Week of May 111, 2004
The Grant County Commissioners session was called to order at 9:00 a.m. with all the
Commissioners in attendance with the Clerk of the Beard
The Commissioners reviewed the minutes of April 26, 2004 and requested that on page
four, paragraph one, the words "the public defense contract" be changed to pending litigation.
With this correction, the minutes were approved.
The Commissioners approved the minutes of the May 3, 2004 session.
The Commissioners approved the salary, wage, and/or position changes as recommended
by Angie Clark, Human Resources Director, for Robert E. McCray, Fairgrounds; Randy J.
Gunderson, Fairgrounds; Juan Blanco, Jr., Fairgrounds; Roger Hemore, Fairgrounds; Ellen Hunt,
New Hope; Michael A. (Tony) Lidbetter, Juvenile Court and Youth Services; Kathy Ochoa,
Grant Mental Healthcare; John Rapp, Courthouse Faci'ities; Sharon Moore, Jail; and Eddie
Gonzales, Grant Mental Healthcare.
The Commissioners approved the starting date of May 24, 2004 for Pam Young, Grant
Mental Healthcare.
The Commissioners approved the request of Sharon Kiehn, Executive Director, Grant
Mental Healthcare, for a New Hope Domestic Violence and Sexual Assault Service budget
amendment in the amount of $17,192 due an increase in funding from the Office of Crime
Victims Advocacy to temporarily provide services to clients from Adams County.
The Commissioners signed the State of Washington Department of Community, Trade
and Economic Development Contract Number 04-3100.1-165 on behalf of New Hope Domestic
Violence and Sexual Assault Service to provide Sexual Assault Core Services and Specialized
Services, Adams County. The contracts were returned to Sharon Kiehn, Executive Director,
Grant Mental Healthcare, to obtain further signatures.
The Commissioners appointed Roger Edwards to the Grant County Fair Board
commencing May 10, 2004 through October 31, 2005.
The Commissioners signed the Collection Services Agreement between Credit Service of
Central Washington, Inc., dba Central Bonded Collections, and Grant County.
As there was no further business to come before , he Board the session was continued
until May 11, 2004.

The session was continued at 9:00 a.m. with all the Commissioners in attendance with the

As of this date, the Board, by a majority vote, does approve for payment those vouchers
certified by the auditing officer as required by RCW 42.24.080, and those expense
reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the
amount of 5633,631.35, as recorded on a listing and made available to the Board.
The Commissioners met in executive session fir an hour and a half with the Prosecuting
Attorney regarding litigation and potential litigation.
The Commissioners met with Derek Pohle, PE. Director/County Engineer, Public Works
Department, regarding: Resolution Initiating County Road Projects - H Rd SW and 13.5 Rd SW,
Wahluke Slope Rd SW, 10.5 Rd SE; Award Letters � NW Road/NA Degerstrom, Inc.; 5 NW
Supplement; 2:00 p.m. Hearing - Establishing Comprehensive Procedures for Management of
County Property; Resolution - Order Establishing Certain Management Practices for Selling
Surplus Real Estate; ER&R; Sealcoat Update; and Bridge Department Open House.
The Commissioners approved the recommendation of Derek Pohle, PE, Director/County
Engineer, Public Works Department, that the 5 Rd N\h . CRP 03-11 contract he awarded to NA
Degerstrom, Inc., Spokane, Washington.
The Chair of the Board was authorized to sign the Washington State Department of
Transportation Local Agency Agreement Supplement. Agency: Grant County Public Works;
Federal Aid Project Number SPR -G 132(005); Agreement Number LA 5645, CFDA No. 20.205.
A motion was made by Commissioner Moore, seconded by Commissioner Snead, that
Resolution No. 04 -068 -CC, a Resolution in the matter of initiating a County Road Project
designated as CRP 04-27b, Wahluke Slope Rd SW, he passed. The motion carried.
A motion was made by Commissioner Snead, seconded by Commissioner Moore, that
Resolution No. 04 -069 -CC, a Resolution in the matter of -initiating a County Road Project
designated as CRP 04-27a, H -SW and 13.5 SW, he passed. The motion carried.
A motion was made by Commissioner Moore, seconded by Commissioner Snead, that
Resolution No. 04 -070 -CC, a Resolution in the matter of initiating a County Road Project
designated as CRP 04-27c, 10.5 Rd SE, be passed. Thi motion carried.
A Public Hearing was held regarding Establishing Comprehensive Procedures for
Management of County Property. A motion was made by Commissioner Snead, seconded by
Commissioner Moore, to close the public comment portion of the hearing. The motion carried. A
motion was made by Commissioner Snead, seconded by Commissioner Moore, that Resolution
No. 04 -071 -CC, Order Establishing Certain Managemcni Practices for Selling Surplus Real
Estate, be passed. The motion carried.

