HomeMy WebLinkAboutResolution 03-144-CCBOARD OF COUNTY COMMISSIONERS Grant County, Washington RESOLUTION No. 2003-/Nq-CC A RESOLUTION authorizing an appropriation and expenditure of funds for the following department/fund: Affordable Housing Fund 4129, Department #171, together with a budget therefore, pursuant to RCW 36.40.140. WHEREAS, it has been brought to the attention of the Board of County Commissioners of Grant County that emergency conditions require that an appropriation and expenditure of funds be authorized for the above-mentioned department/fund, together with a budget therefore; and WHEREAS, pursuant to RCW 36.40.140, Resolution No. 2003 -135 -CC was adopted on October 6, 2003, and published in the Columbia Basin Herald on October 10 and 21, 2003, declaring an emergency and stating the facts constituting the emergency and the estimated amount of funds required to meet it, together with a notice of public hearing, and said public hearing was held thereon where interested persons were allowed to appear and be heard; NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF GRANT COUNTY, STATE OF WASHINGTON, that an appropriation and expenditure of funds is hereby authorized for the following department/fund: Affordable Housing Fund #129, Department #171, in the total sum of $50,092, according to the attached budget. This resolution is in the best interest of good government and shall take effect immediately upon its passage. PASSED AND ADOPTED this 274 -day of October, 2003. RECORDING FEE SURCHARGE DISTRIBUTION AGREEMENT THIS AGREEMENT, between Grant County, hereinafter the "COUNTY," North Columbia Community Action Council, the Housing Authority of Grant County and New Hope Domestic Violence and Sexual Assault Services, hereinafter "GRANTEES," is for the sole purpose of distributing funds obtained by the COUNTY as a result of RCW 36.22.178. The COUNTY hereby appoints and GRANTEES hereby accept, that the Grant County Treasurer ("Treasurer"), as the COUNTY's designee, will distribute funds obtained by the COUNTY through a recording fee surcharge, to support the efforts of GRANTEES in operating and maintaining certain low-income housing and emergency shelter projects. The COUNTY and GRANTEES mutually agree that: A. USE OF FUNDS GRANTEES shall use the funds distributed under this Agreement only as described herein. B. PERIOD OF PERFORMANCE Subject to its other provisions, the period of performance under this Agreement shall be September 1, 2003, to December 31, 2005, unless terminated as provided herein. C. ALLOCATION OF FUNDS 1 The COUNTY shall allocate funds received as a result of RCW 36.22.178 to GRANTEES based on the following distribution formula, after an appropriate percentage is reserved from the fund for administrative costs: 7v Action 514�, 7 7 Council; and / yd b.
