HomeMy WebLinkAboutCommissioners Proceedings - Commissioners - 20 (279)COMMISSIONERS' PROCEEDINGS Week of October 13, 2003 The Grant County Commissioners session was called to order at 9:00 a.m. by the Chair of the Board, Deborah Moore, with all the Commissioners in attendance with the Clerk of the Board. The Commissioners approved the minutes of the October 6, 2003, session. The Chair of the Board was authorized to sign the State of Washington Invoice Voucher ("NCCAC"), Department of Community, Trade and Economic Development, CDBG Contract No. 03-64003-004, Payment Request #9. The Chair of the Board was authorized to sign approval of the Special Occasion License Application #091000 of Ducks Unlimited, Othello, Washington, from the Washington State Liquor Control Board. The Chair of the Board was authorized to sign approval of the Assumption from Royal Slope Scales, LLC, dba Royal Slope Scales, Royal City, Washington, from the Washington State Liquor Control Board. Applicants: Diana Chabolla and Humberto A. Chabolla. The Commissioners set a Public Hearing, pursuant to RCW 36.40.100, for November 4, 2003, at 3:30 p.m., Commissioners Hearing Room, Grant County Courthouse, Ephrata, regarding request for a supplemental extension in the 2003 budget for PARC Fund #115, Department #157, in the amount of $160,005. As of this date the Board by a majority vote does approve a general salary increase of ten (10%) above the regular (not "grandfathered") Corrections Lieutenant position to the Corrections Captain, retroactive to July 1, 2003. The Commissioners approved the salary, wage, and/or position changes as recommended by Human Resources for Flor Garcia, Grant Mental Healthcare; Lesa Plaisted, DCL — Supported Living; Maureen Maine, Juvenile Department; Katheryn L. Nelson, Juvenile Department; Sonia Davis, Clerk's Office; Teresa Chen, Deputy Prosecutor; Albert Lin, Deputy Prosecutor; Lyliane Sheets, Deputy Prosecutor; Lynn Gross, Assessor/GIS; and Jim Edlund, Treasurer's Office. The Commissioners approved the starting date of October 1, 2003 for Mildred S. Oliveros, Sheriffs Office. The Commissioners approved the separation date of October 12, 2003 for Michael D. Earney, Juvenile Department; and October 3, 2003 for Becky M. Garcia, Juvenile Department. As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amount of $1,430,916.82 as recorded on a listing and made available to the Board. The Commissioners signed the Public Works Claims Fund Voucher Approval No. 09-1 through No. 09-195 in the total amount of $1,951,316.39, as recorded on a listing and made available to the Board. The Chair of the Board was authorized to sign the State of Washington, Administrative Office of the Courts and Grant County Interlocal Cooperation Act Agreement, ICA -2004-436 on behalf of Grant County Juvenile Court. An Open Record Public Hearing was held regarding: land use designation of certain properties currently identified as RAIDS as recommended by the Planning Commission; review the maps provided by the Planning Department; and taking public testimony. Each RAIDS map was reviewed and public comment invited. A motion was made by Commissioner Allison, seconded by Commissioner Snead, to close the public comment portion of the hearing. Discussion: further testimony from the public may be essential. A motion was made by Commissioner Allison, seconded by Commissioner Snead, to table the previous motion to close the public comment portion of the hearing. The motion carried. A motion was made by Commissioner Allison, seconded by Commissioner Snead to continue the Open Record Public Hearing Proposed Land Use Designation Change Rural Areas of More Intensive Development ("RAIDs") hearing to Tuesday, October 28, 2003 at 1.30 p.m., Commissioners Hearing Room. The motion carried. October 14, 2003 The session was continued at 9:00 a.m. with all of the Commissioners in attendance with the Clerk of the Board. As of this date the Board by a majority vote authorizes the Chief Deputy Prosecuting Attorney to sign the Disclaimer of Interest in the United States v. 0.3 Acre of Land matter. The Chair of the Board was authorized to sign the Kenneth and Mariance Saunders (Saunders Short Plat) Final Plat Submission and Review, File 903-3566. The Commissioners met with Derek Pohle, PE, Director/County Road Engineer, Public Works Department, regarding: Execution of Contract - Beverly -Burke SW Overlay; Fiber Extension from PUD to Road District No. 2 Shop; Adams Road — Smith Dairy; EDA Grant; Campus Parkway; Return to five -eight hour shifts November 3, 2003; Metals Drive report and Landfill Cell. The Commissioners signed the Contract between Grant County and Basin Paving Co., Moses Lake, Washington, for the Beverly -Burke Rd SW Overlay, CRP 03-01. A Closed Record Public Hearing was held regarding the Reasonable Use Exception request from Donald Gustafson to allow the development of a single-family dwelling on a 1.12 acre parcel in the Rural Residential 1 Zone of Grant County. Site address for the proposal: 5622 Road 4 NE, Moses Lake. The existing parcel does not meet the current density requirements of the RRl Zone or one dwelling per five acres. A motion was made by Commissioner Snead, seconded by Commissioner Allison, to uphold the Planning Commission's unanimous recommendation and approve the Reasonable Use Exception request of Donald Gustafson with the five Conditions of Approval and six Findings of Fact. The motion carried. A Closed Record Public Hearing was held regarding the Reasonable Use Exception request from John D. Edmonson to allow the development of a single family dwelling on a 1.7 acre vacant parcel in the Agricultural Zone of Grant County. The existing parcel does not meet the current density requirements of the Agriculture Zone of one dwelling unit per forty acres. A motion was made by Commissioner Allison, seconded by Commissioner Snead, to uphold the Planning Commission's unanimous recommendation and approve the Reasonable Use Exception request of John D. Edmonson, 1.7 acre parcel, with the six Conditions of Approval and six Findings of Fact. The motion carried. A motion was made by Commissioner Allison, seconded by Commissioner Snead, that Resolution Number 03 -140 -CC, in the matter of application for a Reasonable Use Exception located in a portion of Section 35, Township 19 North, Range 26 EWM, Grant County, Washington, John D. Edmonson, be passed. The motion carried. The Commissioners approved the salary, wage, and/or position changes as recommended by Human Resources for Andy Myers, Human Resources, and Lisa M. Voss, Maintenance. The Commissioners approved the separation date of October 8, 2003 for Frank Roberge, Maintenance. The Commissioners approved the request of Sam Lorenz, Director, Emergency Management, to establish a special project budget and position within the existing Emergency Management 2003 budget for the regional planning and coordination with the Washington State Military Department, Emergency Management Division. The Commissioners received the fully executed Washington State Department of Social and Health Services ("DSHS"), County Program Agreement 0363-33353, Real Choices Grant, between Grant County and the DSHS which provides support services to enhance skills of persons with developmental disabilities and their families in the community. October 15, 2003 The session was continued at 9:00 a.m. with Commissioner Allison and Snead in attendance with the Clerk of the Board. Commission Moore was out of town and excused. A public hearing was held for the proposed Comprehensive Plan Amendments for the 2002 Cycle. The Commissioners discussed the upcoming RAIDS public hearing (set for October 28"i). A motion was made by Commissioner Snead, seconded by Commissioner Allison, to continue the Comprehensive Plan Amendments for the 2002 Cycle to October 29, 2003 at 9:30 a.m. The motion carried. The Commissioners appointed Katy Byam and Pete Rawson to the Grant County Mosquito Control District #2 board, effective November 1, 2003. They replace Minnie Crain and Richard Hirst.
