Week of October 27, 2003
The Grant County Commissioners session was called to order at 9:00 a.m. by the Chair of
the Board, Deborah Moore, with all the Commissioners in attendance with the Deputy Clerk of
the Board.
The Commissioners approved the minutes of the October 20, 2003, session.
The Chair of the Board was authorized to sign the William and Goldie Nolan (Nolan
Short Plat) Final Plat Submission and Review, File #03-3614, and Robert Miller (White Trail
Tracts) Final Plant Submission and Review, File 902-3463.
The Commissioners reviewed and approved the Grant Mental Healthcare Policy and
Procedure, Leadership/Improving Organizational Performance, Sentinel Event Management.
Chair of the Board was authorized to sign the Policy and Procedure.
A motion was made by Commissioner Allison, seconded by Commissioner Snead, that
Resolution Number 03 -143 -CC, Strategic Infrastructure Committee Recommendations for
funding, Port of Quincy, $10,000, 2003-11, Municipal Airport Runway Reconstruction, $5,000
Grant, $5,000 Loan, be passed. The motion carried.
The Commissioners approved the salary, wage, and/or position changes as recommended
by Angie Clark, Human Resources Director, for Flor Garcia, Grant Mental Healthcare; Argi
Morales, PARC; Becky Garcia, PARC; Leslie Howard-Bjur, PARC; Trisha Olson, Auditor's
Office; Angie L. Hightower, PARC; Kimberly S. Voss, PARC; Pat Burleson; New Hope
DV/SA; Denice Bloxton, Grant Mental Healthcare; Chris Lange; Grant Mental Healthcare;
Ricardo Gamez; Grant Mental Healthcare; Angela Clay; Grant Mental Healthcare; John Hoyer;
Grant Mental Healthcare; Lucky M. Atkins; Juvenile; Michael A. (Tony) Lidbetter; Juvenile;
Richard P. Cole; Juvenile; and Jamie D. Smith; Juvenile.
The Commissioners approved the separation date of October 19, 2003 for Robert (Bob)
Lythgoe, Grant Mental Healthcare; and October 31, 2003 for Karen Denton, PARC.
The Commissioners approved the extended leave of absence for Suzanne Sebum,
Superior Court and Keith B. Wilson, Juvenile.
A public hearing was held and a motion was made by Commissioner Snead, seconded by
Commissioner Allison, that Resolution Number 03 -144 -CC, authorizing an appropriation and
expenditure of funds, Affordable Housing Fund #129, Department #171, in the amount of
$50,092, be passed. The motion carried.
A public hearing was held and a motion was made by Commissioner Allison, seconded
by Commissioner Snead, that Resolution Number 03 -145 -CC, authorizing an appropriation and
expenditure of funds, Domestic Violence Fund #128, Department, #170, in the amount of
$18,700, be passed. The motion carried.
A public hearing was held and a motion was made by Commissioner Snead, seconded by
Commissioner Allison, that Resolution Number 03 -146 -CC, authorizing an appropriation and
expenditure of funds, Mental Health Fund 9108, Department #150, in the amount of $461,385,
be passed. The motion carried.
The Commissioners approved the request from Jennifer Lane, Administrator/County CD
Coordinator, PARC, for out of state travel for Becky Garcia and Argi Mores to attend the All
Stars Facilitator Training in Edinburg, Texas, November 5 -November 9, 2003.
As of this date, the Board, by a majority vote, does approve for payment those vouchers
certified by the auditing officer as required by RCW 42.24.080, and those expense
reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the
amount of $219,229.06 as recorded on a listing and made available to the Board.
10/20/03 The Commissioners received claim for injury, Judy Barela; Notice of Claim —
Inland Empire Fire Protection, Inc.; -Notice of Claim of Lien Against Retainage and Claim
Against Bond, Green Hat Plumbing & Heating, Inc.; Notice of Claim of Lien from R&R
Masonry, Inc.; Rock Damage Claim — Tom Bennett; Notice of Claim Against Payment and
Performance Bond and Retention, Golden North Painting, Inc.; Notice of Claim — Consolidated
Electrical Dist., Inc.; and Notice of Claim — Design Wall Covering. These matters were referred
to the Washington Rural Counties Insurance Pool for handling.

