HomeMy WebLinkAboutCommissioners Proceedings - Commissioners - 20 (181)COMMISSIONERS' PROCEEDINGS Week of October 2, 2000 The Grant County Commissioners session was called to order at 9:00 a.m. with all of the Commissioners in attendance with the Clerk of the Board. The Commissioners read and approved the minutes of the preceding session as written. A motion was made by Commissioner Snead, seconded by Commissioner Allison that Ordinance Number 2000 -121 -CC relating to the adoption of Interim Official Controls temporarily amending the residential development densities in Rural Residential 2 (RR@), Rural Residential 3 (RR3), Rural Community (RC), Agriculture Service Center (ASC), Recreational Development (RD), Shoreline Development 1 (SDI, Shoreline Development 2 (SD2), Shoreline Development 3 (SD3), Shoreline Development 4 (SD4), and prohibiting non-agricultural industrial development and commercial development in Rural General Commercial (RGC), Rural Neighborhood Commercial (RNC), Rural Freeway Commercial (RFC), Rural Recreational Commercial (RRC), Rural Light Industrial (RLI), and Rural Heavy Industrial (RHI), Rural Residential 2 (RR2), Rural Residential 3 (RR3), Rural Community (RC), Agriculture Service Center (ASC), Recreational Development (RD), Shoreline Development 1 (SDq), Shoreline Development 2 (SD2), Shoreline Development 3 (SD3), Shoreline Development 4 (SD4) zoning districts, and other matters properly relating thereto be passed. The motion carried. A motion was made by Commissioner Allison, seconded by Commissioner Snead that Resolution Number 2000 -122 -CC adopting the WA -Cert Recommended priority listing be passed. The motion carried. ,y I1, The Commissioners approved the starting salary of Ken Holloway as the Revenue Officer in the Treasurers Office at $2,250 per month effective October 9`h, 2000. y y O.The Commissioners approved the starting salary of Susan Oxley- Ramaker as the Mortgage Deputy in the Treasurers Office at $1,920 per month effective September 28, 2000. -' ;ZiThe Commissioners received a Notice of Intent to sue from Craig Scott Maxwell. The matter was referred to the Prosecuting Attorney for handling. y."?7 The Commissioners signed the Request for Transfer of Funds in the Superior Court Department in the amount of $6,800. -, 17 As of this date the Board by a majority vote does approve for payment those vouchers included in the list filed in the Auditors Office 9/29/2000 in the total amount of $65,420.71. t ' 117 /�-As of this date the Board by a majority vote does approve for payment those vouchers included in the list filed in the Auditors Office 10/2/2000 in the total amount of $427,427.65. /'41'10A motion was made by Commissioner Allison, seconded by Commissioner Moore that Resolution Number 2000 -123 -CC in the matter of creating two lots from a five acre parcel in a portion of Farm Unity 153, Block 71, located in Section 2, Township 19 North, Range 25 East, W.M. requested by Ronald Garrison be passed. The motion carried. iy r ?'/kThe Commissioners held a closed record Public Hearing on the Randal Niessner appeal regarding a rezone request. A motion was made by Commissioner Snead, seconded by Commissioner Allison to deny the rezone request. Chairman Moore did not vote. The motion carried. As there was no further business to come before the Board the session was continued until October 3, 2000. October 3, 2000 The session was continued at 9:00 a.m. by Chairman Moore. All of the Commissioners were in attendance with the Clerk of the Board. The Commissioners met with the Public Works Director regarding Stansfield Road -Douglas County, Possible RID, Road `13' NW, Traffic Information -Gorge Amphitheater, Sidewalks -Larson Subdivision, HHW Collection Event -Results, Ephrata Landfill-Permitting/Closure Status. til `i /7 The Commissioners signed the Payroll Warrants List #116511 through # 117276 for the month of September. The Commissioners approved the salary increase of Albert H. Lin of the Prosecuting Attorney's Office to Deputy Prosecutor II, effective October 1, 2000. l I j�,I The Commissioners approved the salary increase of Brent A. DeJong of the Prosecuting Attorney's Office to Deputy Prosecutor Ill, effective October 1, 2000. _1 ,,,„,The Commissioners held a Public Hearing to review community development and housing needs, inform citizens of the availability of funds and eligible uses of the state Community Development Block Grant, and receive comments on proposed activities, particularly from low and moderate income persons and persons residing in the Grant County area. The hearing was opened by Chairman Deborah Moore. She invited Al Lundberg of North Columbia Community Action Council to speak. Mr. Lundberg gave a report on the past years programs. There was no public in attendance. Handouts in English and Spanish regarding the programs were made available for any interested persons A motion was made by Commissioner Snead, seconded by Commissioner Moore to authorized the Chairman to sign the required paper work. The motion carried. The Commissioners approved the request by Cathleen Neils of the Prosecuting Attorney's Office to change her planned vacation leave to sick leave due to her husbands heart attack. ' 1y V The Commissioners set a Public Meeting for October 24, 2000 at 1:30 p.m. regarding the Plat Alteration request by Eliseo Perez. Mr. Perez wants to divide a 9.53 acre parcel into two approximately 4.766 acre parcels. As there was no further business to come before the Board the session was adjourned until October 9, 2000.
