HomeMy WebLinkAboutCommissioners Proceedings - Commissioners - 20 (277)COMMISSIONERS' PROCEEDINGS Week of September 29, 2003 The Grant County Commissioners session was called to order at 9:00 a.m. by the Chair of the Board, Deborah Moore, with all of the Commissioners in attendance with the Clerk of the Board. The Commissioners approved the minutes of the September 22, 2003, session. The Chair of the Board was authorized to sign the Lorin and Leslie Cole (Cole Short Plat) Final Plat Submission and Review, File #03-3588. A motion was made by Commissioner Allison, seconded by Commissioner Snead, that Resolution Number 03 -128 -CC, relating to the transfer of funds within the 2003 budget of the Law and Justice Fund #121, Department #163, due to unanticipated state and/or federal funds in the amount of $15,800, be passed. The motion carried. A motion was made by Commissioner Snead, seconded by Commissioner Allison, that Resolution Number 03 -129 -CC, relating to the transfer of funds within the 2003 budget of the Insurance Fund #503, Department 4182, in the amount of $84,000, be passed. The motion carried. A motion was made by Commissioner Allison, seconded by Commissioner Snead, that Resolution Number 03 -130 -CC, approving the revised Preliminary Plat of Parker Spring Acres Division 96. Subject site is located in Section 1, Township 19 North, Range 28, EWM, Grant County, WA, Arlo Leishman, be passed. The motion carried. The Commissioners approved the Request for Transfer, due to necessary expenditures unforeseen at the time of approval of the 2003 budget, in the Current Expense Fund #001, Miscellaneous General Government Department #125, in the amount of $7,000. The Commissioners approved the Request for Transfer, due to necessary expenditures at the time of approval of the 2003 budget, in the Assessor's Department #107, Current Expense Fund #001, in the amount of $10,000. Commissioners Moore and Allison signed the Washington State Department of Social and Health Services County Program Agreement, Advance Agreement Number 0363-35497. This Agreement replaces DDD - County Services, Number 0163-25373, which expired July 30, 2003. A motion was made by Commissioner Allison, seconded by Commissioner Snead, that Resolution Number 03 -131 -CC, relating to the transfer of funds within the 2003 budget of the Law and Justice Fund, #121, Department #163, in the amount of $33,000, be passed. The motion carried. The Commissioners signed a Proclamation declaring October 5 — 11, 2003 as Mental Illness Awareness Week. The Proclamation urges all citizens to join in this special observance. A motion was made by Commissioner Snead, seconded by Commissioner Allison, that Resolution Number 03 -132 -CC, in the matter of establishing a minimum current expense ending fund balance for Grant County, be passed. The motion carried. The Commissioners signed the Public Works Claims Fund Voucher Approval No. 09-1 through No. 09-127 in the total amount of $672,375.59, as recorded on a listing and made available to the Board. The Commissioners signed the Payroll Final Register for the month of September, 2003. As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42 24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amounts of $1,154,080.91 as recorded on a listing and made available to the Board. The Commissioners approved the salary, wage, and/or position changes as recommended by Human Resources for Melanie Hill, DCL — Home Care and JoAnne Francis, Communications. The Commissioners approved the starting date of September 17, 2003 for Melanie Hill, DCL - Home Care. The Commissioners approved the separation date of September 2, 2003 for Jesus Meza; August 29, 2003 for Keith Nielsen; and September 2, 2003 for Gene York, all of the Grant County Fair. The Commissioners approved the extended leave of absence for Angie Clark, Director of Human Resources. September 30, 2003 The session was continued at 9:00 a.m. with all of the Commissioners in attendance with the Clerk of the Board. The Commissioners met with the Chief Deputy Prosecuting Attorney regarding the US Department of Commerce Financial Assistance Award Number 07-01-05340 which had been granted to Grant County, City of Moses Lake, and the Grant County Economic Development Council. The Chair of the Board was authorized by the Commissioners to sign the Agreement pending signatures from the City of Moses Lake and the Grant County Economic Development Council. Commissioner Snead met with Derek Pohle, PE, Director/County Road Engineer, Public Works Department, regarding: 1:30 p.m. Bid Opening Beverly -Burke SW Overlay. A Bid Opening on Beverly -Burke Road SW Overlay, DRP 03-01. Commissioner Snead referred the bids to Public Works for their review and recommendation. The Commissioners received a Notice of Claim of Lien Against Retainage and Claim Against Bond from Perez Construction and Development, Inc. The matter was referred to the Prosecuting Attorney. The Commissioners received the fully executed State of Washington Department of Corrections and Grant County Prevention and Recovery Center (PARC) Contract No. COCO5513, Amendment No. 2 which had previously been sent to PARC to obtain further signatures. The Commissioners received the fully executed State of Washington, Department of Community, Trade and Economic Development Community Mobilization Contract M04- 67003011 for Grant County Prevention and Recovery Center which had been sent to PARC to obtain further signatures. October 3, 2003 The session was continued at 9:00 a.m. with Commissioners Moore and Snead in attendance with the Clerk of the Board. A motion was made by Commissioner Snead, seconded by Commissioner Moore, that Resolution Number 03 -133 -CC, authorizing applications for fund assistance for a Nonhighway and Off -Road Vehicles ("ORV") Activities Program ("NOVA") project to the Interagency Committee for Outdoor Recreation ("IAC") as provided in Chapter 46.09 RCW, Nonhighway and Off -Road Vehicles Activities Program, Project Name: Grant County Sheriffs Office, Education and Enforcement, be passed. The motion carried. A motion was made by Commissioner Snead, seconded by Commissioner Moore, that Resolution Number 03 -134 -CC, authorizing applications for funding assistance for a Nonhighway and Off -Road Vehicles ("ORV") Activities Program ("NOVA") project to the Interagency Committee for Outdoor Recreation (`IAC") as provided in Chapter 46.09 RCW, Nonhighway and Off -Road Vehicles Activities Program, Project Name: Grant County Sheriffs Office, Maintenance and Operation, be passed. The motion carried. As there was no further business to come before the Board, the session was adjourned until October 6, 2003.
