HomeMy WebLinkAboutCommissioners Proceedings - Commissioners - 20 (302)COMMISSIONERS' PROCEEDINGS Week of March 22, 2004 The Grant County Commissioners session was called to order at 9:00 a.m. with Commissioners Allison and Moore to attendance with the Clerk of the Board. Commissioner Snead was not in attendance. The Commissioners approved the minutes of the March 15, 2004 session. The Commissioners signed the following agreements: Working Agreement By and Between Grant County and Grant County Public Employees' Association, Juvenile, and effective January 1, 2004 to December 31, 2006; Working Agreement By and Between Grant County and Grant County Public Employees' Association, Courthouse, and effective January 1, 2004 to December 31, 2006; and Working Agreement By and Between Grant County and Grant County Public Employees' Association, Public Works, and effective January 1, 2004 to December 31, 2006. The Commissioners approved the 2004 wage increase for the Courthouse Association, Juvenile Association and Public Works Association employees as outlined in their respective Agreements. The Commissioners approved the recommendation from Sam Lorenz, Emergency Management Director, that the bid for a tandem axel trailer, to be used for storage and transport of special decontamination equipment, be awarded to Big R Ranch and Home, Moses Lake, Washington. The Commissioners approved the salary, wage, and/or position changes as recommended by Angie Clark, Human Resources Director, for Noemi Amezcua, PARC. The Commissioners approved the recommendation of Angie Clark, Human Resources Director, to reorganize the Grant Mental Healthcare Crisis Response/Initial Services function for the department from one function, Crisis Response/Initial Services, to two functions, Crisis Response Services and Initial Services with job description and staffing changes as appropriate. The Commissioners approved the start date of March 15, 2004 for Tina Stoddard, Building/Fire Marshall's Office. As there was no further business to come before the Board the session was continued until March 23, 2004. Pagel of 5 COMMISSIONERS' PROCEEDINGS Week of March 22, 2004 March 23, 2004 The session was continued at 9:00 a.m. with Commissioners Allison and Moore in attendance with the Clerk of the Board. Commissioner Snead was attending a meeting outside the area. The Commissioners approved the request from Candace Erickson, coordinator Sage -N - Sun Festival, to utilize the Grant County Courthouse lawn area; lower level bathrooms; the small room under the stairs; Parking lots A, B, D, E and G, the placement of port -a -potties on Lots D, E and G; and use of the Courthouse Lobby for the Sage -N -Sun Festival which will be held June 10 through 13, 2004 and signed an Agreement to use County Property for Public Purpose between the Sage -N -Sun Festival and Grant County. The Chair of the Board was authorized to sign the John Albrandt (Albrandt Major Plat) Final Plat Submission and Review, File #03-3610. The Chair of the Board was authorized to sign the State of Washington, County Road Administration Board, Rural Arterial Program Certification of Road Fund Expenditures for Traffic Law Enforcement. The Commissioners approved the separation date of March 19, 2004 for Teresa A. Hale, District Court. The Commissioners approved the start dale of March 8, 2004 for Guillermo Romero, Prosecutor's Office; and March 15, 2004 for Marimae Warring, Clerk's Office. The session was continued until after the lunch hour. The session reconvened with Commissioner Moore in attendance with the Clerk of the Board. Commissioners Allison and Snead were attending meetings outside the area. Commissioner Moore met with Derek Pohle, PE, Director/County Road Engineer, Public Works Department, regarding: 1:30 p.m. Bid Opening - Re -Striping Program 2004; 2:00 p.m. Bid Opening — Herbicide Materials 2004; Reimbursable Work - Town of Krupp; CRP Resolution — Bridge #171, 16 -NW Road; Distribution of Labor Contracts; Accountant; and Paxson Drive. Commissioner Moore held a Bid Opening on Re -Striping Program 2004. Commissioner Moore advised those in attendance that no action would be taken at this time as there was not a quorum and that when there was a quorum, action would be taken