Week of February 9, 2004
The Grant County Commissioners session was called to order at 9:00 a.m. with all
Commissioners in attendance with the Clerk of the Board.
The Commissioners approved the minutes of the February 2, 2004 session.
The Commissioners approved the salary, wage, and/or position changes as recommended by
Angie Clark, Human Resources Director, for: Linda Patrick, Domestic Violence/Sexual Assault;
Guadalupe DeLaRosa, Grant Mental Healthcare; Jacquie Erickson, Grant Mental Healthcare; Julie
Kalles, Grant Mental Healthcare; Marge Schott, Juvenile Court and Youth Services; Leiza Tobin,
Grant Mental Healthcare; and Janet Millard, Prosecutor's Office.
The Commissioners approved the start date of January 29, 2004 for Kimberley A. Thompson,
Juvenile Court and Youth Services.
The Commissioners approved the separation date of February 1, 2004 for Karen Maedke,
Grant Mental Healthcare; Yelena Moskalets, Grant Mental Healthcare; Natalya Skala, Grant Mental
Healthcare; and Ben Baer; Grant Mental Healthcare.
The Chair of the Board was authorized to sign the Maysae Norisada (Meadows Second
Addition MP) Final Plat Submission and Review, Filed #92-1458.
A motion was made by Commissioner Snead, seconded by Commissioner Moore, that
Resolution No. 04 -019 -CC, a resolution adopting amendment to Deferred Compensation Plan and
repealing Resolution No. 03 -167 -CC in its entirety, be passed. The motion carried.
A Summons and Complaint was received on behalf of Gerald A. Iblings, dba Iblings Electric.
The matter was referred to the Prosecuting Attorney for handling.
The Commissioners met with Grant County Hospital District No. 4/McKay Healthcare and
upheld the recommendation of the Finance Committee to set the maximum Registered Warrants
limit to $750,000 to allow the District to continue providing quality medical services needed in the
Quincy area.
As of this date the Board by a majority vote does approve for payment those vouchers as
presented by the Grant County Health District: Payroll Vouchers #1 — 5, and General Fund Vouchers
#6 — 67, in the amount of $117,133.89, as recorded on a listing and made available to the Board.
A Closed Record Public Hearing, re -set from November 18, 2003, was held regarding the Appeal
of Official Administrative Interpretation — Piney Creek Land & Royalty Company. The proponent, Piney
Creek Land and Royalty Company, applied to re-enter and re -drill a natural gas exploration well for the
purpose of testing for the potential existence of a developable natural gas resource. A Notice of Official
Administrative Interpretation was submitted and an appeal was filed. After taking public testimony, a

motion was made by Commissioner Moore, seconded by Commissioner Snead, to continue the hearing to
March 16, 2004 at 3:00 p.m. The motion carried.
As there was no further business to come before the Board the session was continued until
February 10, 2004.
February 10, 2004
The session was continued at 9:00 a.m. with Commissioners Allison and Snead in attendance
with the Clerk of the Board. Commissioner Moore was not in attendance.
As of this date, the Board, by a majority vote, does approve for payment those vouchers
certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement
claims certified by the auditing officer as required by RCW 42.24.090, in the amount of
$424,297.06, as recorded on a listing and made available to the Board.
A Closed Record Public Hearing was held regarding the Norman Hopperstad Preliminary
Replat application. A motion was made by Commissioner Snead, seconded by Commissioner
Allison, to uphold the Planning Commission's unanimous recommendation and approve Norman
Hopperstad's Preliminary Replat of one parcel of land consisting of .56f acres in order to create twc
lots located on Lot #209a of the Larson subdivision, with the 12 Conditions of Approval and adding
Condition of Approval No. 13, which incorporates the recommendation received from the Grant
County Auditor, naming the replat "Larson Subdivision, Replat No. 10," and the seven (7) Findings
of Fact. The motion carried.
The Commissioners met with Derek Pohle, PE, Director/County Road Engineer, Public
Works Department, regarding: 1:40 p.m. Bid Opening, Air Compressor; 2:00 p.m. Bid Opening,
Propane Tank w/Trailer; 2:10 p.m. Bid Opening, Tow Pave; 2:20 p.m. Bid Opening, Street Sweeper,
Authorization to Call for Bids: one (1) V -Plow and one (1) Tailgate Sander; and 20 each -40 CY
Drop boxes; Contract Award Recommendation: Autos & Pickups (Discovery Ford); Easement:
BBCC Parkway; Left turn lane project east of Quincy; and Bridges showing signs of overload.
The Commissioners held a Bid Opening on Equipment Contract 2004-05, two (2) Air
Compressors, A motion was made by Commissioner Snead, seconded by Commissioner Allison, to
refer the bid to Public Works for their review and recommendation. The motion carried.
The Commissioners held a Bid Opening on Equipment Contract 2004-02, one (1) Propane
Tank w/Trailer. A motion was made by Commissioner Snead, seconded by Commissioner Allison,
to refer the bid to Public Works for their review and recommendation. The motion carried.
The Commissioners held a Bid Opening on Equipment Contract 2004-03, one (1) Tow Paver.
A motion was made by Commissioner Snead, seconded by Commissioner Allison, to refer the bids
to Public Works for their review and recommendation. The motion carried.

The Commissioners held a Bid Opening on Equipment Contract 2004-04, one (1) Street
Sweeper. A motion was made by Commissioner Snead, seconded by Commissioner Allison, to refer
the bid to Public Works for their review and recommendation. The motion carried.
The Commissioners signed the Public Works Claims Fund Voucher Approval No. 01-1
through No. 01-154 in the total amount of $635,838.23, as recorded on a listing and made available
to the Board.
The Commissioners approved the recommendation of Derek Pohle, Director/County Road
Engineer, Public Works Department, to award the following contracts: 1) furnish, deliver 4 door
sedans, award to: Discovery Ford, Moses Lake, WA; 2004 Ford Taurus @ $65,115.93 including tax
and fees for 5 units; 2) furnish, deliver 4x2 %i ton reg. cab pickup, award to: Discovery Ford, Moses
Lake, WA, 2004 Ford F150 4x2 % ton reg. cab pickup @ $31,537.31 for 2 units; 3) furnish, deliver
4x4 %2 ton ext. cab pickup, award to: Discovery Ford, Moses Lake, WA, 2004 Ford F150 XL 4x4
ton ext. cab pickup @$130,174.67 for 6 units; 4) furnish, deliver 4x2 1 ton ext. cab pickup, award to:
Discovery Ford, Moses Lake, WA, 2004 Ford F350 XL 4x2 3/4 ton ext. cab pickup @ $63,244.11
for 3 units, and 5) furnish, deliver 4x4 1 ton ext. cab pickup, award to: Discovery Ford, Moses Lake,
WA, 2004 Ford F350 XL 4x4 3/4 ton SD ext. cab pickup @ $100,458.32 for 4 units.
The Commissioners signed the Authorization to Call for Bids on Equipment Contract
2004-10, one (1) V -Plow and one (1) Tailgate Sander. Bids are to be opened February 24, 2004 at
2:00 p.m.
The Commissioners signed the Authorization to Call for Bids on Equipment Contract
2004-11, 20 each 40 Cy Drop boxes. Bids are to be opened February 24, 2004 at 2:10 p.m.
The Chair of the Board was authorized to sign the Robert Pusey (Robert Pusey Short Plat)
Final Plat Submission and Review, Filed #03-3582.
An Open Record Public Hearing, continued from January 28, 2003, was held regarding the
2002 Cycle Comprehensive Plan. Application 2002-01: Colt Smith and the City of Ephrata — Land Use
Designation Request for removal of the "RAID" designation from that area identified as Ephrata Area 1
and 2 and inclusion of Area 2 in the Ephrata UGA. After taking public testimony, a motion was made by
Commissioner Snead, seconded by Commissioner Allison, to close the public portion of Application
2002-12, Colt Smith and the City of Ephrata. The motion carried. A motion was made by Commissioner
Snead, seconded by Commissioner Allison, to uphold the Planning Commissions recommendation and to
change the Lolkus and Smith property to be a part of the Ephrata UGA, and denied the remainder of the
application for land use designation change based on the nine Findings of Fact. The motion carried.
Application 2002-01: Edmund Arreola — Land Use Designation Change request from Rural Remote to
Rural Community. After taking public testimony, a motion was made by Commissioner Snead, seconded
by Commissioner Allison, to close the public portion of Application 2002-01, Edmund Arreola. The
motion carried. A motion was made by Commissioner Snead, seconded by Commissioner Allison, to

