HomeMy WebLinkAboutCommissioners Proceedings - Commissioners - 20 (300)COMMISSIONERS' PROCEEDINGS Week of March 8, 2004 The Grant County Commissioners session was called to order at 9:00 a.m. with Commissioners Snead and Moore in attendance with the Clerk of the Board. Commissioner Allison was out of town and excused. The Commissioners approved the minutes of the March 1, 2004 session. As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amount of $311,777.00, as recorded on a listing and made available to the Board. As of this date the Board by a majority vote does approve for payment those vouchers as presented by the Grant County Health District: Payroll Vouchers #1 — 4, and General Fund Vouchers #5 — 62, in the amount of $115,175.34, as recorded on a listing and made available to the Board. The Commissioners accepted the resignation of Spencer Grigg from the Grant County Fairgrounds Facility Advisory Committee (the "Committee"). The following appointments were made to the Committee: • Terese Schrom, Tourism representative, for a three year period commencing March 8, 2004; • Jerry Dobson, At Large representative, for a three year period commencing April 30, 2004; • Isidro Alvarez, Community Groups representative, for a three year period commencing February 12, 2004; and • Reed Weber, 4-H Youth representative, for a three year period commending April 1, 2004. The Commissioners appointed the following individuals to the Insurance Committee: Shauna Jay, representing Grant County Clerk's Office, and Shareen Laughlin, representing the Juvenile Court and Youth Services Department. The Commissioners approved the salary, wage, and/or position changes as recommended by Angie Clark, Human Resources Director, for Linda Strunk, New Hope Domestic Violence/Sexual Assault; Gloria Ponozzo, New Hope Domestic Violence/Sexual Assault; Gricelda Ohrazda, New Hope Domestic Violence/Sexual Assault; Bruce Moore, Grant Mental Healthcare; and Eddie Gonzales, Grant Mental Healthcare. The Commissioners approved the separation date of March 4, 2004 for Paul Pridmore, Grant Mental Healthcare; and March 31, 2004 for Mary Hinz, Grant Mental Healthcare. Pagel of4 COMMISSIONERS' PROCEEDINGS Week of March 8, 2004 The Commissioners approved the request of Vern Cummings, Facilities Manager, to award the Pole Building contract to H&H Contractors, Moses Lake, Washington, in the amount of $36,786.70. A motion was made by Commissioner Moore, seconded by Commissioner Snead, that Resolution No. 04 -039 -CC, a resolution relating to the transfer of funds within the 2004 budget of the Cumulative Reserve Fund #105, Department #147, in the amount of $3,031, be passed. The motion carried. A motion was made by Commissioner Snead, seconded by Commissioner Moore, that Resolution No. 04 -040 -CC, a resolution that Paul Pridmore, M.Ed., is no longer an employee of Grant County Mental Healthcare and is no longer designated to provide the services of a County Designated Mental Health Professional effective March 4, 2004, be passed. The motion carried. A Public Hearing, pursuant to RCW 36.40.100, was held and a motion was made by Commissioner Moore, seconded by Commissioner Snead, that Resolution No. 04 -041 -CC, a resolution relating to a supplemental extension in the Emergency Management Fund #102 budget of Department #144, from unanticipated state and/or federal funds in the amount of $245,459, be passed. The motion carried. As there was no further business to come before the Board the session was continued until March 9, 2004. March 9, 2004 The session was continued at 9:00 a.m. with Commissioners Snead and Moore in attendance with the Clerk of the Board. Commissioner Allison was out of town and excused. The Commissioners signed the Bruce Perry (Desert Aire No. 1 Replat No. 17) Final Plat Submission and Review, File #03-3727. The Commissioners authorized, as outlined in Article 12.3, "Wage Rate Increase: Effective January 1, 2004," of the Working Agreement By and Between Grant County/District Court and the Grant County District Court Employees' Association — January 1, 2004 to December 31, 2004, the pay plan for 2003 be increased by two point five percent (2.5%) as calculated and determined by the Director of Human Resources. The Commissioners met with Derek Pohle, PE, Director/County Road Engineer, Public Works Department, regarding: Authorization to Call for Bids — Herbicide Materials 2004; Annual Certification for 2003; Execution of Contract Large Format Copier; reimbursable Work Page 2 of 4 COMMISSIONERS' PROCEEDINGS Week of March 8, 2004 Agreement — City of Grand Coulee; Clark County Interlocal Agreement; BBCC/GTA Bus Stop; R -SE; Trail Planning Committee; and Free Dump. A motion was made by Commissioner Snead, seconded by Commissioner Moore, that Resolution No. 04 -042 -CC, a resolution relating transfer of funds within the 2004 budget of the Law and Justice Fund #121, Department #163, in the amount of $15,000, be passed. The motion carried. The Commissioners signed the Authorization to Call for Bids on Herbicide Materials 2004. Bids are to be opened March 23, 2004 at 2:00 p m. The Commissioners signed the County Road Administration Board ("CRAB") Annual Certification for Calendar Year 2003 (WAC 136-04). The Commissioners signed the ER&R 2004-06, Large Format Color Printer/Copier/ Scanner contract between DLT Solutions, Herndon, Virginia, and Grant County. The Commissioners approved the recommendation of Derek Pohle, PE, Director/County Engineer, Public Works Department, to complete work for the City of Grand Coulee as outlined on the Request(s) to the County Road Department for Reimbursable Work. The Commissioners signed the Public Works Claims Fund Voucher Approval No. 03-1 through No. 03-163 in the total amount of $711,729.84, as recorded on a listing and made available to the Board. The Commissioners approved the salary, wage, and/or position changes as recommended by Angie Clark, Human Resources Director, for Cecilia Garza, Prevention and Recovery Center (PARC). As there was no further business to come before the Board the session was continued until March 12, 2004. March 12, 2004 The session was continued at 9:00 a.m. with all the Commissioners in attendance with the Clerk of the Board. The Chair of the Board was authorized to sign the Grant County Public Works (GC PWD Short Plat #1) Final Plat Submission and Review, File 403-3645.
