RESOLUTION NUMBER
A RESOLUTION relating to a supplemental extension in the 2002 budget of the
EMERGENCY SERVICES FUND # 102, DEPT. # 144
due to unanticipated state and/or federal funds.

WHEREAS, it has been brought to the attention of the Board of Grant Commissioners
that unanticipated state and /or federal funds have been made available for the 2002 budget
of the EMERGENCY SERVICES FUND # 102, DEPT # 144
in the amount of $ 1,000
WHEREAS, RCW 36.40.100 authorizes supplemental appropriations from unanticipated
state and/or federal funds after publications of notice of the time and date of a public hearing at which
the supplemental appropriations resolution will be adopted; and the amount of the appropriation,
once each week, for two consecutive weeks prior to such public hearing in the official newspaper
of the county; and
WHEREAS, publication of the requisite legal notice was made In the Daily Herald
newspaper of Grant County on 10/7&11/02 __and said public hearing was held
in the Grant County Commissioners' Office, Grant County Courthouse, Ephrata, Washington;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS of
GRANT COUNTY, STATE OF WASHINGTON, that the _2002(year)budget of the
EMERGENCY SERVICES FUND # 102, DEPT. # 144
supplemented and extended in the sum of $1,000
unanticipated state and/or federal funds according to the folloWing schedule of categories and items:

This letter is to request an appropriation of $1,000.00 to the current 2002 budget of
Emergency Services Dept, 102.144.000.000. Account # 525.60.31.00.
Our office received notice from the Washington State Military Dept., Emergency
Management Division on September 25t11 2002, that our request for funding support to
publish a Shelter -in-place brochure has been accepted.
We made a request earlier in the year without state approval at that time. This funding
has become available again during this last month of the current federal fiscal year when
another jurisdiction returned unused grant funds.
The brochure we want to publish is one developed by a Quincy High School student,
Kelli Fortier, as her senior class project. The work was accomplished in support of the
Quincy - Local Emergency Planning Committee, serving the City of Quincy, Town of
George and the rural areas of Fire District 3. The planning members believed Ms
Fortier's work for emergency public information was a valuable tool needed to protect
people from chemical release hazards. With that funding was sought to publish her
brochure.
With your approval for this appropriation, our department will complete an order
agreement for the publication of the brochure. The approval procedure for this matter is
intended to be properly conducted, and the time to accomplish this task must fall within
the federal fiscal year. In order to expedite this expenditure to occur within the current
federal fiscal year we have received an estimate for the publication with A&H Printers in
Moses Lake. Any order of course is pending the Boards approval.
