HomeMy WebLinkAboutCommissioners Proceedings - Commissioners - 20 (299)COMMISSIONERS' PROCEEDINGS Week of March 1, 2004 The Grant County Commissioners session was called to order at 9:00 a.m. with Commissioners Allison and Snead in attendance with the Clerk of the Board. Commissioner Moore was out of town and excused. The Commissioners approved the minutes of the February 23, 2004 session. The Commissioners set a Public Hearing, pursuant to RCW 36.40.100, for March 23, 2004 at 3:00 p.m., Commissioners Hearing Room, Grant County Courthouse, Ephrata, regarding request for supplemental extension in the budget for Emergency Management Fund #102 in the amount of $787,146. The Commissioners approved the request for Transfer of Funds in the Emergency Management Fund #102, Department #144, in the amount of $31,581 to re -allocate the budget for change in the grant. A motion was made by Commissioner Snead, seconded by Commissioner Allison, that Resolution No. 04 -035 -CC, a Resolution in the matter of approving a Plat Alteration of Lot #209 of the Larson Subdivision located in Section 04, Township 19 North, Range 28, EWM, Grant County, Washington, Norman T. Hopperstad, be passed. The motion carried. The Commissioners approved the request of John Knodell, Prosecuting Attorney, for out of state travel to Washington DC in March for a criminal matter which will be reviewed by the United States Supreme Court. A motion was made by Commissioner Snead, seconded by Commissioner Allison, that Resolution No. 04 -036 -CC, a Resolution relating to Comprehensive Planning in Grant County in accordance with the Washington State Growth Management Act (RCW 36.70 A) and amending the September 1999 Comprehensive Plan, be passed The motion carried. A motion was made by Commissioner Snead, seconded by Commissioner Allison, that Resolution No. 04 -037 -CC, a Resolution in the matter of unredeemed warrants, be passed. The motion carried. A motion was made by Commissioner Snead, seconded by Commissioner Allison, that Resolution No. 04 -038 -CC, a Resolution in the matter of approving the Preliminary Plat, a two phase, thirty lot subdivision on 33 acres in the Urban Residential 2 Zone, located in a portion of Section 34; Township 19 North; Range 28, EWM, Grant County, Washington, Earl Hubsmith, be passed. The motion carried. The Commissioners reviewed and approved the Directions in Community Living Supported Living Policies and Procedures. Page 1 of COMMISSIONERS' PROCEEDINGS Week of March 1, 2004 The Commissioners held an Open Public Meeting regarding the proposed 2003 Comprehensive Plan Amendment Applications, There are eleven proposed amendments; the Commissioners noted that application number 2003-09 (Eng Lang Lin and Mei Ling Du Lin) was withdrawn. A motion was made by Commissioner Snead, seconded by Commissioner Allison, that Grant County initiate the comp plan amendment review process pursuant to Chapter 25.12 of the Grant County Uniform Development Code on applications 2003-01 through 2003- 11, and noting that application 2003-09 has been withdrawn. The motion carried. As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amount of $28,492.49, as recorded on a listing and made available to the Board. The Commissioners signed the Payroll Final Register for the month of February, 2004. The Commissioners approved the salary, wage, and/or position changes as recommended by Angie Clark, Human Resources Director, for Todd `I aylor, Jail; and Amy Rolly, DCL Supported Living. The Commissioners approved the separation date of February 27, 2004 for Kimberly Voss, PARC; and February 27, 2004 for Christine Garcia, PARC. The Commissioners signed the following Grant Contracts for the Columbia Basin Ground Water Management Area ("CBGWMA"): a) GWMA Information/Education Position of the Public Relations Consultant (SC Communications); b) GWMA Coordination/Facilitation Position of the Executive Director (Paul Stoker and Associates); and c) GWMA Information/Education Position of the Executive Director (Paul Stoker and Associates). The contracts are administered by the Franklin Conservation District on behalf of the CBGWMA. The Commissioners denied the request, as recommended by Angie Clark, Human Resources Director, from the Fair and Facility Manager that the Facilities Secretary