A Closed Record Public Hearing was held regarding the Jack Jones Reasonable Use
Exception. The agent and proponent have acknowledged that the zoning to the east is Urban
Heavy Industrial and understood and accepted the possible consequences of placing a home
adjacent to land zoned Urban Heavy Industrial. A motion was made by Commissioner Moore,
seconded by Commissioner Snead, to uphold the Planning Commission's recommendation and
approve the Reasonable Use Exception of Jack Jones to allow the use of a substandard lot, 3.82
acres for the development of a residential dwelling,,kA nth the six (6) Conditions of Approval, and
six (6) Findings of Fact, be passed. The motion carried.
A motion was made by Commissioner Moore. seconded by Commissioner Snead, that
Resolution No. 04 -072 -CC, a Resolution in the matter of approving a Reasonable Use Exception
for the Allowance of a Single Family Home on a sub -standard lot located in Section 11,
Township 20 North, Range 23, EWM, Grant County, Washington. Jack .Zones, be passed. The
motion carried.
A Closed Record Public Hearing was held regarding the Neil Dan and Linda Adair Minor
Zone Change request. A motion was made by Commissioner Snead, seconded by Commissioner
Moore, to uphold the Planning Commission's recommendation and approve the Minor Zone
Change request by Neil Dan and Linda Adair for a 5 acre parcel that has a split zoning of Urban
Commercial 1 and Urban Residential 3 with a Comprehensive Plan Land Use Designation of
Commercial located within the urban growth boundary of Moses Lake, Cascade Valley area,
with the ten (10) Findings of Fact, be passed. The mot ion carried.
A motion was made by Commissioner Snead, seconded by Commissioner Moore, that
Resolution No. 04 -073 -CC, a Resolution/Ordinance relating to an amendment of the Grant
County Zoning Map changing approximately 5 acres owned by Neil Dan and Linda Adair on the
corner of Ottmar Rd and Valley Rd in the Cascade Valley area, and in the northwest quarter of
the northwest quarter of Section 16, Township 11) N.. Range 27 EWM from Urban Commercial 1
and Urban Residential 3 to Urban Commercial I be passed The motion carried.
The Commissioners approved, in concept, sending a letter to the Washington State
Department of Energy in support of the Category 2 listing of Moses Lake.
The Commissioners appointed James A. ("Jim ') Turner to the Grant County Planning
Commission effective immediately.
The Chair of the Board was authorized to sign the Washington State Military Department
Amendment to Contract E04-230, Wireless Phase 111mplementation. Contract period: March 1,
2004 through June 30, 2004. The contract was returned to the Washington State Military
Department to obtain further signatures.

The Chair of the Board was authorized to sign the Special Occasion License Application
of St. Rose of Lima Catholic School, Ephrata, WA, from the Washington State Liquor Control
Board.
As of this date the Board by a majority vote does approve for payment those vouchers as
presented by the Grant County Health District: Payroll Vouchers #1 — 5, and General Fund
Vouchers #6 — 71, in the amount of $132,346.11. as recorded on a listing and made available to
the Board.
As there was no further business to come before the Board the session was continued
until May 12, 2004.
May 12, 2004
The session was continued at 9:00 a.m. with Commissioners Allison and Snead in
attendance with the Clerk of the Board. Commissioner Moore was not in attendance.
The Commissioners approved the request from Sam Lorenz, Emergency Management
Director, to amend the budget for two grants (Washington State Military Department Contracts
Number E04-080 and E03-313) to support Emergenc% Management and emergency responders
within Grant County and the counties of Chelan, Douglas, Kittitas, and Okanogan.
The Commissioners signed the Contract for Personal Services (Land Use Hearing
Examiner Pro Tem) between Grant County and Anda w L. Kottkamp.
The Commissioners approved the request of Sharon Kiehn, Executive Director, Grant
Mental Healthcare, for a Developmental Disabilities hudget extension in the amount of $17,323
for staffing purposes, including a five percent salary ;adjustment to bring staff more in line with
the County Compensation Plan.
The Commissioners signed the State of Washington Department of Social and Health
Services for Directions in Community Living Contract Number 0412-50361 for the provision of
personal care services. The contracts were returned to Sharon Kiehn, Executive Director, Grant
Mental Healthcare, to obtain further signatures.
The Commissioners reviewed and approved the Directions in Community Living Home
Care Policy and Procedures No. 9 - Employment Practices and Staff Training; No. 10 - Staff
Scheduling Policy; No. 13 - Stand By Staff; No. 17 - Source Documentation Policy; No. 23 -
Property/Possessions Record Policy; No. 31 - Consumers Involvement with Law Enforcement;
and No. 34 - Management of Consumers' Financial Accounts, which were revised May 10, 2004.
The Commissioners met with representatives from the 12`h and 13`h Legislative Districts
to discuss the County's indigent defense situation and extraordinary murder trial costs.