uphold the Planning Commission's recommendation and approve the land use designation change for
Application 2002-01, Edmund Arreola, from Rural Remote to Rural Community with the nine (9)
Findings of Fact. The motion carried. Application 2002-03: Terry and Jeff Cochran is for a Land Use
Designation Change from Rural Remote to Recreation Development. Mr. Cochran requested, in writing,
that their application be withdrawn. As there was no public in attendance to speak on this matter,
motion was made by Commissioner Snead, seconded by Commissioner Allison, to close the public
comment portion of the hearing. The motion carried. A motion was made by Commissioner Snead,
seconded by Commissioner Allison, that based on Mr. Cochran written request, Grant County will accept
withdrawal of their 2002-03 application. The motion carried. The applications were referred to the
Planning Department for finalization of paperwork.
A Closed Record Public Hearing, continued from February 2, 2004, was held regarding the Earl
Hubsmith Preliminary Long Plat. A motion was made by Commissioner Snead, seconded by
Commissioner Allison, to approve the Earl Hubsmith preliminary long plat application to allow a two
phase, 30 lot subdivision consisting of approximately 33 acres in the urban residential zone located in the
Northeast'/4 Section 34, Township 19, Range 28 EWM, Grant County, with the nine (9) Conditions of
Approval and six (6) Findings of Fact. The motion carried.
A Public Hearing, continued from February 3, 2004, was held to discuss changes to existing
Noise Ordinance which deals with public noise and/or noise disturbances. After taking testimony
from the public, a motion was made by Commissioner Snead, seconded by Commissioner Allison, to
close the public portion of the hearing. The motion carried. A motion was made by Commissioner
Snead, seconded by Commissioner Allison to (a) repeal Resolution/Ordinance No. 91 -75 -CC
currently codified in the Grant County Code ("GCC") as Chapter 6.24 GCC regulating Noise
Disturbances; and (b) enact new text for Chapter 6.24 of the GCC regulating noise disturbances and,
other matters property relating thereto. Discussion followed. Commissioner Snead moved to amend
the original motion in Section 6.24.020, Definitions, "Motor Vehicle Noise Disturbances," Item 4,
that the language "seventy-five feet (75')" be struck and replaced with "thirty feet (30')" on the
source of sound; and that in Section 6.24.020, Definitions, "Public Noise Disturbances," Item 3, after
the words "social gatherings" the words "and low base frequency" be added. Commissioner Allison
seconded the amendment. A call for the vote on the amendment was made. The amendment carried.
A call for the vote on the original motion was made. The motion carried.
As there was no further business to come before the Board the session was continued until

February 11, 2004
The session was continued at 9:00 a.m. with all the Commissioners in attendance with the
Clerk of the Board.
The Commissioners approved the recommendation of Angie Clark, Human Resources
Director, that Kevin Hake and Scott Olson, Juvenile Court and Youth Services Department, be

transferred from Treatment Monitor position to Probation Counselor position, effective January 1,
2004.
The Commissioners upheld the recommendation of the Finance Committee to allow the
Grant County Hospital District No. 4/McKay Healthcare up to $750,000 maximum in registered
warrants to continue providing quality medical services needed in the Soap Lake area.
The Chair of the Board was authorized to sign approval of the Special Occasion License
Application of the Moses Lake Roundup, Moses Lake, WA, from the Washington State Liquor
Control Board.
The Commissioners received a Notice of Claim from Morgan K. Curtiss. The matter was
referred to the Washington Rural Counties Insurance Pool for handling.
The Commissioners received a Petition for Removal and Request for Jury Trial on behalf of
Liliana Muro. The matter was referred to the Prosecuting Attorney for handling.
As there was no further business to come before the Board the session was continued until
February 11, 2004.
February 12, 2004
The session was continued at 9:00 a.m. with Commissioners Allison and Snead in attendance
with the Clerk of the Board. Commissioner Moore was not in attendance.
The Commissioners set a Public Hearing, pursuant to RCW 36.40.100, for March 8, 2004 at
2:30 p.m., Commissioners Hearing Room, Grant County Courthouse, Ephrata, relating to the facts
requiring supplemental extension in the Emergency Management Fund #102 budget of Department
#144 from unanticipated state/federal funds in the amount of $245,459.
As there was no further business to come before the Board, the session was adjourned until
February 17, 2004.
