HomeMy WebLinkAboutCommissioners Proceedings - Commissioners - 20 (316)COMMISSIONERS' PROCEEDINGS Week of May 17, 2004 The Grant County Commissioners session was called to order at 9:00 a.m. with all the Commissioners in attendance with the Clerk of the Board. The Commissioners approved the minutes of the May 10, 2004 session. The Commissioners approved the salary, wage, and/or position changes as recommended by Angie Clark, Human Resources Director, for Henry Severin, Facilities and Maintenance; and Eliazar Martinez, Juvenile Court and Youth Sen ices. The Commissioners approved the starting date of April 30, 2004 for Lori Driesen, Facilities and Maintenance. The Commissioners approved the separation date of May 15, 2004 for Aaron Seabright, Jail; and May 19, 2004 for Kerry L, Trout, PARC. The Commissioners approved the exception to the hiring freeze as recommended by Angie Clark, Human Resources Director, for the Sheriff's Office to hire Edward H. Stevens as a patrol deputy due to the pending retirement of Chief Deputy John Dazell. The Commissioners approved, as recommend by Angie Clark, Human Resources Director, the five percent general increase to the Grant Mental Healthcare, Developmental Disabilities / Directions in Community Living compensation plan, effective May 1, 2004. The Commissioners noted that this Department is not funded by the Current Expense fund. The Commissioners approved, at the request of the Town of Coulee City, the termination of the Interlocal Agreement for the Provision of Dog Control Services. The Commissioners signed the 2004 Agreement Concert Management/Development Agreement between House of Blues Concerts, Inca "HOBCI"), and Grant County. The Chair of the Board was authorized to sign the State of Washington Invoice Voucher, Department of Community, Trade and Economic Development, CDBG Contract No. 04-64004- 004, Payment Request #4 ("NCCAC" ). The Commissioners signed the updated Professional Services Agreement for Legal Representation of Indigent Individuals in Superior Court between Grant County and Theodore A. Mahr. The Chair of the Board was authorized to sign the Power of Attorney appointing TALX UCM Services, Inc., dba UC eXpress (SM) to represent Grant County and Grant County Public Works in unemployment tax and claim related matters before the Employment Security Department. May 18, 2004 The session was continued at 9:00 a.m. with Commissioners Snead and Moore in attendance with the Clerk of the Board. Commissioner Allison was not in attendance. A Bid Opening for County Printer (legal notices), rescheduled from April 19, 2004, was held. A motion was made by Commissioner Moore, seconded by Commissioner Snead, to review the bids, forward bids to the Prosecuting Attorney for review, and table for decision until analyzed by the full Board of County Commissioners_ The motion carried. A Closed Record Public Hearing was held regarding the Plat Alteration request by William Englar. A motion was made by Commissioner Moore, seconded by Commissioner Snead, to uphold the Planning Commission's unanimous recommendation and approve the Plat Alteration request of William Englar, Morgan Tracts Unit 1, eliminating Tract A and redistributing the land to adjacent parcels which will affect lots 2 through 8, and 10 through 15 in the Urban Residential 2 zone, with the six (6) Findm„s of Fact and seven (7) Conditions of Approval. The motion carried. An Open Record Public Hearing was held regarding an Amendment to the Unified Development Code filed on behalf of Randy Niessner. After taking public comment, a motion was made by Commission Moore, seconded by Commissioner Snead, to close the public portion of the hearing. The motion carried. A motion was made by Commissioner Moore, seconded by Commissioner Snead, to uphold the Planning Commission's unanimous recommendation and approve the UDC Amendment to the Unified Development Code changing Table 3 in UDC Chapter 23.04 "Zoning” so that Hangars are a Discretionary Use in the Urban Light Industrial zone rather than a Conditional Use, with the four (4) Findings of Fact. The motion carried. The Commissioners met with Derek Pohle, PE, Director/County Engineer, Public Works Department, regarding: 1:30 p.m. Bid Opening BBCC Parkway; Six Year Transportation Program; CS Service Mechanic: Daniel Brekhus; Road District No. 2 Shop Manager/Mechanic: Loren Bevies; and Farm Unit. The Commissioners held a Bid Opening on BBCC Parkway, CRP 02-16. A motion was made by Commissioner Moore, seconded by Commissioner Snead, to refer the bids to Public Works for their review and recommendation. The motion carried. An Open Record Public Hearing, continued form May 4, 2004, was held regarding adopting extensions to the Interim RAIDs Ordinances. There was no public in attendance. A motion was made by Commissioner