Week of June 7, 2004
The Grant County Commissioners session was called to order at 9:00 a.m. with
Commissioners Moore and Snead in attendance with the Clerk of the Board. Commissioner
Allison was not in attendance.
The Commissioners approved the minutes of the .lune 1, 2004 session.
As there was no further business to come before the Board the session was continued
until June 8, 2004.

The session was continued at 9:00 a.m. with all the Commissioners in attendance with the
Clerk of the Board.
The Commissioners met in executive session for twenty minutes with the Prosecuting
Attorney regarding litigation.
A Closed Record Public Hearing, continued from May 25, 2004, was held regarding the
Budget Extension / Law and Justice Fund #121, Department #163, Current Expense Fund #001 —
Indigent Defense, for payment of attorneys for indigent defense. A motion was made by
Commissioner Moore, seconded by Commissioner Snead, to recommend that the approximate
130 cases be funded at $550 per case for an approximate total of $71,500 with an allocation of an
additional $8,500 for other miscellaneous fees and expenses, for a total of $80,000, and request
that Accounting create a new line item to track these expenses. The motion carried. The
Commissioners publicly thanked the "conscripted" attorneys assigned to perform public defender
duties as well as the six contracted public defender attorneys for their cooperation and assistance.
A Closed Record Public Hearing was held regarding the Baseline Lake LLC application
for a Minor Zone Change for a 42.88 acre parcel that has split zoning known as Lot 2 of the
Sakai Short Plat located in a portion of the SW '/4 Section of 32, Township 19 N, Range 24
EWM, Grant County WA. Applicant desires a zone change to Rural Residential 1 ("RRl") to
make the zoning consistent with the Rural Residential 1 land use designation. A motion was
made by Commissioner Moore, seconded by Commissioner Snead, to uphold the Planning
Commission's unanimous recommendation and approve the Baseline Lake LLC Minor Zone
Change to Rural Residential 1 on the 42.88 parcel tivith the ten (10) Findings of Fact. The motion
carried.
A Closed Record Public Hearing was held regarding the Baseline Lake LLC application
for a preliminary plat and SEPA Environmental Checklist for the subdivision of a 42.88 acre
parcel into nine lots located at 16516 Baseline Road, Quincy, also known as Lot 2 of the Sakai
Short Plat, Grant County WA. A motion was made by Commissioner Snead, seconded by
Commissioner Moore, to uphold the Planning Commission's unanimous recommendation and
approve the preliminary plat and SEPA environmental checklist for a subdivision of 42.88 acres

into nine lots in Rural Residential 1 Zone of Grant County with the 13 Conditions of Approval
and six (6) Findings of Fact. The motion carried
The Commissioners approved the recommendation of Angie Clark, Human Resources
Director, to not approve the request from the Sheriff s• Office to allow an exception to the hiring
freeze to fill an open Correction Officer position
The Chair of the Board was authorized to sign the Gar Didericksen (Didericksen SP)
Final Plat Submission and Review, File 403-3723.
The Chair of the Board was authorized to sign the Kirk and Dana Youngers (K Youngers
SP) Final Plat Submission and Review, File #02-3510-01
The Chair of the Board was authorized to sign the Interlocal Cooperation Agreement
between the State of Washington Department of Printing and Grant County for the provision of
printing services. The contract was returned to the Department of Printing to obtain further
signatures.
The Commissioners approved the recommendation of Angie Clark, Human Resources
Director, to hire Linda Patrick for the Grant Mental Healthcare Admitting Assistant position at
Band 4, Step 5. The Commissioners noted that this position is not funded by the Current Expense
Fund.
A motion was made by Commissioner Snead, seconded by Commissioner Moore, that
Resolution No. 04 -079 -CC, a Resolution / Ordinance relating to an amendment of the Grant
County Zoning Map changing approximately 42.88 acres owned by Baseline Lake LLC, known
as Lot 2 of the Sakai Short Plat and located in the southwest quarter of Section 32, Township 19
N, Range 24 EWM, Grant County, from Rural Light Industrial and Rural freeway Commercial to
Rural Residential 1, be passed. The motion carried.
As of this date, the Board, by a majority vote, does approve for payment those vouchers
certified by the auditing officer as required by RCW 42.24.080, and those expense
reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the
amount of $405,852.38 as recorded on a listing and made available to the Board.
Commissioner Moore left at 12:00 noon to attend an outside meeting.
The Commissioners met with Derek Pohle, PE, Director/County Engineer, Public Works
Department, regarding: Authorization to Call for Bids -- Drip Irrigation System; Execution of
Contracts — BBCC Parkway; Interest from CRID, CDSI letter; and Road Names.
As of this date the Board by a majority vote does approve for payment those vouchers as
presented by the Grant County Health District: Payroll Vouchers #1 — 4, and General Fund

