All of the Commissioners were in attendance. The Commissioners read and approved the minutes of the preceding session as written. The Commissioners received a Claim for Damages from Ismael D. Gonzales. The matter was referred to the Prosecuting Attorney for handling. The Commissioners approved the salary increase of Larry Howell of the Maintenance Department to $9.00 per hour. �,i ,) �+ i 7 The Commissioners were notified of the annexation of Crest Island by the City of Moses Lake. 1ti.-�oI� The Commissioners were notified by the Public Works Director that 5 -NW Road reconstruction was built in accordance with the plans and specifications, and that all materials incorporated into the project met contract specifications. 1° I dOl9 The Commissioners approved the salary increase of Maureen S. Maine of the Juvenile Probation Department to $2,920 per month. .1=).A.)The Commissioners appointed Jerry D. Jasman to serve at the interim Coroner effective November 1, 2000. The Commissioners held a Public Hearing on the City of Ephrata Urban Growth Area. After taking public comment a motion was made by Commissioner Snead, seconded by Commissioner Allison to close public comment. The motion carried. A motion was made by Commissioner Snead, seconded by Commissioner Allison to accept the recommended action based on the record and in order to comply with the Growth Management Hearings Board Final Decision and Order in Case 499-1-0013. Staff also recommended the Board approve the proposed comprehensive Plan amendments as shown in attached exhibits "C" and "F" which exclude the areas previously known as areas 4 and 5 in the Ephrata Final Urban Growth Area as adopted under Ordinance 999 -162 -CC and redesignate them as rural lands consistent with the Comprehensive Plan. Staff further recommended the Board continue the hearing to October 30`h at 3:30 p.m. The motion carried. /4/„1 ,a.) -The Commissioners approved the salary increase of Kevin Davis of the Maintenance Department to 90 percent of full pay effective October 1, 2000. As there was no further business to come before the Board the session was continued until October 24, 2000. October 24, 2000 The session was continued at 9:00 a.m. with all of the Commissioners in attendance. The Commissioners met with the Public Works Director regarding Vehicle Purchase Request -Big Bend EDC, Westshore Drive Restoration, Traffic Information. ),�%A-)The Commissioners approved the request by the Sheriffs Office to purchase a new ATV Quad and a winch for use in the Moses Lake Sand Dunes at the cost of $6,263.40 from IAC funds. `1•1O'-)�The Commissioners approved the request by the Sheriff s Office for a budget extension in the amount of $4,500 to provide security for the Moses Lake and Ephrata District Court for specific time periods. -The Commissioners approved out of state travel for Detective Joe Kriete and Matt Messer to attend Incident Response to Terrorist Bombing training in New Mexico. The Commissioners approved the starting salary of Sandra Muder of the Clerks Office at $1,550.40 per month, effective October 16, 2000. The Commissioners approved the salary increase for Corrections Officer Diane Ray of the Sheriffs Office. y ._);gin The Commissioners approved the salary increase of Derek Jay of the Sheriff s Office to $2,338.90 per month. -,:",.�� The Commissioners approved the salary increase of Kyle Cox of the Sheriffs Office to $2,900.34 per month. ,~j O ;,)As of this date the Board by a majority vote does approve for payment those vouchers included in the list filed in the Auditors Office 10/23/2000 in the total amount of $328, 785.96. «,,:.,J(The Commissioners held a Public Meeting on the Plat Alteration request by Eliseo Perez, to divide a 9.53 acre parcel into two approximately 4.766 acre parcels. A motion was made by Commissioner Allison, seconded by Commissioner Snead to uphold the Planning Commission approval of the request with the 12 conditions and 6 findings as provided by the Planning Department. The motion carried. J, * ,.), The Commissioners held a Public Meeting on the Plat Alteration request by Steve Cox. The proposal is located in a portion of Farm Units 94 and 98, Irrigation Block 43, in Section 26, Township 18 North, Range 30 East, Willamette Meridian, in Grant County. A motion was made by Commissioner Snead, seconded by Commissioner Allison to uphold the Planning Commission approval of the request with conditions and finding as provided by the Planning Department, The motion carried. As there was no further business to come before the Board the session was adjourned until October 30, 2000.