Moore, seconded by Commissioner Snead, to close the public comment portion of the hearing. The motion carried. A motion was made by Page 2of5 COMMISSIONERS' PROCEEDINGS Week of May 17, 2004 Commissioner Moore, seconded by Commissioner Snead, to adopt an Ordinance Extension #4 of ordinances as presented relating to the recession of Interim Ordinance No. 2002 -47 -CC in the various designations a presented. The motion carried As there was no further business to come before the Board the session was continued until May 19, 2004. May 19, 2004 The session was continued at 9:00 a.m. with all the Commissioners in attendance with the Clerk of the Board. The Chair of the Board was authorized to sign the Ed Shempp (Ed Shempp Plat) Final Plat Submission and Review, File #03-3719. The Chair of the Board was authorized to sign the Mike Ratigan (Ratigan SP) Final Plat Submission and Review, File #03-3717. As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amount of $1,649,934.31 as recorded on a listing and made available to the Board. A Summons on Amended Complaint for Money Damages for Breach of Contract and Amended Complaint for Money Damages for Breach of Contract was received on behalf of Charles Schlesinger. The matter was referred to Washington Rural Counties Insurance Pool for handling. The Commissioners approved the recommendation of Derek Pohle, PE, Director/County Engineer, Public Works Department, that the BBCC Parkway, CRP 02-16 be awarded to Desert Rock Excavation, Inc., Moses Lake, Washington. As there was no further business to come before the Board the session was continued until May 20, 2004. May 20, 2004 The session was continued at 9:00 a.m with all the Commissioners in attendance with the Clerk of the Board. The Commissioners set a Public Hearing, pursuant to RCW 36.40.100, for June 15, 2004, 3:00 p.m., Commissioners Hearing Room, Grant County Courthouse, Ephrata, regarding request Page of COMMISSIONERS' PROCEEDINGS Week of May 17, 2004 for a supplemental extension in the 2004 budget for Domestic Violence Services #128, New Hope Domestic Violence and Sexual Assault Services f+170, in the amount of $17,192. The Commissioners set a Public Hearing, pursuant to RCW 36.40.100, for June 15, 2004, 3:30 p.m., Commissioners Hearing Room, Grant County Courthouse, Ephrata, regarding request for a supplemental extension in the 2004 budget for Grant County Mental Health and Developmental Disabilities Fund #125, Department X167, in the amount of 5112,620. A public hearing was held regarding an appropriation and expenditure of funds. A motion was made by Commissioner Moore, seconded by Commissioner Snead, to close the public comment portion of the hearing. The motion carried. A motion was made by Commissioner Snead, seconded by Commissioner Allison, that Resolution No. 04 -074 -CC, a Resolution authorizing an appropriation and expenditure of funds, Law and Justice Fund #121, Department #163, in the amount of $43.700, be passed. The motion carried. The Commissioners approved the salary, wage, and/or position changes as recommended by Angie Clark, Human Resources Director, for Manna Whitmore, Building/Fire Marshal; and Anastasiya B. DeLeon, District Court. The Commissioners approved the temporarv, seasonal appointments for the Grant County Fairgrounds with the following start dates: May 10, 2004 for Ryan J. Blodgett; May 17, 2004 for Leland R. Phillips; May 17, 2004 for Sherry L. Murray: and May 3, 2004 for Jeff G. Estes. These positions are not Current Expense positions and therefore not affected by the hiring freeze. A motion was made by Commissioner Snead, seconded by Commissioner Moore, that Resolution No. 04 -075 -CC, a Resolution approving a plat alteration of Morgan Tracts Unit 1, in Section 34, Township 19 N Range 28 EWM, William Englar, be passed. The motion carried. The Commissioners met in executive session for an hour and a half with the Prosecuting Attorney regarding litigation. As there was no further business to come before the Board the session was continued until May 21, 2004. May 21, 2004 The session was continued at 9:00 a.m. with the Commissioners Allison and Snead in attendance with the Clerk of the Board. Commissioner Moore was not in attendance. The Commissioners approved the recommendation of Angie Clark, Human Resources Director, to create a new part-time, grant -funded position, Emergency Management Project Coordinator, and to make changes to the Coordinator position as outlined in the draft job description. The Commissioners approved the salary, wage, and/or position changes as recommended by Angie Clark, Human Resources Director, for Kristina Crowder, Directions in Community Living, and Jaime DeLeon, Directions in Community Living. As there was no further business to come before the Board the session was continued until May 24, 2004.