Vouchers #5 — 78, in the amount of $135,917.25, as recorded on a listing and made available to
the Board.
The Commissioners signed the Authorization to Call for Bids on the Drip Irrigation
System. Bids are to be opened June 29, 2004 at 1:30 p.m
The Commissioners signed the BBCC Parkway, CRP 02-16, contract between Desert
Rock Excavation, Inc., Moses Lake, Washington, and Grant County.
A Closed Record Public Hearing was held regarding the Washington State Parks &
Recreation Commission application for a Planned Unit Development for improvements and new
development at Sun Lakes -- Dry Falls State Park. The proposal is located in portions of sections
11 and 12, Township 24 N, Range 28 EWM, Grant County WA. A motion was made by
Commissioner Snead, seconded by Commissioner Allison, to uphold the Planning Commission's
unanimous recommendation and approve Washington State Parks & Recreation Commission
Planned Unit Development for Sun Lakes Dry Falls State Park as presented with the with the
five (5) Conditions of Approval and the 17 Findings of Fact. The motion carried.
A Closed Record Public Hearing was held regarding the Kevin Richards Minor Zone
Change for a 33.13 acre parcel, located in a portion of the SE '/4 of Section 17, Township 19 N.,
Range 28 EWM, Grant County WA. A motion was made by Commissioner Snead, seconded by
Commissioner Allison, to uphold the Planning Commission's recommendation and approve the
Kevin Richard Minor Zone Change application for a 33.13 acre parcel zone Urban Residential 3
with a Comprehensive Plan Land Use Designation of'[( --)\v Density R2 with the ten (10) Findings
of Fact. The motion carried
As there was no further business to come before the Board the session was continued
until June 9, 2004.

The session was continued at 9:00 a.m. with all the Commissioners in attendance with the
Clerk of the Board.
The Commissioners approved the request of Laure Grammer, Assessor, for out of state
travel for Ron Sell to attend a TAIC meeting in Bend Oregon.
The Commissioners approved the request of Jennifer Lane, Administrator/County CD
Coordinator, for the Latino Youth Mentor program participants and volunteer mentors to travel
out of state to Silverwood Theme Park, Idaho.
The Commissioners received the notice of resignation of William R. Sieg from Grant
County Cemetery District No. 3.

The Commissioners approved the salary, wage, and/or position changes as recommended
by Angie Clark, Human Resources Director, for Kathy Espinoza, Grant Mental Healthcare;
Marilyn Ferebee, Jail; and Dawn Mauceri, Prosecuting Attorney's Office.
The Commissioners approved the starting dates as follows:
• June 1, 2004 for Kevin Daniel Pennel, Corrections. The Commissioners noted that
the recruitment process for this position had begun prior to the implementation of
the hiring freeze and was thus exempt from the hiring freeze;
• May 24, 2004 for Rosita Castillo Zavala, Grant County PARC. The
Commissioners noted that this position is not funded by the Current Expense
Fund; and
• June 7, 2004 for Leta Storey, Grant Mental Healthcare. The Commissioners noted
that this position is not funded by the Current Expense Fund.
The Commissioners approved the separation date of May 31, 2004 for Loretta Swager,
District Court.
The Commissioner met in executive session for two and a half hours with the Prosecuting
Attorney to discuss litigation.
The Commissioners approved the request from Sam Lorenz, Emergency Management
Director, to amend the budget for a grant (Washington State Military Department Contracts
Number E04-036) to support Emergency Management and emergency responders within Grant
County and the counties of Chelan, Douglas, Kittitas, and Okanogan.
As there was no further business to come before the Board the session was continued
until June 10, 2004.

The session was continued at 9:00 a.m. with all the Commissioners in attendance with the
Clerk of the Board.
A motion was made by Commissioner Snead, seconded by Commissioner Moore, that
Resolution No. 04 -080 -CC, a Resolution / Ordinance relating to an amendment of the Grant
County Zoning Map changing approximately 33.13 acres owned by Kevin Richards at 3088
Valley Road, Moses Lake, in the Cascade Valley area, and in the southeast quarter Section 17,
Township 19N, Range 28 EWM, from Urban Residential 3 to Urban Residential 2, be passed.
The motion carried.

The Commissioners approved the salary, wage, and/or position changes as recommended
by Angie Clark, Human Resources Director, for Maria Pazey; Dan Simon; Robert Church, all of
the Jail; and Linda Patrick, Grant Mental Healthcare.
The Commissioners met in executive session for one half hour with the Prosecuting
Attorney to discuss litigation.
As there was no further business to come before the Board the session was continued
until June 11, 2004.
June l 1, 2004
The session was continued at 9:00 a.m. with all the Commissioners in attendance with the
Clerk of the Board.
The Commissioners signed a Proclamation declaring Saturday, June 12, 2004 as
"Freedom for All" day honoring all members of the US Military, and their families, with a major
emphasis to our locally deployed 1161st Transportation Company, Ephrata, Washington, and the
161 st Infantry Battalion, Moses Lake Washington, and urged all citizens to, each in their own
way, to honor and pay tribute to service men and women, veterans, and all people who work to
keep our Nation free.
The Commissioners met in executive session with the Prosecuting Attorney and Special
Counsel for two and a half hours regarding litigation.
As there was no further business to come before the Board the session was continued
until June 14, 2004.
