HomeMy WebLinkAboutCommissioners Proceedings - Commissioners - 20 (317)COMMISSIONERS' PROCEEDINGS Weep of July 12, 2004 The Grant County Commissioners session was called to order at 9:00 a.m. with all the Commissioners in attendance with the Clerk of the Board. The Commissioners approved the minutes of the June 14, 21, and 28, 2004 sessions. The Chair of the Board was authorized to sign the Keith Hansen (Country Club Estates #6, AKA: Hansen Estates) Final Plat Submission and Review, File #02-3345. The Commissioners concurred with the Prosecuting Attorney's recommendation to tender the defense of the Northwest Pipeline Corporation v. Adams County, et al, to the state of Washington. As of this date the Board by a majority vote does approve for payment those vouchers as presented by the Grant County Health District: Payroll Vouchers #1 - 4, and General Fund Vouchers #5 - 82, in the amount of $147,292.81, as recorded on a listing and made available to the Board. The Commissioners approved the separation date of July 6, 2004 for Christy Kimmel, Grant Mental Healthcare and June 11, 2004 for Tammy Allen, Clerk's Office. As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amount of $911,504.13, as recorded on a listing and made available to the Board. The Commissioners received the original Grant County Engagement Letter between Grant County and Jerry J. Moberg, Esquire. Mr. Moberg has been retained as special counsel at the trial court level in ongoing proceedings in Superior Court in relation to indigent defense and conscripted defense attorneys. The Commissioners authorized a financial commitment of $50,000 from the Public Works, Paths and Trails fund to help fund the Ephrata Community Beezley Trails project. The Chair of the Board was authorized to sign the Special Occasion License Application of the Columbia Basin Rodeo Association, Moses Lake, WA, from the Washington State Liquor Control Board. The Commissioners approved the request from Vern Cummings, Facilities Manager, to begin the Facilities and Maintenance Project, 1525 Wheeler. The Chair of the Board was authorized to sign the State of Washington Invoice Voucher, Department of Community, Trade and Economic Development, CDBG Contract No. 04 64004 004, Payment Request #6 ("NCCAC"). July 13, 2004 The session was continued at 9:00 a.m. with all of the Commissioners in attendance with the Clerk of the Board. The Commissioners met in executive session from 9:00 a.m. to 10:00 a.m. with legal counsel regarding litigation. No decisions were made or action taken. A Closed Record Public Hearing was held regarding the Carmel V. Gallaway Preliminary Long Plat application. A motion was made by Commissioner Snead, seconded by Commissioner Moore, to uphold the Planning Commission's unanimous recommendation and approve Carmen Gallaway's Preliminary Subdivision/SEPA application for a preliminary long plat to allow a six lot subdivision consisting of approximately six acres in the Urban Residential Zone with the eight Conditions of Approval and seven Findings of Fact. The motion carried. The Commissioners met with Derek Pohle, PE, Director/County Road Engineer, Public Works Department, regarding: 2:00 p.m. Notice of Hearing Declaring Surplus Equipment; Resolution — Order Declaring County Owned Property Surplus and Order the Sale; Authorization to Call for Bids — District No. 3 Domestic Well; Bid Award Letter — Auctioneer Services; Impact Mitigation Agreement — HA NE; GIS Coord. Committee Attendance; Auction — Sheriff s; Metals Drive; and Wheeler Corridor Annexation. A Public Hearing was held regarding County -owned Surplus Property and Order of Sale. A motion was made by Commissioner Snead, seconded by Commissioner Moore, to close the public comment portion of the hearing. The motion carried. A motion was made by Commissioner Snead, seconded by Commissioner Moore, that Resolution No. 04 -093 -CC, an Order Declaring Certain County -owned Property Surplus and Ordering the Sale Thereof (to be sold at public auction on September 11, 2004 at the Grant County Fairgrounds), be passed. The motion carried. The Commissioners signed the Impact & Mitigation Fee Agreement with Seth L. Carlile and Jennifer A. Carlile. The Commissioners signed the Authorization to Call for Bids on Dist. 3 Domestic Well. Bids are to be opened July 27, 2004 at 1:30 p.m. Page 2 of 4 COMMISSIONERS' PROCEEDINGS Week of July 12, 2004 The Commissioners approved the recommendation of Derek Pohle, PE, Director/County Engineer, Public Works Department, that the 2004 Auctioneer Services be awarded to Mather Inc., Auctioneers, Spanaway, Washington, as their bid appears to be more comprehensive and in the best interests of Grant County. The Commissioners approved the request from Vern Cummings, Facilities Manager, to begin the Facilities and Maintenance Project, Annex Room 102 and 107. The Commissioners signed the Public Works Claims Fund Voucher Approval No. 07-1 through No. 07-192 in the total amount of $1,877,205.46, as recorded on a listing and made available to the Board. A Public Hearing was held regarding a supplemental extension in the 2004 budget of the Emergency Management Fund #102, Department #144. A motion was made by Commissioner Moore, seconded by Commissioner Snead, that Resolution No. 04 -094 -CC, a resolution relating to a supplemental extension in the 2004 budget of Emergency Management Fund #102, Department #144 in the amount of $38,937, be passed. The motion carried. A Public Hearing was held regarding a supplemental extension in the 2004 budget of the Emergency Management Fund #102, Department #144. A motion was made by Commissioner Snead, seconded by Commissioner Moore, that Resolution No. 04 -095 -CC, a resolution relating to a supplemental extension in the 2004 budget of Emergency Management Fund #102, Department #144 in the amount of $35,608, be passed. The motion carried. A Public Hearing was held regarding a supplemental extension in the 2004 budget of the Emergency Management Fund #102, Department #144. A motion was made by Commissioner Moore, seconded by Commissioner Snead, that Resolution No. 04 -096 -CC, a resolution relating to a supplemental extension in the 2004 budget of Emergency Management Fund #102, Department #144 in the amount of $60,000, be passed. The motion carried. The Commissioners approved for distribution to Elected Officials and Department Heads Policy Memo 04-02, Smoking Room, Courthouse Annex. As there was no further business to come before the Board the session was continued until July 14, 2004. The Chair of the Board was authorized to sign the DSHS County Program Working Capital Advance Agreement Number 0453-54480. The contract was returned to DSHS to obtain further signatures. The Commissioners approved the recommendation of Angie Clark, Human Resources Director, to approve the Commissioners' Office request and allow an exception to the hiring freeze to fill one Administrative Assistant/Clerk of the Board position open due to employee resignation.
