HomeMy WebLinkAboutResolution 03-128-CCBOARD OF COUNTY COMMISSIONERS Grant County, Washington RESOLUTION No. 2003 -1w -CC A RESOLUTION relating to the transfer of funds within the 2003 budget of the Law and Justice Fund #121, Department #163, due to unanticipated state and/or federal funds. WHEREAS, it has been brought to the attention of the Board of County Commissioners that it is necessary to transfer funds within the current budget of the above-named County Department(s) in the amounts enumerated below; and WHEREAS, there is no expenditure of funds not previously budgeted but a transfer pursuant to RCW 36.40.100 and County and State auditing procedures; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF GRANT COUNTY, STATE OF WASHINGTON, THAT the following transfers within the current budget are hereby made: 2003 Budget of the Law and Justice Fund #121, Department #163 From Account Number Amount 121.163.000.000.508.00.00.00 $15,800 $15,800 To Account Number Name 121,163.000.210.523.60.48.00 Repairs and Maintenance Explanation: To re -allocate ending fund balance for unanticipated cost of replacing heating and A/C units. On June 5, 2003, I requested authorization from the Board to completely replace a non- functioning roof top unit in an inmate housing area:,Full replacement was requested in lieu of repair due to the history of repairs made on the paitioular unit. It is recognized that each time repairs are performed on these units, the cost effectiveness of such repairs diminishes. At the time of this, memorandum, two more-heating/air-,-.onditioning units are non -operational. Both provide heat and air-conditioning to,mmate housing areas. I am requesting an emergency appropriation of funds to replace the two units, as continued repair does not appear to be a fiscally responsible option. All -Temp Heating and Air has provided a proposal for replacement of both roof top units Total cost for replacement of the units would be $ I5,800.00 (tax and labor included). The provided proposal indicates that one unit has been repaired 4 times previously, and the other on three occasions. A total repair cost to date for the two units is $5,011.00. With both units now needing compressors replaced, the total cost of repairs for the two units would be $8,411.00. With the Board's approval, I will request additional bids to replace the units and would request the emergency appropriation of funds in amount of the accepted bid. Pete McMahon Grant County Sheriff's Office �iaiz ricca.;aCrecC Grant County Request for an Emergency Purchase DATE: August 2l, 2003 " iru 69 TO: Board of County Commissioners AUG FROM: Captain Pete McMahon RE: Request for an Emergency Purchase Any office or department of Grant County anticipating making an Emergency Purchase based on circumstances that meet the definition of an emergency, as defined below, is required to obtain Board of County Commissioners approval prior to, or within three days of the Emergency Purchase. An emergency is defined as unforeseen circumstances beyond the control of the County that either: (1) present a real, immediate threat to the proper performance of essential functions; or (2) will likely result in material loss or damage to property, bodily injury, or loss of life if immediate action is not taken. Description of Emergency/Circumstances Requiring Emergency Purchase: The Work Release Facility is currently without air conditioning, with temperatures in excess of 81 degrees, with inmates normal activities in the dorms (showers, cleaning, and population) humidity is extremely high. There is currently 41 inmates assigned to the facility, and the security and welfare of the inmates is a legitimate concern. The projected weather forecast of higher temperatures necessitates immediate action. The high temperatures and humidity increase tension between inmates, raising the probability of assaults on other inmates and possibly staff.
