HomeMy WebLinkAboutCommissioners Proceedings - Commissioners - 20 (285)COMMISSIONERS' PROCEEDINGS Week of November 24, 2003 The Grant County Commissioners session was called to order at 9:00 a.m. by the Chair of the Board, Deborah Moore, with all the Commissioners in attendance with the Deputy Clerk of the Board. The Commissioners reviewed the minutes for the week of November 17, 2003, and requested the following correction be made: That on Page 2, Paragraph 3: " Deyelepme^t Disabilities." be stricken in its entirety and replaced with: The Commissioners received training on Grant Mental Healthcare's Failure Mode Effect Analysis for increasing safety and reducing risk to staff and individuals served by the agency in Out of Office Settings. With this correction, the Commissioners approved the minutes of the November 17, session. A motion was made by Commissioner Snead, seconded by Commissioner Allison, that Resolution Number 03 -152 -CC, a resolution authorizing an appropriation and expenditure of funds, Current Expense Fund 4001, Various Departments, in the amount of $380,953, and setting a public hearing for December 9, 2003 at 3:00 p.m., be passed. The motion carried. The Commissioners approved the salary, wage, and/or position changes as recommended by Angie Clark, Director of Human Resources, for Raquel Fike, PARC; Jean Adamson, Prosecutor's Office; and Teddy Chow, Prosecutor's Office. The Commissioners approved the separation date of October 20, 2003 for Leslie Howard- Bjur, PARC; November 10, 2003 for Pam Johnson, PARC; and November 14, 2003 for Carolyn Fair, Prosecutor's Office. The Commissioners approved the starting date of November 24, 2003 for Nisa Fae Davis, PARC. On November 17, 2003, the Chair of the Board was authorized to sign the Washington State Department of Social & Health Services County Program Agreement, providing residential contract services for Grant County Developmental Disabilities, Amendment to DSHS Agreement Number 02-63-05874, Amendment No. 03; and DSHS Agreement Number 03-63-37859. The contract dates of November 1, 2003 through June 30, 2005 were incorrect and new contracts were submitted. The Chair of the Board was authorized to sign the corrected contracts. The forms were sent to Development Disabilities to obtain further signatures. The Commissioners approved the request from the Sheriff's Department to amend the Sheriffs Department 2003 budget in the amount of $21,965 to purchase twenty (20) Model 26000 Taser X2's. Deborah Moore was appointed to serve on the Executive Board of Directors for the Grant Transit Authority for the year 2004. The Commissioners met with Derek Pohle, PE, Director/County Road Engineer, Public Works Department, regarding: Local Agency Agreement Supplements: Bridge #347, S - NW Rd.; Bridge #386, M - NW Rd; and Bridget #388, 7 - NW Rd.; 2003 Day Labor Limit; Hunter Canyon; 2004 Budget Draft; SWAC - Resignation of Dick Keeney (Warden); and HHW & Metals Drive Summary Reports. The Commissioners received the resignation of R.E. Keeney, Mayor, City of Warden, from the Grant County Solid Waste Advisory Committee. The Chair of the Board was authorized to sign the Washington State Department of Transportation Local Agency Agreement Supplement, Grant County Public Works, Supplement Number 1, Federal Aid Project Number BRS - 13CF(001), Agreement Number LA 5579, CFDA No. 20.205, Bridge #347, S - NW Rd; Supplement Number 1, Federal Aid Project Number BRS - 13EQ(001), Agreement Number LA 5581, CFDA No. 20.205, Bridge #386, M -NW Rd; and Supplement Number 1, Federal Aid Project Number BRS - 13CG(001), Agreement Number LA 5580, CFDA No. 20.205, Bridge #388, 7 - NW Rd. Commissioners Allison and Snead signed the Agreement between Grant County and the Town of Wilson Creek, contracting for law enforcement within its boundaries through the Sheriff's Department. The Commissioners signed the Public Works Payroll Journal for the month of November in the amount of $339,078.12. As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amount of $991,433.33 as recorded on a listing and made available to the Board. The Commissioners approved the request for Transfer of Funds in Current Expense Fund #001, Clerk's Department #105, in the amount of $22,884 to re -allocate budget for change in maintenance costs. A motion was made by Commissioner Snead, seconded by Commissioner Allison, that Resolution Number 03 -153 -CC, a resolution amending the Grant County Courthouse Security Committee and, other matters properly relating thereto, be passed. The motion carried. A motion was made by Commissioner Allison, seconded by Commissioner Snead, that Resolution Number 03 -154 -CC, a resolution relating to the transfer of funds within the 2003 budget of the Current Expense Fund #001, Civil Service Department 9110, Disability Board Department #113, Board of Adjustment Department #127, and Capital Outlay Department #141, in the amount of $2,844, be passed. The motion carried. The Commissioners approved the request from the Sheriff s Office, as recommended by Human Resources, to re-evaluate the Evidence Specialist Position. November 25, 2003 The session was continued at 9:00 a.m. with all of the Commissioners in attendance with the Deputy Clerk of the Board. An Open Record Public Hearing was held regarding an Ordinance / Resolution Establishing Fees for Filing Requests. A motion was made by Commissioner Snead, seconded by Commissioner Allison, to close public portion of the hearing. The motion carried. A motion was made by Commissioner Snead, seconded by Commissioner Allison, to approve an Ordinance establishing fees for filing request for mandatory arbitration and/or trial De Novo of an arbitration award and other matters properly relating thereto. The motion carried. A motion was made by Commissioner Snead, seconded by Commissioner Allison, that Ordinance / Resolution Number 03 -155 -CC, an Ordinance Establishing Fees for Filing Requests for Mandatory Arbitration and/or Trial De Novo of an Arbitration Award and, Other Matters Properly Relating Thereto, be passed. The motion carried. As there was no further business to come before the Board, the session was adjourned until December 1. 2003.
