HomeMy WebLinkAboutResolution 03-135-CCBOARD OF COUNTY COMMISSIONERS Grant County, Washington RESOLUTION requiring appropriation RESOLUTION No. 03-135 -CC and expenditure of funds A RESOLUTION relating to the facts requiring an appropriation and expenditure of funds for the following department/fund: Affordable Housing Fund #129, Department #171, together with a budget therefore; declaring an emergency; and setting a public hearing date; all pursuant to RCW 36.40.140. WHEREAS, it has been brought to the attention of the Board of County Commissioners of Grant County that an appropriation and expenditure of funds should be authorized for the above-mentioned department/fund, together with a budget therefore, in the estimated amount of $50,092; and WHEREAS, expenditure of such funds was not included in the current budget of Grant County, however, emergent conditions now require that such funds be expended; and WHEREAS, it appears that an emergency exists and that the expenditure of such funds could not have been reasonably foreseen at the time of making said county budget; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF GRANT COUNTY, STATE OF WASHINGTON, that the aforementioned facts constitute an emergency and that an appropriation and expenditure of funds should be authorized for the following department/fund: Affordable Housing Fund #129, Department #171, together with a budget therefore. BE IT FURTHER RESOLVED that notice of a public hearing upon such expenditure shall be given, said hearing to be held on October 27, 2003 in the Grant County Commissioners Hearing Room, Courthouse, Ephrata, Washington, at the hour of 2:00 p.m. PASSED AND ADOPTED this ._ (10ltx day of October, 2003. RECORDING FEE SURCHARGE DISTRIBUTION AGREEMENT THIS AGREEMENT, between Grant County, hereinafter the "COUNTY," North Columbia Community Action Council, the Housing Authority of Grant County and New Hope Domestic Violence and Sexual Assault Services, hereinafter "GRANTEES," is for the sole purpose of distributing funds obtained by the COUNTY as a result of RCW 36.22.178. The COUNTY hereby appoints and GRANTEES hereby accept, that the Grant County Treasurer ("Treasurer"), as the COUNTY's designee, will distribute funds obtained by the COUNTY through a recording fee surcharge, to support the efforts of GRANTEES in operating and maintaining certain low-income housing and emergency shelter projects. The COUNTY and GRANTEES mutually agree that: A. USE OF FUNDS GRANTEES shall use the funds distributed under this Agreement only as described herein. B. PERIOD OF PERFORMANCE Subject to its other provisions, the period of performance under this Agreement shall be September 1, 2003, to December 31, 2005, unless terminated as provided herein. C. ALLOCATION OF FUNDS 1. The COUNTY shall allocate funds received as a result of RCW 36.22.178 to GRANTEES based on the following distribution formula, after an appropriate percentage is reserved from the fund for administrative costs: a. Fifty -Four percent (54%) to North Columbia Community Action 7 y✓ Council; and b. Twenty -Nine percent (29%) to New Hope Domestic Violence and Sexual Assault Services; and Z c. Seventeen percent (17%) to Housing Authority of Grant County OZ)d 2. Funds will be distributed once each quarter based on the amount of fundo j received by the Treasurer the previous quarter. 3. The Treasurer will retain those funds allowed by RCW 36.22.178 to cover administrative costs.