to refer the bids to Public Works for their review and recommendation. Page 2 of 5 COMMISSIONERS' PROCEEDINGS Week of March 22, 2004 Commissioner Moore held a Bid Opening on Herbicide Materials 2004. Commissioner Moore advised those in attendance that no action would be taken at this time as there was not a quorum and that when there was a quorum, action would be taken to refer the bids to Public Works for their review and recommendation. No further action was taken. At 2:30 p.m. the session was continued with Commissioners Snead and Moore in attendance with the Clerk of the Board. Commissioner Allison was attending a meeting outside the area. A motion was made by Commissioner Moore, seconded by Commissioner Snead, to refer the bids on Re -Striping Program 2004 to Public Works for their review and recommendation. The motion carried. A motion was made by Commissioner Moore, seconded by Commissioner Snead, to refer the bids on the Herbicide Materials 2004 to Public Works for their review and recommendation. The motion carried. A Public Hearing, pursuant to RCW 36.40.100, was held and a motion was made by Commissioner Moore, seconded by Commissioner Snead, that Resolution No. 04 -047 -CC, a resolution relating to a supplemental extension in the Emergency Management Fund #102 budget of Department #144 in the amount of $787,146, be passed. The motion carried. As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amount of $209,590.80, as recorded on a listing and made available to the Board. As there was no further business to come before the Board the session was continued until March 24, 2004. March 24, 2004 The session was continued at 9:00 a.m. with all the Commissioners in attendance with the Clerk of the Board. The Commissioners approved the recommendation of Derek Pohle, PE, Director/County Engineer, Public Works Department, to complete work for the Town of Krupp as outlined on the Grant County Request to the County Road Department for Reimbursable Work. Page 3 of 5 COMMISSIONERS' PROCEEDINGS Week of March 22, 2004 A motion was made by Commissioner Moore, seconded by Commissioner Snead, that Resolution No. 04 -048 -CC, a resolution in the matter of initiating County Road Project designated as CRP No. 04-16, be passed. The motion carried. The Commissioners appointed Mary Allen, Operations Manager of the Multi Agency Communications Center, as the E911 Coordinator for Grant County. The Commissioners approved the request of Sharon Kiehn, Executive Director, Grant Mental Healthcare, for out of state travel for Benjamin Marte, MD, to attend the American Psychiatric Association's Annual Conference in New York from May 1 through May 6, 2004. The Commissioners approved the salary, wage, and/or position changes as recommended by Angie Clark, Human Resources Director, for Dorothy Black, Planning Department. As there was no further business to come before the Board the session was continued until March 25, 2004. March 25, 2004 The session was continued at 9:00 a.m. with all the Commissioners in attendance with the Clerk of the Board. A motion was made by Commissioner Moore, seconded by Commissioner Snead, that Resolution No. 04 -049 -CC, a Resolution approving the Preliminary Plat of Desert Aire Division No. 9, Phases 4, 5, & 6 in Section 22, Township 14 N Range 23 EWM, Grant County, Washington (Desert Aire Associates), be passed. The motion carried. The Commissioners approved the request from Gail Davis, DD Program Director, for two Directions in Community Living staff to travel out of state to Hayden, Idaho, for a special day for people with disabilities at Silverwood Theme Park May 7, 2004. The Commissioners signed the Directions in Community Living Supported Living Policies and Procedures. The Commissioners approved the salary, wage, and/or position changes as recommended by Angie Clark, Human Resources Director, for Brent Mullings, Sheriffs Office; Henry A. Severin, Facilities and Maintenance; and Lucky M. Atkins, Juvenile Department. The Commissioners approved the starting date of March 24, 2004 for Tracie Ann Fowler, District Court; and Marsha Skipper, Prevention and Recovery Center. The Commissioners approved the separation date of Kristina Hunt, DD; and Lottie Atkins, Grant Mental Healthcare.
