Recommendation Summary: It is my recommendation that we replace the position at the level currently held by Laure, with a title adjustment to GIS Coordinator. The approved Job Description for GIS Administrator should be updated with any necessary changes and the title adjustment. Analysis: Please see my memorandum to Laure, dated November 21, 2002. 1 hope that I have provided the Board with sufficient information to make a decision in this matter. After carefully reviewing and considering the matter, my recommendation to the Board of County Commissioners will be to fill the vacancy that is being left by your move to Assessor, at its current level, using the current approved job description. I do, however, recommend that the job be appropriately titled as a Coordinator. My recommendation takes into account the fact that the Board is not prepared to make decisions regarding GIS reorganization at this time, and that the future of the GIS project seems in flux. Discussions around this have covered a wide range of issues, including issues such as; should the replacement be a technician or a coordinator, should the Senior Planner take on more or less GIS responsibility, should the GIS project be moved to Planning or Public Works or stay where it is, will the project be funded by internal and/or external stakeholders, etc. Since future changes appear to be in store, filling the vacancy at the current level makes the most sense to Human Resources at this time. Should you have further input, please provide it for consideration. DEPARTMENT: DATE: BASIC FUNCTION: GRANT COUNTY POSITION DESCRIPTION Assessor's Office May 10, 1999 TITLE REPORTS TO: GIS Administrator/ Systems Analyst Assessor The basic function of this position is to analyze, plan, produce, coordinate, and manage the development, implementation, and modification of automated systems that apply to the basic functions of retention and dissemination of County public and historic information. This position works as liaison between other county offices, public/private entities and the Information Systems Networking and Hardware department. This position Maintains CADD based maps of private and public lands and linkages to records of ownership within the county to contribute to the effectiveness of the County GIS system and to facilitate effective dissemination of information to the public. SUPERVISION EXERCISED: 7 The supervision of others is not a duty of the position. The position serves as technical support and assistance. PRINCIPAL DUTIES: Serve as System Administrator including trouble shooting, loading software, and maintaining software and system libraries for the County GIS; operation and maintenance of drafting software, files and data bases; and selecting and developing CADD software applications and interfaces. Serve as liaison to outside consultants regarding all CADD generated drawings and databases. Plan, design, research, develop, construct, evaluate and implement mapping and charting systems, products, and technology. This position is responsible for the construction of new and coordinates the revision and maintenance of existing CADD based maps, charts, geodetic controls and linkages. Responsibilities include drafting, digitizing and editing or reviewing all County parcel maps. Collecting, selecting, computing, adjusting, and processing data; preparing charts, exhibits, and reports for the department; and developing or enhancing additional software applications to allow for applicable graphic presentation of statistical information. Participate in on-going planning, development, selection, implementation, and maintenance of both major and minor automated systems for the department. This position determines and establishes priorities for system enhancements, develops specifications for software modifications, identifies and recommends enhancements and modifications to current automated systems, develops specifications for implementation, and monitors the schedule of implementation. Provide AS/400 system support for various County departments, creating user accounts, establishing security, attaching and/or moving devices (i.e. terminals, printers, PC's) in coordination with the Information Systems Networking and Hardware department. Participate in the development, coordination and management of the overall Information Systems �! strategic plan for the County to improve and enhance the provision of services. Provide consultation and technical leadership and direction in ensuring the successful integration of new methods and technologies with existing methods, applications, and application systems. Participate in the establishment and enforcement of program priorities, goals, policies, standards, guidelines, and procedures for County automated systems. Maintain documentation of system functions including logic, data elements, reporting requirements and output. Coordinate information exchanges with other County departments and outside agencies. Attends meetings and conferences and serve as department representative on technical user groups and/or committees. This position serves as local area network liaison for the department. Plan and conduct training for system users. Develop training aids and materials; respond to user inquiries and resolves problems; provide information to and liaison between departmental staff, management, and the Information systems Networking and Hardware department. Develop and oversees maintenance of user manuals and help desk manuals. Participate in the development and establishment of disaster recovery plans and procedures for the department. Develop and implement reconciliation procedures, respond to audit findings, and restore and rerun files and/or procedures to insure data integrity Assist in the development of the Data Processing program budget and monitor associated expenditures and revenues of the department. Develop and negotiate contracts for services or interagency agreements for the department to insure quality assurance and contractor performance. Develop strategies for data collection, and direct associated research processes and data mining to insure validity. Design, develop and maintain custom reports and oueries as needed for departmental use and for outside agencies. I drafted a job description that I believe covers all the duties and responsibilities of the position and provided Don with a copy on October 22, 2002. I assumed that Don would set a meeting with you as he is the County Assessor. I have too much respect for him to ever step beyond my bounds as his employee. I spoke with Don this morning and we would both be willing to meet with you at your convenience on Wednesday, November 13th, or Friday, November 15th. If either of these days does not work with your schedule please suggest another date that would work for you.
