HomeMy WebLinkAboutResolution 01-190-CCBOARD OF COUNTY COMMISSIONERS GRANT COUNTY, WASHINGTON RESOLUTION NUMBER 2001 -190 -cc A RESOLUTION authorizing an appropriation and expenditure of funds for the following department/fund: Rana i rs & DPmol i ti ons Fund #118 nP artmant 5160 , together with a budget therefore, pursuant to RCW 36.40.140. WHEREAS, it has been brought to the attention of the Board of County Commissioners of Grant County that emergency conditions require that an appropriation and expenditure of funds be authorized for the above- mentioned department/fund, together with a budget therefor; and WHEREAS, pursuant to RCW 36.40.140, Resolution No.2nol-1 74 -cc Was duly adopted on November s, 2001 , and published in the Daily Herald on 11/19 & 23/01' declaring an emergency and stating the facts constituting the emergency and the estimated amount of funds required to meet it, together with a notice of public hearing, and said public hearing was held thereon where interested persons were allowed to appear and be heard; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF GRANT COUNTY, STATE OF WASHINGTON, that an appropriation and expenditure of funds is hereby authorized for the following department/fund: RPnn i rs & D mol i ti ons Fund #118, Department #160 In the total sum of $ 4,312 according to the attached budget. This resolution is in the best interests of good government and shall take effect immediately upon its passage. NOTICE AND ORDER TO ABATE UNSAFE CONDITION As owner/agent, or other person occupying or having control of the building, lot or premises at: Mr. Nicholas Scoyni 8705 Lybbert Drive Moses Lake, WA 98837 Parcel # 12-0241-000 You are hereby notified that the undersigned has determined there exists upon or adjoining said premises, the following conditions(s), as described in Section 302 of the Uniform Code for the Abatement of Dangerous Buildings, as adopted in Section 14 of the Grant County Code. A copy of this code is on file with the County Building Department at the County Court House, 332 West Division, Ephrata, WA 98823. CONDITIONS REQUIRING ABATEMENT BY DEMOLITION OR REPAIR: 302, 4) Structure has been damaged by fire, wind and other causes as to have its structural integrity less than required by code. 5) Portions, members or appurtenances are likely to fail or collapse. 6) Exterior ornamentation is loose and likely to fail. 7) Portions of structure have wracked, settled or otherwise been compromised as to make it materially less resistant to winds or earthquakes. 8) Structure is deteriorated, dilapidated or has had removal or supporting elements so has to be in danger of partial or total collapse. 9) The structure is manifestly unsafe for its intended use. 11) Structure shows 33% or more damage to its supporting members. 12) Structure is so damaged as to be an attractive nuisance to children, vagrants or criminals and immoral persons to resort thereto to commit illegal or immoral acts. 13) Structure has been maintained in violation of local and state laws for a period in excess of six months. 17) Structure is determined to constitute a public nuisance. 18) Portions of structure have remained onsite after partial demolition and building has been abandoned for more than six months and constitutes an attractive nuisance or hazard to the public. This Notice and Order requires abatement of the conditions listed below pursuant to Section 401 of the Uniform code for the Abatement of Dangerous Buildings and Section 103.4.1.2 of the Uniform Fire Code, as adopted in Section 14 of the Grant County Code. YOU ARE HEREBY ORDERED TO TAKE THE FOLLOWING ACTION TO ABATE THE ABOVE BY DEMOLITION OR REPAIR: Remove the structure, by demolition, and all debris including foundation, general garbage and any other debris associated with this premise. THE FOLLOWING DEADLINES MUST BE MET WITH REGARD TO THESE ACTIONS: 1. Commence work by October 14, 1999 2. Work to be completed for final inspection by October 28, 1999 Failure of the County to enforce any of the deadlines above shall not waive the County's right to enforce subsequent non-compliance.
