GRANT COUNTY, WASHINGTON
RESOLUTION NUMBER 2002 -163 -CC
A RESOLUTION authorizing an appropriation and expenditure of funds
for the following department/fund: Law Library Fund #110,
Department X1152 together with a budget therefore,
pursuant to RCW 36.40.140.
WHEREAS, it has been brought to the attention of the Board of
County Commissioners of Grant County that emergency conditions require
that an appropriation and expenditure of funds be authorized for the above-
mentioned department/fund, together with a budget therefor; and
WHEREAS, pursuant to RCW 36.40.140, Resolution NoMU_ 4 -_
Was duly adopted on October 7, 2002 , and published in the _
Tinily Herald on 10/16&23/02 declaring an
emergency and stating the facts constituting the emergency and the
estimated amount of funds required to meet it, together with a notice of
public hearing, and said public hearing was held thereon where interested
persons were allowed to appear and be heard;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF
COUNTY COMNUSSIONERS OF GRANT COUNTY, STATE OF
WASHINGTON, that an appropriation and expenditure of funds is hereby
authorized for the following department/fund: Law Library Fund #110,
Department #152 In the total sum of S 8,700 according to
the attached budget.
This resolution is in the best interests of good government and shall
take effect immediately upon its passage.

Re: Law Library Budget Extension Request

Bob Moser has previously notified you of our current budget problem. The library committee met
September 23, 2002. It was determined that now that we have Lois Law working well on the
internet that we should continue with Lois Law (Aspen Publishing) and discontinue all CD Rom
subscriptions that duplicate what is available in Lois Law
In the budget request for 2002 the significant increases in the CD Rom subscriptions was not
anticipated and we did not anticipate subscribing to Lois Law at that time. However, in
November the increase for the West Bankruptcy collection increased so much the committee
directed that we drop West Bankruptcy and subscribe to Lois Law Bankruptcy collection. We
were able to subscribe to the National Collection with Bankruptcy Collection in Lois Law at a
greatly reduced fee and determined to go ahead with that option. We had printing problems and
problems adjusting to the use of Lois Law. In July the CD service cost increased by $251 a
month.
The Aspen Publishing (Lois Law) subscription for 3 connections costs an annual fee of $4,440
with monthly billing. West Publishing has been costing between $2,500 and $3,100 each month.
By discontinuing the West subscription for the regional reporters and other items that we have
available in Lois Law that amount will be cut to approximately $1400 for West.

The committee is requesting additional funds for the category Office and Operating Supplies (3 1)
in the amount of $8,700.
