HomeMy WebLinkAboutCommissioners Proceedings - Commissioners - 20 (298)COMMISSIONERS' PROCEEDINGS Week of February 2, 2004 The Grant County Commissioners session was called to order at 9:00 a.m. with all Commissioners in attendance with the Clerk of the Board. The Commissioners approved the minutes of the January 26, 2004 session. A Closed Record Public Hearing was held regarding the Earl Hubsmith Preliminary Long Plat application to allow a two phase, 31 lot subdivision consisting of approximately 33 acres in the urban residential zone located in the northwest comer of the intersection of Morgan Road and Young Road in the Northeast'/4 Section 34, Township 19, Range 28 EWM, Grant County. A motion was made by Commissioner Snead, seconded by Commissioner Moore, to continue the public hearing, as well as public testimony, to February 10, 2004 at 4:00 p.m. The motion carried. As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amounts of $1,285,242 and $209,096.25, as recorded on a listing and made available to the Board. The Commissioners signed the Public Works Claims Fund Voucher Approval No. 01-1 through No. 01-103 in the total amount of $96,293.40, as recorded on a listing and made available to the Board. The Commissioners signed the Payroll Final Register for the month of January, 2004. The Chair of the Board was authorized to sign the Steve Martin (Neppel Acres Plat) Final Plat Submission and Review, File 497-2162-02; 97-2162-03; and 97-2162-04. The Chair of the Board was authorized to sign approval of the Corrected License Application of the Desert Aire Golf Course, Mattawa, WA, from the Washington State Liquor Control Board. Applicants: Jackie Bardwell, Steven Chambers, "Davoe Hargrpves," and Ralph Herth. The Chair of the Board was authorized to sign approval of the Assumption from Han Nam, Inc., dba Midway Minimart, Quincy, Washington, WA, from the Washington State Liquor Control Board. Applicants: Seyiko, Inc., and Kwang Sik Yi. The Commissioners received notification of the final term expiration of Jerry Fox who has served on the Grant County Horticultural Pest and Disease Board ("Board") since the Board's formation in 1982. The Commissioners appointed Jose Ramirez to the Board, commencing February 2, 2004. Page 1 of 4 COMMISSIONERS' PROCEEDINGS Week of February 2, 2004 The Commissioners approved the request of Ken Keman, Undersheriff, for out of state travel for Deputy Josh Sainsbury and Deputy Jeff Wade to attend the Street Survival Seminar, Portland, Oregon, February 3 and 4, 2004. The Commissioners appointed Bill Wagoner to the Grant County Columbia Basin Groundwater Management Area Executive Board, commencing March 31, 2004 for a two (2) year term. The Commissioners approved setting the Crime Victims Secretary position at Band 6 of the Compensation Plan, effective January 1, 2004 as recommend by Angie Clark, Human Resources Director. The Commissioners approved the salary, wage, and/or position changes as recommended by Angie Clark, Human Resources Director, for Sue Hataway, DCL — Supported Living; Larry Howall, Facilities and Maintenance; and Miranda Headon, DCL — Supported Living. The Commissioners approved the separation date of January 30, 2004 for Karl Shultz, Prosecutor's Office. The Commissioners approved the recommendation of Derek Pohle, Director/County Road Engineer, Public Works Department, that Bridge #386, M NW Rd, CRP 03-08, BRS- 13EQ(001), TA2583 and Bridge #169, Hunter Canyon Rd, CRP 00-06, BROS-2013(057), TA 1564, be awarded to Desert Rock Exc., Inc., Moses Lake, Washington. As there was no further business to come before the Board the session was continued until February 3, 2004. February 3, 2004 The session was continued at 9:00 a.m. with all the Commissioners in attendance with the Clerk of the Board. A Public Hearing was held regarding the Proposed Ordinance/Resolution repealing Ordinance Number 91 -75 -CC regulating noise disturbances. After taking public testimony, a motion was made by Commissioner