The session was continued at 9:00 a.m. with all of the Commissioners in attendance with
the Clerk of the Board.
The Commissioners received and approved for distribution a request to initiate the Sick
Leave Donation Policy for an employee of the Public Works Department.
An Open Record Public Hearing was held regarding the Proposed Land Use Designation
Change, Rural Areas of More Intensive Development ("RAIDs") Commissioner Allison
provided a brief history of the Rural Areas of More Intensive Development, Growth
Management Act, and discussed RCW 36.70A.020 and 030. Scott Clark, Director of Planning,
provided an overview of the Department of Community, Trade and Economic Development's
("CTED") September 5, 2003 letter to the Board of County Commissioners and summarized the
Growth Management Hearings Board areas of non-compliance. The Grant County Planning
Department, Rural Area of More Intensive Development, Boundary Analysis has been updated to
include CTED's suggestions. The Chair of the Board advised those present that three additional
letters regarding the RAIDS had been received from: Marilyn M. Meseberg, Mar Don Resort;
Mayor Elliot Kooy, City of George; and Cherie Escure and were made a part of the record. A
fifteen minute break was taken. The Chair of the Board advised those in attendance that the
Commissioners met in Executive Session with the Chief Deputy Prosecuting Attorney regarding
city lawsuits and RAIDS. After further testimony from the public, a motion was made by
Commissioner Allison, seconded by Commissioner Snead to close the public comment portion
of the hearing. The motion carried.
• Schawana: A motion was made by Commissioner Snead, seconded by Commissioner
Allison, to approve Rural Area of Intense Development for Schawana Rural Community.
Staff to write findings of fact. The motion carried.
• Beverly: A motion was made by Commissioner Snead, seconded by Commissioner
Allison, to approve Rural Area of Intense Development for Beverly Rural Community.
Staff to write findings of fact.
• Wheeler Area: A motion was made by Commissioner Snead, seconded by Commissioner
Allison, to approve Rural Area of Intense Development for Wheeler Rural Community.
Staff to write findings of fact.
• Royal Camp: A motion was made by Commissioner Allison, seconded by Commissioner
Snead, to approve Rural Area of Intense Development for Royal Camp Rural Community
and the area outside revert to Agricultural Resource. Staff to write findings of fact. The
motion carried.
• Parker Spring: A motion was made by Commissioner Allison, seconded by
Commissioner Snead, to approve Rural Area of Intense Development for Parker
Springs/Ridgeview Estates Rural Community and the area outside to revert to Rural
Residential 2. Staff to write findings of fact. The motion carried.
• Trinidad: A motion was made by Commissioner Allison, seconded by Commissioner
Snead, to approve Rural Area of Intense Development for Trinidad Rural Community,
adding the two additional small parcels, and re -designating that portion areas removed to
Rural Remote. Staff to write findings of fact. The motion carried.
• Wampum Village: A motion was made by Commissioner Snead, seconded by
Commissioner Allison, to approve Rural Area of Intense Development for Wanapum
Village Rural Community and the area outside revert to Rural Remote. Staff to write
findings of fact. The motion carried.
• Marine View Heights: A motion was made by Commissioner Snead, seconded by
Commissioner Allison, to approve Rural Area of Intense Development for Marine View
Heights Rural Community and other areas, provided that there has been development
with water rights and power. Staff to write findings of fact. The motion carried.
• White Trail: A motion was made by Commissioner Snead, seconded by Commissioner
Allison, to approve Rural Area of Intense Development for White Trail Rural
Community and the area outside revert to Agriculture. Staff to write findings of fact. The
motion carried.
