Commissioners Leroy Allison and Tim Snead visited our department on September 1land witnessed firsthand the situation we are in. Since that day, Courtroom One's recorder has died and the replacement recorder sent to Moses Lake is also totally inoperable. We are mandated by statute to electronically record every hearing — ARLJ 13, effective October 1, 2002. Our original plan was to purchase next year, but all of our Lanier machines are now out of service. Because of this urgency we are called upon to act quickly. We are now requesting Law and Justice funds for the following Minor Equipment needs, for District Court, in the amount of $19,374.90. FTR Gold DIGITAL AUDIO RECORDING SYSTEM 2.0 (x3) Total Purchase Amount: $19,374.90 (Please see the enclosed Quote and System Definition from Dave Parker of FTR Gold.) This company is willing to forego the rental for use of this equipment for a couple days, with the understanding that we plan to purchase three units for our recording needs immediately. We have "supportive subsystem" needs covered by residual funds in the 2002 District Court budget. Though we have these recording machines in our Financial Forecasting for next year, the emergency has arisen now. These requests have been prudently researched, based on need. FTR GOLD is designed to allow applications like yours to move to a digital recording environment instead of investing in outdated analog technology. FTR GOLD is specifically designed to be a replacement for the Sony BM 246 and the Lanier Advocate When you have an opportunity to compare the ease of use and cost and then weigh the relative benefits of the two systems it is easy to see why so many courtrooms and hearing rooms across the country are choosing FTR GOLD. Listed below are some of the benefits that the Court will receive when using FTR GOLD. We have multiple options to fit any of your requirements, both PC based and standalone recorders: • Higher quality audio recording using an MPEG format that provides a sample rate up to 22KHz. This ensures a better recording and a more accurate record. • Instant and direct archival of the digital audio onto CD-ROM for long-term storage. Version 2.0 can hold up to 22 hours of four -channel audio. This equates to less storage space and a much easier storage and retrieval system. One option, the Court may wish to archive audio and or Log Notes data on a central file server. • CD media vs. cassette tapes means lower cost storage of the audio record. A CD is also far more durable than cassette tape and doesn't degrade with time or copying. FTR CD's come complete with their own storage system, including individual cardboard cases and a sturdy storage box for each hundred CD's FTR ReporterDeck is designed to look and operate just like the tape recorder that the Clerk is using now. ReporterDeck is a standalone digital recording unit that can be connected to the network and does not require a PC. This makes for a short learning curve and a smooth transition to the new system FF OCT 11 2002 F a L _ • FTR Gold software runs in the stable Windows NT or Windows 2000 environment and allows the Court to run more than one application at a time. • FTR Gold now has two portable options. With the customer supplied laptop and our portable recording kit, customers can choose from 2 or 4 -channel recording. • The FTR Gold digital audio record can be integrated with a number of case management systems. FTR offer consultant services to facilitate integration of case management systems and the FTR Gold product family • Digital audio files can be accessed or copied across a network. Audio can also be copied easily to any removable media such as Zip and CD-ROM. High-speed duplication of cassette tapes is also accommodated • Audio files are easily and rapidly located using the browser based FTR Log Notes package. FTR Log Note preparation and operation is enhanced by use of your current Bar Code wand. Bar Codes can be produced by the Court and tailored to suit each operator's requirements. • Internet strategies are available to allow the Court to post their audio recordings online. Through a password, the customer will have the option to download the desired audio. This will also allow the Court to have transcripts produced without having to physically deliver the audio • FTR Gold Player Plus software allows fast and free access to the audio for easy distribution when asked. This software is available free by going to FTR Gold .com and downloading it. • FTR Gold Monitor allows a court to remotely start, stop and monitor up to twenty courtrooms from a central location. Annotation can also be done using this software. The schedule of equipment required for your installation is shown in Attachment A. This schedule identifies services, hardware and software that would be required to implement the FTR system for the Court. Computer Hardware & Software Minimum Requirements Personal Computer & Laptop System Requirements This document details the MINIMUM specifications required for the FTR Gold family of products. This information makes no allowance for other applications that may run on the computer at the same time as FTR Gold. Adding memory and increasing the processor speed will significantly improve performance, especially if the computer will be running other applications FTR Reporter with four channels 450 MHz Intel Pentium III processor or higher Windows NT 6.0 or 2000, Service Pack 2. Windows compatible stereo sound card (Full duplex) w/external speakers for play back 256 color video adapter capable of 800 x 600 resolution or higher 64 MB of RAM (128 MB+ recommended) Hard Drive with sufficient capacity to store data online for desired amount of time (22 hours recording is approx. 1800 MB) the larger the HDD the more on-line audio the court can store. Dedicated hard drive for audio recordings is recommended, but not required. 4 -channel audio encoder card, to be supply and install by Efficiency Inc. Efficiency Inc. will provide the court with the audio requirements for FTR Gold if you choose to provide the feed from the P A Efficiency Inc. requires a site survey and test to evaluate the courtroom and hardware before the final proposal will be issued. Attachment C. FTR Technical Phone Support As an FTR Gold customer you have two options available when purchasing a technical support contract. Technical support contracts are an annual (1) one year agreement from date of purchase. FTR Phone Support Agreement and Efficiency Inc. full parts and labor Agreement.
