RESOLUTION CALLING A
SPECIAL ELECTION TO
ANNEX TERRITORY BY
MOSES LAKE PORT DIST #10
WHEREAS, a petition for the annexation of territoi y be Moses Lake Port District #10 was certified to the
Board of County Commissioners of Grant County by Counh Auditor, %%Tilliam L. Varney, on the 13`s day of December,
2002 and,
WHEREAS,, the petition requests that the proposition be nrc,,ented to the voters at the first available special
election in the spring of 2003 and.
WHEREAS, RCW 53.04.080 states that the county legislative authority, shall at their first meeting after the
date of filing such petition, by resolution, call a special election to be held in accordance with RCW 29.13.010 and
29.13.020,
NOW, THEREFORE BE IT RESOLVED by the Board of County Commissioners of Grant County as follows:
(1) The County Auditor is hereby directed to hold a Special Election on Tuesday, February 4, 2003 within the
proposed annexed territory for the purpose of determining whether or not the area shall be annexed as
provided by law.
(2) The proposed area to be annexed is defined b} the following boundary description:
From a point of beginning at the northeast corner of Section 1, Township 20 N, Range 30 E.W.M., and
extending westerly along the north boundary of Township 20 N., approximately 14 1/8 miles to a point
where the Burlington Northern Railroad (Northern Pacific Railroad) right-of-way intersects the north
boundary line of Sec. 3, Township 20 N., Range 28 E.W.M, thence in a northwesterly direction along said
Burlington Northern Railroad (Northern Pacific Railroad) right-of-way and passing through Sections
34,27,28,21,16,8,5 and 6, in Township 21 N., Range 28 E.W.M. (being also the present boundary line of
Grant County Port District #6) to the intersection with the north boundary of Section 6, Township 21N.,
Range 28 E.W.M., thence following the section line westerly approximately 3 3/4 miles to the northwest
corner of Sec. 3, Township 21 N., Range 27 1 .\V.Nl , thence southerly following the section line 8 miles
to the southwest comer of Section 10. Townshif 20 N.. Range 27 E.W.M., thence easterly following the
section Line 7 miles to the northwest comer of �ecnon 14, Township 20 N., Range 28 E.W.M., thence
southerly following the section line 5 miles to the southwest corner of Section 2, Township 19 N., Range

A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE
PORT OF MOSES LAKE (GRANT COUNTY PORT DISTRICT NO. 10)
PETITIONING THE GRANT COUNTY COMMISSIONERS TO PLACE AN
ANNEXATION PROPOSITION ON THE BALLOT FOR THE ELECTION
TO BE HELD ON THE FIRST AVAILABLE SPECIAL ELECTION IN THE
SPRING OF 2003.
WHEREAS, the Grant County Port District No. 10 was established by the Grant County Board of
Commissioners on November 15, 1965 per RCW Chapter 53; and
WHEREAS, Grant County Port District No. 10 is bounded to the North and to the East by an area
currently having no port district designation; and
WHEREAS, a group of residents has proposed an area within this no -port boundary to be annexed by
Port District No. 10; and
WHEREAS, a petition has been presented to the Board of Commissioners of Port District No. 10,
signed by at least ten percent of the registered voters residing within the proposed boundaries of the
area desiring to be annexed who voted in the last general municipal election (per RCW 53.04.085);
and
WHEREAS, the Board of Commissioners of the Port of Moses Lake desire to enlarge the port
district boundaries, accordingly.
NOW, THEREFORE, BE IT RESOLVED that, per RCW Chapter 53.04, the Board of
Commissioners of the Port of Moses Lake hereby petition the Grant County Commissioners to place
the following proposition on the ballot during the first available special election in the Spring of
2003:
Shall Grant County Port District No. 10 (Port of Moses Lake) be enlarged to include the
following described area in the Gloyd, Block -40, Ridge -view and Ruff areas?
Legal Description—
From a point of beginning at the northeast corner of Section 1, Township 20 N.,
Range 30 E. W.M, and extending westerly along the north boundary of Township 20
N., approximately 14 118 miles to a point where the Burlington Northern Railroad
(Northern Pacific Railroad) right-of-way intersects the north boundary line of Sec. 3,
Township 20 N., Range 28 E. W.9 thence in a northwesterly direction along said
Burlington Northern Railroad (Northern Pacific Railroad) right-of-way and passing
through Sections 34, 27, 28, 21,16, 8, S and 6, in Township 21 N., Range 28 E. W.M.
(being also the present boundary line of Grant County Port District 96) to the
intersection with the north boundary of Section 6, Township 21N., Range 28 E. W.M.,
thence following the section line westerly approximately 3 3/, miles to the northwest
corner of Sec. 3, Township 21 N., Range 27 E. W.M., thence southerly following the
section line 8 miles to the southwest corner of Section 10, Township 20 N., Range 27
E. W.M., thence easterly following the section line 7 miles to the northwest corner of