Moore, seconded by Commissioner Snead, to continue the Noise Ordinance public hearing, as well as public testimony, to February 10, 2004 at 4:00 p.m. The motion carried. The Commissioners met with Derek Pohle, PE, Director/County Road Engineer, Public Works Department, regarding: 2:00 p.m. Bid Opening - Autos and Pickups; Authorization to Call for Bids: a) Lubrication Rack; b) one (1) 6000 gallon Semi Water Trailer; c) 2004 Herbicide Application Program; d) Asphalt Hauling and Dispatch Services — 2004 — 2006; e) one (1) Large Format Copier; Contract Execution — Bridge #347 and Bridge 4388; Supplements: a) Hunter Page 2 of 4 COMMISSIONERS' PROCEEDINGS Week of February 2, 2004 Canyon Road; b) Bridge #347, S NW Road; c) Bridge 4386, M NW Road; d) Bridge #388, 7 NW Road; e) Harris Road; and f) Larson Community Sidewalks; Seatbelt Bill; and Auction. The Commissioners held a Bid Opening on Equipment Contract ER&R 2004-01, five each four -door sedans (PARC, Juvenile); two each 4x2 92 ton regular cab pickups with automatic transmission (Dist 1 & 3); six each 4x4 'h ton extended cab pickups with automatic transmission (Co-op Ext., Building (3), Dist 2 & 3); three each 4x2'/4 ton extended cab pickups with automatic transmission (Bridge, Dist 1 & 3); and four each 4x43/4 ton extended cab pickups with automatic transmission (Sheriff, Traffic [3]). A motion was made by Commissioner Moore, seconded by Commissioner Snead, to refer the bid to Public Works for their review and recommendation. The motion carried. The Commissioners signed the Authorization to Call for Bids for: Item • Equipment Contract ER&R 2004-06, one (1) Large Format Copier • Asphalt Hauling and Dispatch Services, 2004 — 06 • 2004 Herbicide Application Program • Equipment Contract 2004-07, one (1) 6000 Gallon Semi Water Trailer • Equipment Contract ER&R 2004-09, Lubrication Rack Opening Date/Time February 17, 2004 at 1:50 p.m. February 17, 2004 at 2:10 p.m. February 17, 2004 at 2:00 p.m. February 17, 2004 at 2:20 p.m. February 17, 2004 at 2:30 p.m. The Commissioners signed the Bridge #347, S -N W Rd., CRP 03-08 and Bridge #388, 7 - NW Rd., CRP 03-09 contract between Tommer Construction Company, Inc., and Grant County. The Commissioners set a Public Hearing, pursuant to RCW 36.40.100, for February 24, 2004 at 4:00 p.m., Commissioners Hearing Room, Grant County Courthouse, Ephrata, regarding for a supplemental extension in the budget for Cumulative Reserve Fund #105, Department #147, in the amount of $10,377. As there was no further business to come before the Board the session was continued until February 4, 2004. Page 3 of 4 COMMISSIONERS' PROCEEDINGS Week of February 2, 2004 The Commissioners approved the special project budget request within the existing Emergency Management 2004 budget made by Sam Lorenz, Emergency Management Director. The Commissioners approved the request made by Sam Lorenz, Emergency Management Director, for approval of a special project budget amendment to the Emergency Management programming for Citizens Corps Councils and Community Emergency Response Team for volunteer activities. The Chair of the Board was authorized to sign the Grant County Vendor Agreement between RH McDougall and Grant County Developmental Disabilities for the provision of Group Supported Employment; Individual Supported Employment; and Community Access/Employment Futures. The Chair of the Board was authorized to sign the Vendor Agreement between Grant County Developmental Disabilities and Moses Lake Community Health (Host Agency) and Parent to Parent. The Commissioners approved the Capital Outlay Request from Warren R. Swanson, Administrator, Juvenile Services, to purchase insulated food trays for the detention facility. The Chair of the Board was authorized to sign approval of the Change of Location Application for Desert Aire Golf Course, from the Washington State Liquor Control Board. Applicants: Desert Aire Owners Association, Jackie Bardwell, Steven Chambers, Davie Hargroves, and Ralph Herth.
