ASSESSMENT RATE FOR TURNKEY RESOLUTION No. Dq- O -CC
LIGHTING DISTRICT FOR 2004 SET AT
$30.00 PER PARCEL
WHEREAS, Resolution 02 -193 -CC approved the formation of the Turnkey Lighting
District; and
WHEREAS, the Order set forth that the amount of the annual assessment for the LID
was to be based on the annual cost of operation as determined by the Grant County PUD; and
WHEREAS, the current assessment of $36.00 (Thirty Six and No/100 Dollars) per
taxable parcel will exceed the estimated 2004 charges,
NOW, THEREFORE, BE IT HEREBY RESOLVED THAT pursuant to the Order,
the Board of County Commissioners certifies to the Grant County Treasurer the assessment rate
for 2004 will be decreased to $30.00 (Thirty and No"] 00 Dollars) per taxable parcel in RID No.
02-1; and
IT IS FURTHER RESOLVED THAT the Grant County Treasurer use these figures for
the assessment rate in all future assessment rolls of RID No. 02-1 until further order of the Board
of County Commissioners.

RE: 2004 ASSESSMENTS FOR TURNKEY LIGHTING DISTRICT
I have not receive from the Grant County PUD any estimate yet for the
lighting costs for 2004 that need to be paid and assessed on the
properties within the boundaries of the Turnkey Lighting District in
2004. I have decided to use a 3% estimate for any increase in costs
for 2004. The original resolution stated that no new assessment will
be prepared unless there is an increase or decrease in the annual
anticipated lighting costs submitted by the Grant County PUD. The
first years assessment rate was set at ($36.00) per parcel for 2003
due to having to pay for street lights for part of 2002. The
anticipated carryover going into 2004 amounts to around $46.56 and
will not be adequate to cover for payments in February and March.
With the monthly bill probably getting a 3% rate increase by the PUD
in 2004 but a decrease in the payments for being just 12 months, we
can decrease the assessment from ($36.00) in 2003 to ($30.00) in 2004
which includes the county's administration fee. The administration
fee will continue to be $1.00 per parcel for 2004. Please start the
Process to decrease the assessment rate to $30.00 per parcel for
2004.
Due to having higher monthly fees assessed by the PUD than budgeted
for, the 2003 budget will most likely be short $40.00 for the end of
this budget year. If required to do so, please start the process
when necessary to extend the budget of this Lighting District.