• Desert Aire: A motion was made by Commissioner Allison, seconded by Commissioner
Snead, to approve Rural Area of Intense Development for Desert Aire Rural Village and
the area outside revert to Agriculture Resource. Staff to write findings of fact. The motion
carried.
• McConihe Shore: A motion was made by Commissioner Allison, seconded by
Commissioner Snead, to approve Rural Area of Intense Development for McConihe
Shore Shoreline Development. Staff to write findings of fact. The motion carried.
• Mae Valley Shore: A motion was made by Commissioner Snead, seconded by
Commissioner Allison, to approve Rural Area of Intense Development for Mae Valley
Shore Shoreline Development and the area outside revert to Rural Residential 2. Staff to
write findings of fact. The motion carried.
• Blue Lake Shore: A motion was made by Commissioner Snead, seconded by
Commissioner Allison, to approve Rural Area of Intense Development for Blue Lake
Shoreline Development. Staff to write findings of fact. The motion carried.
• Sunland Estates: A motion was made by Commissioner Snead, seconded by
Commissioner Allison, to approve Rural Area of Intense Development for Sunland
Estates Shoreline Development. Staff to write findings of fact. The motion carried.
• Crescent Bar: A motion was made by Commissioner Allison, seconded by Commissioner
Snead, to approve Rural Area of Intense Development for Crescent Bar Recreational
Development and the area outside revert to Rural Remote. Staff to write findings of fact.
The motion carried.
• The Gorge: A motion was made by Commissioner Allison, seconded by Commissioner
Snead, to approve Rural Area of Intense Development for The Gorge Recreational
Development, with inclusion of three 40 acre parcels, 60 acres at the NE corner of Silica
and Baseline as noted by map in grey, and the area outside revert to Agriculture Remote.
Additional stipulation: complete legal description to be provided to staff by property
owners. Staff to write findings of fact. The motion carried.
• North Soap Lake: A motion was made by Commissioner Snead, seconded by
Commissioner Allison, to approve Rural Area of Intense Development for North Soap
Lake Recreational Development. Staff to write findings of fact. The motion carried.
• Marine View 2: A motion was made by Commissioner Allison, seconded by
Commissioner Snead, to approve Rural Area of Intense Development for Marine View 2
Recreational Development, including the two requested additions by Marilyn Meseberg.
Additional stipulation: owner to provide legal description. Staff to write findings of fact.
The motion carried.
• Winchester: A motion was made by Commissioner Allison, seconded by Commissioner
Snead, to approve Rural Area of Intense Development for Winchester Agriculture
Service Center and the area outside revert to Agriculture Resource. Staff to write findings
of fact. The motion carried.
• Ruff: A motion was made by Commissioner Snead, seconded by Commissioner Allison,
to approve Rural Area of Intense Development for Ruff Agriculture Service Center and
the area outside revert to Agriculture Resource. Staff to write findings of fact. The motion
carried.
• McDonald Siding 1: A motion was made by Commissioner Snead, seconded by
Commissioner Allison, to rescind Rural Area of Intense Development for McDonald
Siding 1 Agriculture Service Center and the area revert to Agriculture Resource. Staff to
write findings of fact. The motion carried.
• Ballard's Cafe: A motion was made by Commissioner Allison, seconded by
Commissioner Snead, to approve Rural Area of Intense Development for Ballard's Cafe
Agriculture Service Center and the area outside revert to Agriculture. Staff to write
findings of fact. The motion carried.
• Stratford: A motion was made by Commissioner Snead, seconded by Commissioner
Allison, to approve Rural Area of Intense Development for Stratford Agriculture Service
Center and the area outside revert to Agriculture Resource. Staff to write findings of fact.
The motion carried.
• McDonald Siding 2: A motion was made by Commissioner Allison, seconded by
Commissioner Snead, to approve Rural Area of Intense Development for McDonald
Siding 2 Agriculture Service Center and the area outside revert to Agriculture. Staff to
write findings of fact. The motion carried.
