Desert Rock
Excavation, Inc., for the work and furnishing of all tools, materials, and equipment necessary to
improve and complete the Loring/Ower/Harris/Westover, CRP 03-10 project.

The Commissioners held a Bid Opening the 2004/2005 Crushing and Stockpiling project.
A motion was made by Commissioner Snead, seconded by Commissioner Allison, to refer the
bids to Public Works for their review and recommendation. The motion carried with 2
Commissioners in attendance.
The Commissioners approved the recommendation of Derek Pohle, PE, Director/County
Engineer, Public Works Department, that the 2004/2005 Crushing and Stockpiling project be
awarded to DeAtley Crushing Company in the amount of $1,140,250.00.
The Commissioners signed an award letter to DeAtley Crushing Company for the
2004/2005 Crushing and Stockpiling project in the amount of $1,140,250.00.
The Commissioners signed the Public Works Claims Fund Voucher Approval No 11-1
through No. 11-167 the total amount of $704,935.36, as recorded on a listing and made available
to the Board.
Commissioner Allison called a public hearing to order. Marilyn Lynn stated that the
Watershed Planning purpose was to consider the Adoption of the Watershed Management Plan
for Moses Coulee and Foster Creek Watersheds WRIA 44 and 50. A motion was made by
Commissioner Snead, seconded by Commissioner Allison, that the public comment portion of
the meeting be closed. The motion carried. A motion was made by Commissioner Snead,
seconded by Commissioner Allison, to take this information under consideration; a final decision
will be made at the Joint Session in Waterville, Washington on November 15, 2004. The motion
carried. The hearing adjourned.
As of this date the Board by a majority vote does approve for payment those vouchers as
presented by the Grant County Health District: Payroll Vouchers #1 — 5, and General Fund
Vouchers #6-72, in the amount of $132,646.33, as recorded on a listing and made available to the
Board,
The Commissioners approved the separation date of October 15, 2004 for Ron Sell,
Planning Department.
As there was no further business to come before the Board the session was continued
until November 10, 2004.

The Grant County Commissioners session was called to order at 9:00 a.m. with all the
Commissioners in attendance with the Clerk of the Board.
The Commissioners approved the salary, wage, and/or position changes as recommended
by Angie Clark, Human Resources Director, for Michael A. (Tony) Lidbetter and Joleen D.
Ellsworth, Juvenile.

November 12, 2004
The Grant County Commissioners session was called to order at 9:00 a.m. with all the
Commissioners in attendance with the Clerk of the Board.
The Commissioners appointed Jim Cherf to the Grant County Civil Service Commission
The Commissioners approved the minutes of the October 18, 2004 session.
The Commissioners approved the recommendation of Angie Clark, Human Resources
Director, for Grant Mental Healthcare to make the following changes and make them effective
October 1, 2004: eliminate one full-time Admitting Assistant position; add one full-time
Information Systems Assistant position; change the Financial Assistant job description; change
the Information Systems Assistant job description; and to submit the revised Information
Systems Assistant job description to the County's consultant for salary re-evaluation.
The Commissioners approved the request of Gwen Palmer, Clerk, to carry over 6- 2004
annual leave days to 2005.
As there was no further business to come before the Board the session was continued
until November 15, 2004.
