HomeMy WebLinkAboutResolution 03-157-CCBOARD OF COUNTY COMMISSIONERS Grant County, Washington RESOLUTION IN THE MATTER OF RESOLUTION No. 03 -10 -CC APPROVING A PRELIMINARY PLAT OF 30.354 ACRES INTO SIX LOTS. THE APPROVING A SUBJECT SITE IS LOCATED IN SECTION 26, PRELIMINARY PLAT OF TOWNSHIP 20 NORTH, RANGE 27, EAST, WM. GRANT CO. WA MCDOWALL COUNTRY HOMES PLAT WHEREAS, the Grant County Board of County Commissioners have been advised that an open record public hearing was conducted, before the Grant County Planning Commission on October 1, 2003, on the matter of a preliminary plat of 30.354 acres into six lots; which are located in a portion of Sections 26, Township 20 North, Range 27 East, Willamette Meridian, Grant County, Washington; and, WHEREAS, the Grant County Planning Commission on October 1, 2003 did approve a motion to recommend to the Board of County Commissioners to approve this proposed preliminary plat with twelve (12) suggested conditions of approval; and, WHEREAS, the Grant County Board of Commissioners held a closed record public hearing on November 10, 2003; and, WHEREAS, the Board of County Commissioners, have reviewed the application file, staff report and Planning Commission minutes; and, WHEREAS, the Board of County Commissioners have found that the proposal will not adversely effect the health, safety, and general welfare of the public in the vicinity of the proposal; and, WHEREAS, the Board of County Commissioners have found that the proposal is consistent with the Grant County Comprehensive Plan, the Unified Development Code, Chapter 23.04 "Zoning", other land use regulations, and SEPA; and, WHEREAS, the Board of County Commissioners have found that the public use and interest will apparently be served by the preliminary plat; and, WHEREAS, the proposed preliminary plat meets the applicable requirements of Unified Development Code, Chapter 22.04 "Land Division"; and, WHEREAS, the proposed preliminary plat does comply with the Health District's requirements for sewage disposal and potable water supply; and, Page 1 of 4 C. Surface drainage shall not be directed to or discharged onto County Roads or ditches within County right-of-ways unless approved by the County Engineer. This proposal shall comply with the requirements of GCC 23.12. 100 Road Standards, including but not limited to: a. Roads shall be approved by the Grant County Emergency Services Department and shall be established using the addressing and grid system delineated in GCC 10.36. Approval of the plat shall be contingent upon conformance with all applicable land use rules and regulations in effect as of March 10, 2003. 8. This proposal shall comply with all the requirements of the Grant County Emergency Services, including but not limited to: a. Access Road shall be designated as Rd D.9 N.E. b. A change in address for lot 6 is required. C. Addressing will be established after plat is finalized. d. The Proponent will need to contact Grant County Emergency Services to establish a new address for lot 6. 9. This proposal shall comply with all the requirements of the Grant County Assessor, including but not limited to: a. Applicant must contact Assessor's office regarding the continuing of current use status at least 1 week before recording the plat. 10. This proposal shall comply with all the requirements of the Grant County Auditor, including but not limited to: a. The name "McDowall Country Homes Plat" is approved. b. There are references to "short" plat on sheet 2 that are required to be changed to reference "plat"; I in the surveyor's declaration, 3 in the dedication, and 1 in the notice. C. There are references to "short" plat on sheet 3 that are required to be changed to reference "plat"; 3 in the U.S. Bureau of Reclamation block and 1 in the East Columbia Basin Irrigation District Notes. 11. This proposal shall comply with all the requirements of the Grant County Public Works Department, including but not limited to: Page 3 of 4 12. a. Provide a Plat check fee of $100.00 plus $2.00 per lot for a total of $112.00. b. An approach permit is required prior to the issuance of a building permit. c. A Plat Certificate from the Title Company will be required for the dedicated land to the County d. Roads shall be designed and built to current County Road Specifications: 4 (four) inches of crushed surfacing base course, 2 (two) inches of crushed surfacing top course with a 2 (two) shot Class A BST surface. Provide a complete road plan and profile with all centerline data and drainage facilities for new roads. Development shall comply with all requirements of the Grant County Planning Department, including but not limited to: a. Comply with all requirements listed in UDC Chapter 22.04 Article V Final Subdivisions and Short Subdivisions. b. Correct and add the following "block" of information to the final plat. Zoning: Rural Residential -1 Max DU Density: 1 DU/5-acres Overall acreage: 30.354 Number of Lots: 6 Max Potential DU's: 6 Road Dedications: (?) acres DATED this J % day of December, 2003.