position be changed from 75 percent FTE to 100 percent FTE status As there was no further business to come before the Board the session was continued until March 2, 2004. March 2, 2004 The session was continued at 9:00 a.m. with Commissioner Allison in attendance with the Clerk of the Board. Commissioner Moore was out of town and excused, Commissioner Snead was not in attendance. Page 2 of 4 COMMISSIONERS' PROCEEDINGS Reek of March 1, 2004 Commissioner Allison met with Derek Pohle, PE, Director/County Road Engineer, Public Works Department, regarding: Authorization to Call for Bids — Re -Striping Program 2004; Execution of Contracts: 6,000 Gal. Semi Water Trailer; Street Sweeper; Asphalt Hauling and Dispatch Services 2004- 06; 2004 Herbicide Application Program; Contract Award Recommendation Letters: V -Plow and 20 each 40 CY Drop Boxes; Local Agency Agreement Supplement: 5 NW Road and Baird Springs Road Bridge #306; Road Restriction Posting Lifted South of Highway 2; and Not Started in New Cell Due to Water. The Chair of the Board agreed that the following contracts should be signed: Washington State Department of Transportation Local Agency Agreement Supplements: a) Agency: Grant County Public Works; Federal Aid Project Number BROS-2013 (049); Agreement Number LA 3297; CFDA No. 20.205; and b) Agency: Grant County Public Works; Federal Aid Project Number STPR-G132 (005); Agreement Number LA 5645; CFDA No. 20.205. As there was no further business to come before the Board the session was continued until March 4, 2004. March 4, 2004 The session was continued at 9:00 a.m. with Commissioners Allison and Snead in attendance with the Clerk of the Board. Commissioners Moore was out of town and excused. From yesterday's business the Board executed the following contracts: Washington State Department of Transportation Local Agency Agreement Supplements: a) Agency: Grant County Public Works; Federal Aid Project Number BROS-2013 (049); Agreement Number LA 3297; CFDA No. 20.205; and b) Agency: Grant County Public Works; Federal Aid Project Number STPR-G132 (005); Agreement Number LA 5645; CFDA No. 20.205. Commissioner Snead concurred with the March 2, 2004 action taken by Commissioner Allison regarding the signing of the Washington State Department of Transportation Local Agency Agreement Supplements: a) Agency: Grant County Public Works; Federal Aid Project Number BROS-2013 (049); Agreement Number LA 3297; CFDA No. 20.205; and b) Agency: Grant County Public Works; Federal Aid Project Number STPR-G132 (005); Agreement Number LA 5645; CFDA No. 20205. The Commissioners signed the Authorization to Call for Bids on Re -Striping Program 2004. Bids are to be opened March 23, 2004 at 1:30 p.m. The Commissioners approved the recommendation of Derek Pohle, PE, Director/County Engineer, Public Works Department, that the following contracts be awarded: a) 20 each 40 CY Drop Boxes contract be awarded to Cascade Container, Ridgefield, Washington; and b) the V Plow Contract be awarded to Western Power and Equipment, Spokane, Washington. Page 3 of COMMISSIONERS' PROCEEDINGS Week of March 1, 2004 The Commissioners signed the following contracts: a) Equipment Contract 2004-04 between Terex Utilities West, Seattle, Washington and Grant County; b) Asphalt Hauling and Dispatch Services — 2004-06 between Okanogan Seattle Transport, Ellensburg, Washington and Grant County; c) Equipment Contract 2004-07 between Western Power and Equipment, Spokane, Washington; and d) 2004 Herbicide Application Program between ASAP Spray, Ephrata, Washington. The Commissioners approved the salary, wage, and/or position changes as recommended by Angie Clark, Human Resources Director, for Marilyn Wilm, Fairgrounds. The Commissioners approved the start date of.lanuary 5, 2004 for Lesa Eiffert, Prevention and Recovery Center. As there was no further business to come before the Board the session was continued until March 5, 2004. March 5, 2004 The session was continued at 9:00 a.m. with Commissioners Snead and Moore in attendance with the Clerk of the Board. Commissioner Allison was out of town and excused. The Commissioners signed the Working Agreement By and Between Grant County/District Court and the Grant County District Court Employees' Association — January 1, 2004 to December 31, 2004.
