RESOLUTION requiring appropriation RESOLUTION No. 03-001 -CC
and expenditure of funds
A RESOLUTION relating to the facts requiring an appropriation and expenditure of
funds for the following department/fund: Current Expense Fund #001, Operating Transfer Out -
Fair, together with a budget therefore; declaring an emergency; and setting a public hearing date;
for pursuant to RCW 36.40.140.
WHEREAS, it has been brought to the attention of the Board of County Commissioners
of Grant County that an appropriation and expenditure of funds should be authorized for the
above-mentioned department/fund, together with a budget therefore, in the estimated amount of
$15,000; and
WHEREAS, expenditure of such funds was not included in the current budget of Grant
County, however, emergent conditions now require that such funds be expended; and
WHEREAS, it appears that an emergency exists and that the expenditure of such funds
could not have been reasonably foreseen at the time of making said county budget;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF GRANT COUNTY, STATE OF WASHINGTON, that the
aforementioned facts constitute an emergency and that an appropriation and expenditure of funds
should be authorized for the following department/fund: Current Expense Fund #001, Operating
Transfer Out -Fair, together with a budget therefore.
BE IT FURTHER RESOLVED that notice of a public hearing upon such expenditure
shall be given, said hearing to be held on July 29, 2003, in the Grant County Commissioners
Hearing Room, Courthouse, Ephrata, Washington, at the hour of 4:00 p.m.

2003 GRANT COUNTY FAIR
MANAGEMENT AGREEMENT
THIS AGREEMENT, effective the 1 st day of January, 2003, by and between GRANT
COUNTY, a political subdivision of the State of Washington, hereinafter called the "COUNTY,"
and the GRANT COUNTY FAIR ASSOCIATION, by and through its Board of Directors, a non-
profit corporation, hereinafter called the "ASSOCIATION," is executed for the purpose ofproviding
for the operation and production of the Grant County Fair and Spring Fair/Home Show.
Recitals:
WHEREAS, the COUNTY has determined it to be of the greatest benefit to the public to
contract, pursuant to the authorityof RC W 36.37.040, for the operation and production ofthe annual
Grant County Fair ("FAIR") and, Spring Fair/Home Show ("SHOW"), for the benefit of the general
public; and,
WHEREAS, the COUNTY, through efforts, experience and expertise of the
ASSOCIATION, would like to continue to produce and enhance both the FAIR and SHOW and
desire to enter into an agreement for a one (1) year period.
NOW, THEREFORE, the parties hereto covenant and agree as follows:
DURATION
The duration of this Agreement shall be a one (1) year period, from January 1, 2003, through
December 31, 2003.
2. MANAGEMENT FEE

The COUNTY will pay Fifteen Thousand and No/100 Dollars ($15,000.00) to the
ASSOCIATION as a management fee for managing the FAIR and, the SHOW. Said fee will
be paid by May 1"t
The ASSOCIATION shall:
Conduct, operate, manage and promote the FAIR at the Grant County Fairgrounds,
hereinafter called the "Fairgrounds," August 12th — 16th and SHOW, March 28th —3 01h. In
managing the FAIR and SHOW, the ASSOCIATION shall perform all reasonable and
necessary duties, including, but not limited to, the following:
