RESOLUTION APPROVING THE
PLANNED UNIT DEVELOPMENT (PUD
SITE DEVELOPMENT PLAN) FOR SUN
LAKES / DRY FALLS STATE PARK. IN
SECTIONS 11 & 12, TOWNSHIP 24 N.
RANGE 28 EWM.

WHEREAS, the Grant County Board of County Commissioners (the `BOCC") have
been advised that an open record public hearing was conducted, before the Grant County
Planning Commission on May 5, 2004 on the matter of a Planned Unit Development ("PUD")
application (Sun Lakes — Dry Falls State Park Resort Area Site Development Plan, August 2002,
and new campground development at Rainbow Lake); submitted by Washington State Parks and
Recreation Commission; said proposal being located in portions of Sections 11 and 12,
Township 24 North, Range 28 East, WM. Grant County Washington; and
WHEREAS, the Grant County Planning Commission on May 5, 2004 did unanimously
approve a motion to recommend to the BOCC to approve this PUD (Site Development Plan)
with five (5) Conditions of Approval; and
WHEREAS, the BOCC held a closed record puhlic hearing on June 8, 2004; and
WHEREAS, the BOCC, have reviewed the application file, staff report and Planning
Commission recommendation; and
WHEREAS, the BOCC have found that the proposal will not adversely effect the health,
safety, and general welfare of the public in the vicinity of the proposal; and
WHEREAS, the BOCC have found that the proposal is consistent with the Grant County
Comprehensive Plan, the Unified Development Code. other land use regulations, and SEPA; and
WHEREAS, the BOCC have found that the public use and interest will apparently be
served by the PUD (Site Development Plan); and
WHEREAS, the proposed PUD (Site Development Plan) does not include any division
or sale of land and therefore does not require recording of a plat or binding site plan; and
WHEREAS, the Washington State Parks and Recreation Commission has approved a
Sun Lakes — Dry Falls State Park Resort Area Site Development Plan (Approved August 2002)
conforming to the approved Master Plan; and

WHEREAS, the proposed PUD (Site Development Plan) meets the applicable
requirements of Unified Development Code, Chapter 25 12.070 "Master Planned Resorts"
subsection (d) (3); and
WHEREAS, the proposed PUD (Site Development Plan) as conditioned meets the
applicable approval criteria of Unified Development Code, Chapter 23.04.800 "Planned Unit
Developments" subsection (h); and
WHEREAS, the BOCC have made a decision to approve the PUD (Site Development
Plan and new campground development at Rainhov lake)
NOW, THEREFORE, BE IT HEREBY RESOLVED THAT the Board of County
Commissioners for Grant County, Washington approve by this Resolution, and with the five (5)
Conditions of Approval listed below, a Planned Unit Development (Sun Lakes — Dry Falls State
Park Resort Area Site Development Plan, August 2002, and new campground development at
Rainbow Lake); submitted by Washington State Parks and Recreation Commission, and being
located in portions of Sections 11 and 12, Township 24 North, Range 28 East, Willamette
Meridian, Grant County, Washington.
Conditions of Approval
The Proposal shall be in compliance with the Washington State Environmental Policy
Act, the Grant County Unified Development Code and all applicable federal, state, and
local regulations, rulings or requirement.
2. Proposal shall comply with all requirements deemed necessary by the Grant County
Health District.
3. Proposal shall comply with all requirements deemed necessary by the Washington State
Department of Health, and the Washington State Department of Ecology regarding
domestic water supply, sewage systems and storm water control and treatment including,
but not limited to; RCW 90.48.080 Discharge of Polluting Water Prohibited; WAC 173-
201, Surface Water Standards; WAC 173-201 A Ground Water Quality Standards; and
WAC 246-272, On -Site Sewage Systems.
4. Proposal shall comply with all requirements of the Grant County Fire Marshal and shall
comply with the Grant County Fire Flow Guidelines, the Uniform Building Code,
Uniform Fire Code and all other applicable requirements for fire protection and life
safety.
5. If any Native American Grave site(s) or archaeological/cultural resources (Indian
Artifacts) are disturbed by proposed construction all construction activity shall stop and
the owner/concessionaire shall immediately notify the Grant County Planning
Department, the Colville Confederated Tribes, and the Washington State Office of
Archaeology and Historic Preservation.
