Week of August 7, 2000
The Grant County Commissioners session was called to order at 9:00
a.m. by Chairman Deborah Moore. All of the Commissioners were in
attendance with the Clerk of the Board.
The Commissioners read and approved the minutes of the preceding
session as written.
�o 9 The Commissioners approved the request by the Grant County PARC
for a budget extension in the amount of $150,000 from the State Incentive
Grant.
9 The Commissioners approved the request by Grant Mental Healthcare
for Dorene Bendicksen to attend the Rural Mental Health Symposium in
Lewiston, Idaho.
it (1 W I(N The Commissioners approved the salary increase of Camille De
Vantier of the Prosecuting Attorney's Office to 100% of a Legal Secretary 1.
1 1 i W I � The Commissioners approved the request by Donna Hodgson of the
Prosecuting Attorney's Office to be allowed to take 1 day and 3 hours leave
without pay.
1(11N/,) -The Commissioners signed a Notice of Public Hearing for the
supplemental budget for Domestic Violence Fund #128, Department 4170 in
the amount of $84,791 from unanticipated state/federal funds. Public
Hearing to be held August 22, 2000 at 1:00 p.m.
igl,yI3 The Commissioners signed a Notice of Public Hearing for the
supplemental budget for Current Expense Fund 4001, Prosecuting
Attorney's Office in the amount of $28,802 from unanticipated state/federal
funds. Public Hearing to be held August 22, 2000 at 1:00 p.m.
f r'/4 The Commissioners received notification from Penny L. Sibley,
County Coroner that she was resigning from her position October 31, 2000
due to moving from the area.
�J IAS ) The Commissioners signed a Hold Harmless Agreement for the
Washington National Guard to move a Bradley Fighting Vehicle on County
roads to reach the Grant County Fair.
I,/ dlAs of this date the Board by a majority vote does approve for payment
those vouchers filed in the Auditors Office 8/7/2000 in the total amount of
$588,261.03.
7 The Commissioners held a Public Hearing and a motion was made by
Commissioner Allison, seconded by Commissioner Snead that Resolution
Number 2000 -90 -CC authorizing an appropriation and expenditure of funds
for the Law and Justice Fund #121, Department #163 in the amount of
$18,625 be passed. The motion carried.
"f l �is' The Commissioners held a Public Hearing and a motion was made by
Commissioner Allison, seconded by Commissioner Snead that Resolution
Number 2000 -91 -CC authorizing an appropriation and expenditure of funds
for the Current Expense Fund #001, Miscellaneous General Government
# 125 in the amount of $280,000 be passed. The motion carried.
As there was no further business to come before the Board the session
was adjourned until 7:00 p.m.

I FI I r 9 The session was continued at 7:00 p.m. in Coulee City for the purpose
of taking public testimony regarding the proposed Development Regulations
for Grant County.
As there was no further business to come before the Board the session
was continued until August 8, 2000.
August 8, 2000
The session was continued at 9:00 a.m. with Chairman Moore and
Commissioner Snead in attendance with the Clerk of the Board.
Commissioner Allison was out of town.
The Commissioners met with the Public Works Director regarding
10:00 a.m. bid opening (`20' NW Pedestrian Trail), Vehicle Purchase -
Warden School District, Gravel Road -Equity.
i I a,1(, The Commissioners signed the Public Works Claims Fund Voucher
Approval #7-1 through #7-182 in the total amount of $1,813,263.25.
I '; )-I The Commissioners held a Bid Opening on Road 20 -NW Pedestrian
Path. A motion was made by Commissioner Snead, seconded by
Commissioner Moore that the bids be referred to the Public Works Director
for review and recommendation. The motion carried.
1)0: The Commissioners approved the recommendation of the Public
Works Director and awarded the contract for 20 -NW Pedestrian Path to
Basin Paving Co. in the amount of $31,575.10.
As there was no further business to come before the Board the session
was continued until 7:00 p.m.

�lI�.d _� The session was continued at 7:00 p.m. in Royal City to take public
testimony on the proposed Development Regulations for Grant County.
As there was no further business to come before the Board the session
was continued until August 9, 2000.
August 9, 2000
The session was continued at 1:00 p.m. for a Public Hearing regarding
Grant County Development Regulations, with Chairman Moore and
Commissioner Snead in attendance with the Clerk of the Board.
The Hearing was opened by Chairman Deborah Moore. She invited
Scott Clark to explain the reason for the hearing and the process the County
was going through to adopt Development Regulations in conjunction with
the Comprehensive Plan. The Commissioners took verbal testimony from
those in attendance who wished to speak and also took written testimony
that will be made a part of the record. A motion was made by
Commissioner Snead, seconded by Commissioner Moore to close oral
testimony. The motion carried. A motion was made by Commissioner
Snead, seconded by Commissioner Moore to extend the written comment
period until 5:00 p.m. on August 23, 2000. The motion carried.
As there was no further business to come before the Board the session
was adjourned until August 14, 2000.