• McDonald Frontage 1: A motion was made by Commissioner Allison, seconded by
Commissioner Snead, to approve Rural Area of Intense Development for McDonald
Frontage 1 Agriculture Service Center. Staff to write findings of fact. The motion carried.
• Ballard 1: A motion was made by Commissioner Allison, seconded by Commissioner
Snead, to amend the Planning Commissioner recommendation and include entire Ballard
I Rural Freeway Commercial based on existing development and taking into
consideration that it is 40 percent wetlands. Staff to write findings of fact, The motion
carried.
• Dodson Road 1: A motion was made by Commissioner Snead, seconded by
Commissioner Allison, to approve Rural Area of Intense Development for Dodson Road
1 Rural Freeway Commercial. Staff to write findings of fact. The motion carried.
• George 1: A motion was made by Commissioner Allison, seconded by Commissioner
Snead, to approve Rural Area of Intense Development for George 1 Rural Freeway
Commercial. Staff to write findings of fact. The motion carried.
• George 2 and 3: A motion was made by Commissioner Allison, seconded by
Commissioner Snead, to approve Rural Area of Intense Development for George 2 and 3
Rural Freeway Commercial. Staff to write findings of fact. The motion carried.
• Moses Lake 10: A motion was made by Commissioner Snead, seconded by
Commissioner Allison, to approve Rural Area of Intense Development for Moses Lake
10 Rural Freeway Commercial. Staff to write fundings of fact. The motion carried.
• Silica Road 1: A motion was made by Commissioner Allison, seconded by
Commissioner Snead, to approve Rural Area of Intense Development for Silica Road 1
Rural Freeway Commercial. Staff to write findings of fact. The motion carried.
• Mae Valley 4: A motion was made by Commissioner Allison, seconded by
Commissioner Snead, to approve Rural Area of Intense Development for Mae Valley 4
Rural Freeway Commercial. Staff to write findings of fact. The motion carried.
• Jet Farms 1: A motion was made by Commissioner Allison, seconded by Commissioner
Snead, to approve Rural Area of Intense Development for Jet Farms Rural General
Commercial. Staff to write findings of fact. The motion carried.
• Ephrata 1: A motion was made by Commissioner Allison, seconded by Commissioner
Snead, to approve Rural Area of Intense Development for Ephrata 1
Commercial/Industrial Center and the area outside revert to Rural Residential 1. Staff to
write findings of fact. The motion carried.
• Ephrata 3: A motion was made by Commissioner Snead, seconded by Commissioner
Allison, to approve Rural Area of Intense Development for Ephrata 3 Rural Industrial.
Staff to write findings of fact. The motion carried.
• Ephrata 2: A motion was made by Commissioner Allison, seconded by Commissioner
Snead, to adopt Planning Department's recommendation to include Ephrata 2 Rural
Recreational Commercial in Rural Area of Intense Development and the area outside
revert to Rural Residential 1 and noting that there will be a Comprehensive Plan
amendment in the near future. Staff to write findings of fact. The motion carried.
A motion was made by Commissioner Snead, seconded by Commissioner Allison, to continue
the Proposed Land Use Designation Change Rural Areas of More Intensive Development
("RAIDs") hearing to November 7, 2003 at 1:30 p.m. and November 13, 2003 1:30 p.m. (if
needed). The motion carried
The Commissioners approved the request of Carol Crater, Grant County District Court,
for a budget extension, in the amount of $1,100, due to successful grant applications. The funds
will be used to purchase two portable breathalyzers.

The session was continued at 9:00 a.m. with all of the Commissioners in attendance with
the Clerk of the Board.
A motion was made by Commissioner Snead, seconded by Commissioner Allison, that
Resolution Number 03 -147 -CC, relating to the transfer of funds within the 2003 budget of the
Law and Justice Fund, #121, Department #163, in the amount of $16,000, be passed. The motion
carried.
