HomeMy WebLinkAboutResolution 01-206-CCBOARD OF COUNTY COMMISSIONERS GRANT COUNTY, WASHINGTON RESOLUTION NUMBER 2001 -206 -cc A RESOLUTION authorizing an appropriation and expenditure of funds for the following department/fund: Fmergenry Servi res Hind #109 DPpartment #144 together with a budget therefore, pursuant to RCW 36.40.140. WHEREAS, it has been brought to the attention of the Board of County Commissioners of Grant County that emergency conditions require that an appropriation and expenditure of funds be authorized for the above- mentioned department/fund, together with a budget therefor; and WHEREAS, pursuant to RCW 36.40.140, Resolution No. 2ooi -i93-sc Was duly adopted on November 26- 2001 , and published in the Daily Herald Ori 12/7&14/2001 declaring an emergency and stating the facts constituting the emergency and the estimated amount of funds required to meet it, together with a notice of public hearing, and said public hearing was held thereon where interested persons were allowed to appear and be heard; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF GRANT COUNTY, STATE OF WASHINGTON, that an appropriation and expenditure of funds is hereby authorized for the following department/fund: Fmergenry Servi res Fund #102 Department #144 In the total sum of $12,270 according to the attached budget. This resolution is in the best interests of good government and shall take effect immediately upon its passage. S. Dept of Energy Grants for 2001. The funding was provided for planning we accomplished for Terrorism assessment and Hazardous Material planning. US DOE offered funds for certain items we identified important to enhance our emergency planning and preparedness programs. We have identified the following items for US DOE and received approval: 1.) Forty tone activated radios, to support an improved warning capability for citizens living or working within the emergency planning zones (EPZ's) for designated facilities on the Hanford range. These include the 100.Area reactors now permanently closed and in cleanup action. The 200 Areas East and West, where wastes are being stored waiting other means of disposal or storage. $6,600.00 was allowed for the radios purchase. 2,) One Box Light Projector, to be use in the planning and preparedness activities of our dept. $2,519.00 was allowed for this equipment. We have in the past alerted these citizens with the use of a telephone auto dialer now quite old and not replaceable. U.S. Dept of Energy has provided funding to support our purchase of these radios, for distribution to citizens within the EPZ. In order to achieve the best of all worlds I have opted to join with Franklin and Benton Counties to purchase the radios for the best quantity pricing. I have enclosed a billing from Franklin County for $6080.00, the purchase and shipping for forty radios. The light box I have not purchased and await your decision. A software program which could make us an important contribution for management of our Emergency Operation Center has been developed by a Washington Firm Vantage Point, which has made it available at a reduced 5 license fee of 999.00 if purchased before Dec 1, 2001. The software can be purchased from the Grant Funds mention above. We received $3,81333 for Terrorism assessment, and $2,610.00 for the Hazmat Grant. These grants total $6423.33.
