HomeMy WebLinkAboutCommissioners Proceedings - Commissioners - 20 (280)COMMISSIONERS' PROCEEDINGS Week of October 20, 2003 The Grant County Commissioners session was called to order at 9:00 a.m. by the Chair of the Board, Deborah Moore, with all the Commissioners in attendance with the Clerk of the Board. The Commissioners approved the minutes of the October 13, 2003, session. The Chair of the Board was authorized to sign the Washington State Military Department Contract E03-364 which provides financial assistance to the County solely for expenses necessary to answer 911 calls. Contract period: July 1, 2003 through June 30, 2004. The Commissioners approved the Request for Transfer from the Noxious Weed Control Board of Grant County, due to necessary expenditures unforeseen at the time of approval of the 2003 budget, from the Enforcement Weed Spray 441.23 to Extra Help #12.01, in the amount of $4,000. The Commissioners approved the request from Jerry Jasman, Grant County Coroner, for an increase in the 2003 budget, Pathology, in the amount of $16,000. The Commissioners approved the salary, wage, and/or position changes as recommended by Human Resources for Joleen Kellams, Juvenile Department. Commissioners Allison and Snead approved the request from David Nelson, Building/Fire Marshall, to perform building inspection work for the Town of Grand Coulee with the proviso that there is no conflict of interest, it will not impede regular work schedules, and is done in the evening or on weekends. A motion was made by Commissioner Allison, seconded by Commissioner Snead, that Resolution Number 03 -141 -CC, in the matter of approving the John Albrandt Preliminary Plat, six (6) lot subdivision on 6.67 acres in the Urban Residential 3 Zone of Grant County, located in a portion of Section 21; Township 19 North; Range 28 EWM, Grant County, WA, be passed. The motion carried. A motion was made by Commissioner Snead, seconded by Commissioner Allison, that Resolution Number 03 -142 -CC, in the matter of approving the Donald Gustafson request for Reasonable Use Exception allowing a single family home on a sub standard lot located in Section 12, Township 19 North, Range 27, EWM, Grant County, WA, be passed. The motion carried. The Chair of the Board was authorized to sign the Land Use Agreement ("ORV") between Grant County and the Washington Department of Fish and Wildlife. The Commissioners received Notice of Claim of Lien Against Retainage and Claim Against Bond, Perez Construction and Development, Inc.; Notice of Claim of Lien Against Retainage and Claim Against Bond, Iblings Electric; and Notice of Claim Against Payment and Performance Bond and Retention, Skaug Brothers, Inc. These matters were referred to the Washington Rural Counties Insurance Pool for handling. October 21, 2003 The session was continued at 9:00 a.m. with all of the Commissioners in attendance with the Clerk of the Board. As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amount of $875,166.01 as recorded on a listing and made available to the Board. The Commissioners requested one voucher be held until further explanation was received. The Chair of the Board was authorized to sign the Authorization of Canvassing Board Representatives, Auditor's Staff, appointing representative personnel to assist with the Election which will be held November 4, 2003. The Chair of the Board was authorized to sign the Delegation of County Legislative Authority to Serve on Canvassing Board, designating LeRoy Allison to serve on the Board November 7, 2003 and Deborah Moore to serve on the Board November 19, 2003 for the Election which will be held November 4, 2003. The Commissioners met with Derek Pohhq PE, Director/County Road Engineer, Public Works Department, regarding: Local Agency Agreement — Neppel Road, Grand Coulee Hill Road, and 5 NW Road; Sun Lake State Park; Metals Drive and article in Herald. The Chair of the Board was authorized to sign the following Washington State Department of Transportation, Local Agency Agreement Supplement, Agency: Grant County Public Works: CFDA No. 20.205, Neppel Road; 5 NW Road; and Grand Coulee Hill Road. As of this date the Board by a majority vote authorizes the payment of the professional services charges as provided in the Knodell v. Grant County District Court, et. al., matter. Commissioners Allison and Snead authorized the Chief Deputy Prosecuting Attorney to join with the National Association of Home Builders Intervention Coalition in the National Wildlife Federation v. FEMA, CV 032824 matter. The Commissioners approved the request from Bill Varney, Auditor, for an exception to the comp time maximum for the employees in the Elections Department for the months of September through December each year due to primary and general elections. October 22, 2003 The session was continued at 9:00 a.m. with all of the Commissioners in attendance with the Clerk of the Board. The Commissioners signed the Working Agreement By and Between Grant County and Teamsters Local Union No. 760, Teamsters, Food Processing Employees, Public Employees, Warehousemen and Helpers, Grant County Sheriff's Department Support Staff, and effective January 1, 2003 to December 31, 2004 and authorized a payroll increase for members as outlined in the Agreement. As there was no further business to come before the Board, the session was adjourned until October 27, 2003.