A Public Hearing was held regarding the Comprehensive Plan Amendments — 2002. This
meeting was continued from October 15, 2003 and the purpose of the hearing was to take action
on the following applications which were continued from the September 3, 2003 hearing:
1. 2002-1, Edmund Arreola/ Beverly — and Use Designation Change request from Rural
Remote to Rural Community;
2. 2002-3, Terry and Jeff Cochran, Royal City - Land Use Designation Change from Rural
Remote to Recreation Development;
3. 2002-12, Colt Smith and the City of Ephrata— Land Use Designation request for removal
of the "RAID" designation from that area identified as Ephrata Area 1 and 2 and
inclusion of Area 2 in the Ephrata UGA; and
4. 2002-14, Mark Poth, Moses Lake — Land Use Designation Change request from Public
Facilities to Urban Commercial and/or Urban Residential.
The actions from the previous public hearing were recapped. Scott Clark, Director of Planning,
summarized the letter received from Department of Community, Trade and Economic
Development's ("CTED") September 5, 2003 letter to the Board of County Commissioners.
2002-1 — Edmund Arreola/ Beverly — and Use Designation Change request from
Rural Remote to Rural Community. The proposal is to change the Land Use
Designation from Rural Remote to Rural Community on 19.75 acres of Lower Crab
Creek Road, adjacent to Beverly. Owners wish to change the land use designation from
Rural Remote to Rural Community to allow the development of a mobile home park. A
motion was made by Commissioner Snead, seconded by Commissioner Moore, to deny
this land use designation proposal from Rural Remote to Rural Community with the (9)
Findings of Fact. The motion carried. Commissioner Allison opposed the motion.
2. 2002-3 — Terry and Jeff Cochran, Royal City - Land Use Designation Change from
Rural Remote to Recreation Development. The property consists of approximately 120
acres and is a part of a larger tract and is located on Highway 243 near Vantage. A
motion was made by Commissioner Allison, seconded by Commissioner Snead, to deny
this land use designation proposal from Rural Remote to Recreation Development with
the nine (9) Findings of Fact. The motion carried.
3. 2002-12 — Colt Smith and the City of Ephrata — Land Use Designation request for
removal of the "RAID" designation from that area identified as Ephrata Area 1 and
2 and inclusion of Area 2 in the Ephrata UGA. A motion was made by Commissioner
Snead, seconded by Commissioner Allison, that this land use designation proposal be
approved and allowing the Lolkus and Smith property to be included in the Ephrata UGA
with the nine (9) Findings of Fact. The motion carried.
4. 2002-14 — Mark Poth, Moses Lake — Land Use Designation Change request from
Public Facilities to Urban Commercial and/or Urban Residential. The proposal is to
change the land use designation on a three and a quarter acre parcel located at the Grant
County Airport. A motion was made by Commissioner Snead, seconded by
Commissioner Allison, to approve the land use designation from Public Facilities to
Urban Residential with the nine (9) Findings of Fact. The motion carried.
This concluded the Grant County Comprehensive Plan 2002 Amendments. A motion was made
by Commissioner Snead, seconded by Commissioner Allison, to instruct staff to compile all
records in a document for BOCC to sign to complete this action.
October 30, 2003
The session was continued at 9:00 a.m. with Commissioners Allison and Snead in
attendance with the Clerk of the Board. Commissioner Moore was out of town and excused.
The Commissioners reviewed the Development Agreement between Grant County and
Michael J. Bemsen, dba Sandcastle Estates LLC, of Othello, Washington. Commissioner Snead
was authorized to sign the agreement.
The Commissioners signed the Public Works Claims Fund Voucher Approval No. 10-1
through No. 10-112 in the total amount of $227,037.42, as recorded on a listing and made
available to the Board.
October 31, 2003
The session was continued at 9:00 a.m. with all of the Commissioners in attendance with
the Clerk of the Board.
The Chair of the Board was authorized to sign the Articles of Association of the Eastern
Washington Council of Governments.
The Commissioners signed the Public Works Payroll Journal for the month of October.
As there was no further business to come before the Board, the session was adjourned
until November 3, 2003.
